Responding to the petition of Hung Nguyen voters on upgrading the dike slope and the residential access road along Ta Lam dike

(Baonghean.vn) - Voters of Hung Linh commune, Hung Nguyen district proposed upgrading 03 dike slopes from hamlets in the flood area to dike 42 so that people and students can travel conveniently, because the current slope is large and seriously degraded, 04 fatal accidents have occurred.

In addition, voters of Long Xa commune, Hung Nguyen district also proposed upgrading the road and dredging the Ta Lam dike which is degraded, the road surface is low and bumpy, causing difficulties for people when participating in traffic.

Reply:

* Regarding the petition of Hung Linh voters:

To serve the rescue work and ensure traffic for people and students in the downstream area of ​​Ca River, in 2011, the Provincial People's Committee invested in the rescue road project in the flood-hit downstream area of ​​Ca River (phase 1), Nghe An province.

The project is implemented in Hung Linh and Long Xa communes, Hung Nguyen district and Thanh Chi and Thanh Khe communes, Thanh Chuong district, with the Department of Agriculture and Rural Development as the investor, with a total investment of 191.66 billion VND.

According to voters' feedback, the 3 ramps across the Lam left dike are connected to 3 routes in package 05 of the above project.

Package 05 was implemented from December 2013 and has completed the corresponding volume of 14,672/31,504 billion VND. Due to lack of funds, the project cannot continue construction.

Currently, the Department of Agriculture and Rural Development is carrying out procedures to stop the above project to have a plan to invest in unfinished items to promote the effectiveness of the project.

* Regarding Long Xa voters' petition:

The residential road and drainage ditch along the foot of the Lam left dike in Long Xa commune, Hung Nguyen district were built from 2005-2006 under the Lam riverside traffic project from Cua Hoi to Nam Dan. Currently, the road has been degraded in some locations: the road surface is low and rough, causing difficulties for people when participating in traffic; the drainage ditch is blocked, causing flooding... as reflected by voters.

To repair the damage, the People's Committee of Hung Nguyen district is requested to direct the People's Committee of Long Xa commune to coordinate with the traffic management agency to dredge drainage ditches and repair damage on the residential access roads. In addition, in the coming time, the Department of Agriculture and Rural Development will assign the Irrigation Sub-Department to consult on documents submitted to the Department of Dyke Management and Natural Disaster Prevention to consider and allocate funds to repair some access roads to ensure the daily life of people in the area.
