Nghe An: Timely handling of harassment, negative behavior, and arbitrary establishment of administrative procedures that are not in accordance with regulations

(Baonghean.vn) - This is one of the contents that the Working Group on promoting administrative reform, improving the investment and business environment and foreign investment cooperation of the province proposed in a recent report.

The working group established under Decision No. 2416/QD-UBND of Nghe An Provincial People's Committee on promoting administrative reform, improving the investment and business environment and foreign investment cooperation in the province has just reported on the results of activities in April and key tasks in May 2023.

According to the report, in addition to the achieved results, the working group also pointed out the shortcomings in administrative reform in April, such as: Many district and commune-level units have not strictly implemented the reception and updating of complete administrative procedure records on the provincial administrative procedure settlement information system according to regulations; the rate of administrative procedure records of people and businesses that are received must digitize the records, documents and results of administrative procedure settlement is still low (only 36.2% of received records in the month); The rate of online submission of records is still low; the number of records returned/withdrawn by provincial departments and branches still accounts for a large proportion...

The report also outlines key tasks for May 2023:

+ On administrative procedure reform:

- Departments, branches, sectors, district and commune People's Committees continue to review, evaluate and propose simplification of dossier components and implementation procedures. Continue to improve and enhance the operational efficiency of the Provincial Public Administration Service Center and One-Stop-Shop Departments at all levels.

- Strictly implement publicity and transparency in receiving and handling administrative procedures, ensuring that 100% of administrative procedures are announced, disclosed fully and on time, and 100% of administrative procedure files received and handled at agencies and units are monitored for processing status on the Provincial Administrative Procedure Handling Information System so that people and businesses can monitor and evaluate the implementation process.

- Continue to strengthen discipline and administrative order, inspect and promptly handle acts of harassment, negativity, arbitrarily setting up administrative procedures that are not in accordance with regulations or repeatedly being delayed.

+ On improving the business investment environment and foreign investment cooperation:

- Departments, branches and units according to their functions and tasks: Proactively synthesize recommendations from organizations and individuals according to their assigned functions and tasks to promptly handle them within their authority; promptly report to the Provincial People's Committee and the Chairman of the Provincial People's Committee on matters beyond their authority for timely consideration, resolution and removal of obstacles and difficulties for organizations and individuals.

- Provincial People's Committee Office:

+ Continue to advise the Provincial People's Committee to innovate the implementation of the one-stop shop and one-stop shop mechanisms in handling administrative procedures in a direction that is not dependent on administrative boundaries; carry out digital transformation in management activities, provide public services, change administrative management methods from traditional to modern, associated with digitalization and use of digitalized results of records, papers, and results of handling administrative procedures to improve service quality, increase labor productivity, contribute to the formation of digital citizens and digital enterprises in building e-government and digital government.

+ Advise the Provincial People's Committee to invest in purchasing equipment for the Commune-level One-Stop Department to ensure the implementation of tasks as required by Decree 107/2021/ND-CP, Project 06...

+ Direct the Electronic Information Portal to coordinate with relevant units to urgently upgrade the Provincial Administrative Procedures Handling Information System, establish an electronic data management warehouse of organizations and individuals on the Provincial Administrative Procedures Handling Information System to meet the requirements.

- Department of Natural Resources and Environment:

+ Complete the Inspection Results Report for 60 projects in the province (after consulting with relevant departments, branches and district People's Committees); continue to inspect projects assigned by the Provincial People's Committee for additional inspection to Group No. 2 according to Decision No. 3088/QD-UBND dated October 10, 2022 of the Provincial People's Committee.

+ Complete reporting to the Provincial People's Committee on the inspection results of the Project of Commercial Service Area, Office for Lease, High-rise Apartment Building invested by Vietnam - Laos Economic Cooperation Corporation in Hung Dung Ward, Vinh City.

+ Focus on promptly resolving land policy problems for district level, people and businesses; problems in compensation and site clearance for projects, especially key projects and other related problems to complete land allocation and lease procedures according to regulations.

- Department of Transport:

+ Continue to advise the Provincial People's Committee on contents related to planning adjustments and the Socialization Project at Vinh International Airport.

