(Baonghean.vn) - Voters in communes of Quynh Luu district requested to revoke the Investment Registration Certificate of the T-Tech Solid Waste Treatment Plant Project in the area to call for other investors, because the project was planned to be built since 2018 but has not yet been implemented.

The T-Tech Quynh Luu Solid Waste Treatment Plant Project in Ngoc Son Commune, Quynh Luu District was approved for investment by the People's Committee of Nghe An Province in Decision No. 3087/QD-UBND dated July 20, 2018 and approved for adjustment of investment policy in Decision No. 253/QD-UBND dated January 24, 2019.

In which, the project implementation progress is regulated:“Complete procedures for land allocation and lease within 12 months from the effective date of the Decision; Complete the project and put it into operation within 9-18 months from the date of land handover on site”However, up to now, the investor has not yet implemented compensation, site clearance and subsequent investment procedures to be allocated land and leased land to implement the project.

-Inspection and processing status:

Regarding the T-Tech Quynh Luu Solid Waste Treatment Plant Project invested by T-Tech Vietnam Technology Group Joint Stock Company, the Department of Planning and Investment issued Document No. 3138/SKHDT-DN dated August 10, 2022 to seek opinions from departments, branches and the People's Committee of Quynh Luu district on terminating the project at the request of the People's Committee of Quynh Luu district.

On November 29, 2022, the Department of Planning and Investment received Document No. 137/CV-T TECH of T-Tech Vietnam Technology Group Joint Stock Company, in which the company proposed the following:“We hope that the local government will support and assist with the following drastic solutions: Commit to the amount of waste collected for the waste treatment plant to be no less than 150 tons/day, equivalent to about 70-80% of the installed capacity; apply the unit price for domestic waste treatment services to be no less than 410,000 VND/ton (including VAT); commit to arrange enough budget to fully and promptly pay monthly costs for waste treatment and incineration services”.

Based on the recommendations and proposals of T-Tech Vietnam Technology Group Joint Stock Company, the Department of Planning and Investment issued Document No. 5054/SKHĐT DN dated December 13, 2022 to the Department of Finance for comments on the allocation of State budget funds for waste treatment, unit prices for waste treatment and the People's Committee of Quynh Luu district for specific comments on each content of the recommendations and proposals of the investor.

At the same time, it is required to clearly state in case of termination of project activities to select another investor to implement the project, the contents of the unit price of domestic waste treatment services; budget source to pay for waste incineration treatment service costs; how will the route to the waste treatment plant be handled? (to avoid the case where another investor also encounters these problems during the implementation process).

To date, the Department of Planning and Investment has received Document No. 5397/STC QLG&CS dated December 22, 2022 from the Department of Finance giving opinions on the allocation of State budget funds for waste treatment and unit prices for waste treatment.

After receiving comments from the People's Committee of Quynh Luu district, the Department of Planning and Investment will synthesize and report to the Provincial People's Committee./.
