According to the People's Committee of Hung Nguyen district, the location where people are obstructing the North-South Expressway is the underpass at Km 453+206 in Hamlet 4, Hung Yen Nam commune. This situation is caused by the design: the underpass surface is 1.2 - 1.6m lower than the current residential road surface. This is the only route from the center of Hung Yen Nam commune to Hamlet 4 and Hamlet 5 of Hung Yen Bac commune, with densely populated residential areas, low-lying terrain and frequent flooding during the rainy season.
