The Standing Committee of Nghe An Provincial Party Committee issued new regulations on cadre rotation.

(Baonghean.vn) - The Provincial Party Standing Committee has just issued Regulation No. 21-QD/TU on cadre rotation.

This is a document specifying Regulation No. 65-QD/TW, dated April 28, 2022 of the Politburo on the rotation of cadres, replacing the previous Regulation No. 09-QD/TU, dated September 20, 2021 on the rotation of cadres.

The new regulation consists of 3 chapters and 12 basic articles that inherit the relevant contents of Regulation No. 09-QD/TU, and at the same time amend and supplement them in accordance with Regulation No. 65-QD/TW.

The regulation clearly defines the purpose, requirements and principles in rotating cadres, including the addition of principles“No additional positions will be added to rotate staff. Special cases will be considered and decided by competent authorities.”According to Regulation No. 65-QD/TW. The subjects selected for rotation are cadres who have worked for two terms or more, have real moral qualities, capacity, professional qualifications, and have a plan for training, practice, and challenges through practice.

From there, create a source of cadres with sufficient standards, conditions and practical experience to take on leadership and management positions in the political system, preparing an important step for personnel work of Party Congresses at all levels for the 2025 - 2030 term.

The scope of rotation defined in the regulation is to send cadres from higher to lower levels, from lower to higher levels and between localities, agencies and units at the same level in the political system of the province.

Some new points of Regulation No. 65-QD/TW are specified in this Regulation:

The first,The concept of “Local person” is a person whose hometown is in that locality (except in the case where the hometown is in that locality but 3 generations were born, raised and live in another locality) or a person whose hometown is in another locality but 3 generations were born, raised and live in that locality.

Monday,Basically, the principle of arranging positions equivalent to the current position is implemented. If necessary, the competent authority shall consider and decide to arrange positions higher than the current position for cadres with outstanding qualities and abilities, capable of meeting the requirements of the expected assigned and arranged positions.

Minimum rotation period is 3 years(36 months), special cases are considered and decided by competent authorities.

The regulation also requires Party committees, Party organizations and collective leadership of agencies and units managing cadres to periodically review and evaluate transferred cadres annually or suddenly upon request.

Regarding the regime and policies for transferred cadres, the receiving agency shall implement the regime and policies, arrange accommodation, support travel and living expenses (if any) for the transferred cadres. In case the transferred cadre assumes a position with a regime and position allowance lower than the position held before the transfer, it shall be retained according to regulations.

Based on this Regulation, the Standing Committee of the Party Committee and the collective leadership at all levels shall specify the organization and implementation of the rotation of cadres according to the authority of decentralized cadre management to ensure compliance with regulations, in accordance with the requirements of tasks and practical situations of the locality, agency, and unit.

The Party Committee of the Provincial People's Committee shall direct relevant agencies to advise on the development and submission to competent authorities for promulgation of regulations on specific, timely and appropriate support policies and regimes for transferred cadres and localities and units where transferred cadres arrive.
