Nghe An Provincial People's Council resolved to approve the Nghe An Provincial Planning for the 2021-2030 period, with a vision to 2050.

(Baonghean.vn) - This is an important content approved by the 18th term People's Council of Nghe An province at the 13th session held on the afternoon of May 5 in Vinh city; as a basis for submission to the Prime Minister for consideration and approval in the coming time.

Comrades: Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation, Chairman of the Provincial People's Council; Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council; Nguyen Nhu Khoi - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Council co-chaired the meeting.

The plan sets a development goal by 2030 to build Nghe An into a well-off province in the country, with a fast and sustainable economic development, imbued with Nghe An's cultural identity; and to be the center of the North Central region in terms of trade, healthcare, education and training, science and technology, industry and high-tech agriculture.

The infrastructure system is synchronous, modern, highly resilient to natural disasters, harsh weather and effectively adapts to climate change; the material and spiritual life of the people is constantly improved; cultural, historical and traditional values, forest, sea and island ecosystems are preserved and promoted; national defense, security and sovereignty of sea and islands are firmly ensured.

In the specific economic field, Nghe An aims for an average growth rate of gross regional domestic product (GRDP) in the 2021-2030 period of about 10.5-11% per year. GRDP structure: Industry - construction accounts for 42-42.5%; service industry accounts for 39-39.5%; agriculture, forestry and fishery accounts for 13.5-14%; and product taxes minus product subsidies account for 4.5-5%.

Average GRDP per capita in 2030 will reach about 7,500 - 8,000 USD. The proportion of processing and manufacturing industry will reach over 24% of the province's GRDP. Labor productivity will increase by an average of 10 - 11%/year. State budget revenue in the area will increase by an average of about 12%/year. Mobilizing investment capital for social development in the period 2021 - 2030 will reach about 1,650 trillion VND.

Nghe An province's planning for the 2021-2030 period, with a vision to 2050, identifies key tasks to create development breakthroughs, including: Developing two growth engine areas, including: Vinh City expansion and Nghe An Southeast Economic Zone expansion.

Implementing 3 strategic breakthroughs: Completing synchronous institutions and policies; strongly improving the investment and business environment with outstanding competitiveness associated with promoting administrative reform; promoting decentralization and delegation of power to ensure unified management, promoting proactiveness, creativity and responsibility of all levels and sectors. Focusing on building and creating breakthroughs in the socio-economic infrastructure system in a synchronous and modern direction to meet development requirements; in which, prioritizing the development of strategic transport infrastructure. Comprehensively developing human resources, science, technology, innovation associated with promoting the cultural values ​​and people of Nghe An. Focusing on developing human resources, especially high-quality human resources.

Forming and developing 4 economic corridors, including: Coastal economic corridor linked to National Highway 1, the North-South Eastern Expressway, coastal roads, national railways and sea routes, Ho Chi Minh Road economic corridor, National Highway 7A economic corridor and National Highway 48A economic corridor; in which, developing the coastal economic corridor is the focus.

Developing five key areas including: Industrial development, focusing on processing and manufacturing industries; supporting industries; Developing trade and services, especially high-quality education, training and healthcare services; Developing tourism based on three main types including cultural and historical tourism, resort tourism, entertainment and sea sports, and eco-tourism and adventure tourism associated with the community; Developing high-tech agriculture; Developing the marine economy associated with ensuring national defense and security.

Focus on investing in 6 urban centers: Vinh urban expansion, Hoang Mai urban area (developed in association with Quynh Luu), Thai Hoa urban area (developed in association with Nghia Dan), Dien Chau urban area, Do Luong urban area, Con Cuong urban area.

The planning of Nghe An province also defines the vision to 2050 that Nghe An will be a province with rapid, sustainable, comprehensive, civilized, modern development and imbued with the cultural identity of Nghe An; balanced and harmonious development between regions and in the fields of economy, culture, society, environmental protection, adaptation to climate change and firmly ensuring national defense and security; an important driving force for development of the North Central region; the material and spiritual life of the people will reach a high level; cultural, historical and traditional values, forest, sea and island ecosystems will be preserved and promoted.

Implementing the Prime Minister's Decision approving the task of developing the Nghe An Provincial Planning, over the past nearly 3 years, the provincial agencies and units have actively and seriously invested a lot of time and effort to develop the draft Provincial Planning, which has been approved by the National Appraisal Council and commented on by the Provincial Party Executive Committee.

The approval of the Nghe An Provincial Planning for the 2021-2030 period, with a vision to 2050, by the Provincial People's Council is one of the final key steps to submit the Provincial Planning to the Prime Minister for approval, expected in May 2023.

Thereby, creating an important legal corridor in orienting and comprehensively managing socio-economic development activities and territorial space development in the province; is the basis for the province to realize the goals set out in the Resolution of the 19th Provincial Party Congress for the 2020-2025 term, striving to build Nghe An into a fairly developed province in the country by 2030; by 2050, it will be a province with rapid, sustainable, comprehensive, civilized, modern development and imbued with Nghe An's cultural identity.
