Ensure land fund for building workers' housing
(Baonghean.vn) - Besides the goal of economic development, the current concern in Industrial Parks is to arrange enough land to build housing for workers, ensuring the synchronization of housing areas and accompanying cultural institutions.
Land fund ready in planning
The Southeast Economic Zone (EZ) covers the districts of Nghi Loc, Dien Chau, Hung Nguyen, the towns of Hoang Mai, Cua Lo and Vinh city. In addition to the Southeast Economic Zone, there are currently 6 industrial parks with a total area of 1,660 hectares, including: Bac Vinh (60 hectares), Nghia Dan (200 hectares), Tri Le (200 hectares), Song Dinh (300 hectares), Tan Ky (600 hectares) and Phu Quy (300 hectares), located in the districts of Nghia Dan, Quy Hop, Tan Ky, Anh Son, Thai Hoa town and Vinh city.

Currently, VSIP Nghe An Industrial Park has arranged land funds to build worker housing in the urban land planning area of the industrial park project. In Nam Cam Industrial Park and Tho Loc Industrial Park, land funds to build worker housing are arranged in urban functional areas near these industrial parks. Or in Hoang Mai I Industrial Park, the planning has been adjusted to reserve about 30 hectares in the North to serve the investment in building dormitories for workers. In Hoang Mai II Industrial Park and Dong Hoi Industrial Park, land funds have been arranged to build worker housing in the new residential land planning areas of Hoang Mai town planning.
In addition, at Bac Vinh Industrial Park, the Vietnam General Confederation of Labor is currently implementing the construction of a trade union facility in Nghi Kim commune, Vinh city. Nghia Dan Industrial Park has been oriented to arrange about 80 hectares in the western area in the approved detailed planning for the construction of the industrial park to build housing and facilities for workers. “In the coming time, the Southeast Economic Zone Management Board will organize the preparation of zoning plans for the construction of functional areas in the Southeast Economic Zone according to the Master Plan approved by the Prime Minister for overall adjustment in Decision No. 93/QD-TTg dated February 15, 2023. In particular, continue to review the land fund for the construction of worker housing areas to ensure the development needs of industrial parks,” Mr. Son added.
Need to closely monitor the implementation of planning
Currently, in the Southeast Economic Zone and Nghe An Industrial Parks, there are 5 social housing projects for workers that have been selected by investors (serving about 22,780 workers), of which 3 projects are undergoing investment procedures, 1 project is under construction, and 1 project has not been invested in due to difficulties in budget sources.
In the industrial parks and economic zones, there are currently 138 enterprises operating in production and business, contributing to creating jobs for more than 30,000 workers, with an average income of 7.299 million VND/person/month. This income level, if calculated according to the average income of the whole province, seems high. However, in reality, except for a few officers and workers at Luxshare-ICT Nghe An Co., Ltd. in VSIP Nghe An Industrial Park, and a number of small enterprises that are provided with collective housing, there are many workers working in the industrial parks but do not have housing, and have to rent rooms in cramped, damp boarding houses, causing living expenses to increase, affecting the lives of workers.
Not to mention, the lack of housing as well as cultural and social institutions such as community cultural houses, nurseries, and kindergartens for workers is also one of the reasons why many workers are not interested in working in Nghe An.

Mr. Nguyen Chi Cong - Vice Chairman of Nghe An Provincial Labor Federation said that the arrangement of planned land for the construction of workers' housing as well as cultural institutions for workers is extremely necessary and in accordance with the provisions of the law. Therefore, state management agencies need to closely monitor the implementation of the proposed plans, ensuring that each industrial park has dedicated land to build housing and cultural and spiritual institutions for workers.
It is necessary to clearly define requirements for enterprises investing in industrial parks, when constructing, it is necessary to take into account the arrangement of housing for workers and related social institutions. Localities with industrial parks also need to develop specific plans. If there is no plan for building workers' housing in industrial parks, the locality can proactively plan and build accommodation areas for workers near the industrial parks; arrange suitable land areas in the area to build housing for workers and cultural institutions to ensure a synchronous system of technical infrastructure and social infrastructure to serve workers and laborers working in that industrial park.