+ Continue to urge Nghe An Bus Station Joint Stock Company to speed up the construction progress of Vinh City's Southern Bus Station to put it into operation soon; complete procedures to terminate and transfer fixed passenger transport routes operating at Vinh Market Bus Station to operate at other bus stations according to regulations.

+ Focus on working with the Ministry of Transport to approve the supplementary Central Road Maintenance Plan 2023 and the plan for 2024.

+ Coordinate with the Department of Finance to develop and submit to the Provincial People's Committee for approval the corridor clearance estimate for 2023 according to Resolution No. 27/NQ-HĐND of the province on corridor clearance.

+ Focus on directing the serious, drastic and effective implementation of tasks and solutions to promote the disbursement of capital allocated in 2023 to ensure a 100% disbursement rate.

+ Handing over and putting into use the Coastal Road Project from Nghi Son (Thanh Hoa) to Cua Lo (Nghe An) section Km76 - Km83+500, Upgrading and expanding National Highway 15A section Km301+500 - Km315+700 and Km327+600 - Km330.

+ Continue to focus on directing the acceleration of construction progress, ensuring completion according to plan for the projects: Coastal road from Nghi Son (Thanh Hoa) to Cua Lo (Nghe An) section Km7 - Km76; Traffic road connecting Vinh - Cua Lo (phase 2); Traffic road connecting National Highway 7C (Do Luong) to Ho Chi Minh Road (Tan Ky); Upgrading and expanding National Highway 15, section avoiding Truong Bon Historical Site; Renovating and repairing DT.539C section Km7 - Km16+500; ...

+ Continue to coordinate with the District Site Clearance Councils to speed up site clearance, especially for key projects such as: Coastal road from Nghi Son (Thanh Hoa) to Cua Lo (Nghe An); Traffic route connecting from National Highway 7C (Do Luong) to Ho Chi Minh Road (Tan Ky); Upgrading and expanding National Highway 15, the section avoiding Truong Bon Historical Site.

+ Focus on handover, putting into use and finalizing AB of completed bid packages, ...

+ Continue to coordinate with central ministries, branches and relevant agencies to implement the province's recommendations approved by the Prime Minister at the working session with Nghe An provincial leaders such as: adjusting the planning and investment plan for auxiliary works of Vinh International Airport under the public-private partnership (PPP) method; investing in the road from Cua Lo town to Nam Dan district; compensation costs for site clearance of National Highway 1A; investment capital for the Vientiane - Hanoi expressway.

+ Continue to actively and proactively coordinate with other investors to implement projects in the province: North-South Expressway, Eastern section through Nghe An province; Vinh Airport (parking lot, terminal T2, etc.), Cua Lo Port (berths 6, 7, 8, etc.), Nghi Thiet deep-water port, Upgrading and renovating essential works of Vinh - Hanoi railway line; ODA projects, rural roads, bus stations, etc.

- Southeast Economic Zone Management Board:

Continue to support in resolving procedures, difficulties and problems for investors in the Southeast Economic Zone and industrial parks.

- Center for Investment, Trade and Tourism Promotion:

+ Take the lead in coordinating with the Vietnam Chamber of Commerce and Industry, Nghe An branch, relevant agencies, departments, branches and consulting units to widely communicate and implement the assessment of the competitiveness index of provincial departments, branches and district People's Committees - DDCI;

+ Coordinate with the Management Board of Southeast Economic Zone, People's Committees of Dien Chau, Do Luong, Quynh Luu districts and Hoang Mai town to continue supporting information and investment procedures for investors: Nha Trang Bay Construction Investment Joint Stock Company; Muong Thanh Group; Hoang Thinh Dat Construction Investment Joint Stock Company.

+ Continue to support investors who are looking to invest in Nghe An through the center; Provide data information, advice on legal issues, administrative procedures on investment, land, construction, environment, investment project implementation process for businesses and investors interested in proposing research.

+ Support businesses in the province to participate in trade promotion activities in provinces and cities across the country;

+ Conduct direct surveys to assess the needs of businesses to determine the need for support in human resource training, digital transformation, consulting, innovative businesses, businesses participating in industry clusters and value chains.

- Tax Department:Continue to implement taxpayer support contents according to Government regulations./.
