Mass mobilization and propaganda work is especially a basic content of party and political work, which receives great attention, leadership and direction from the Central Military Commission, the Ministry of National Defense, and party committees and commanders of units.

Over the past 15 years, the Party Committee and Military Command of Nghe An province have thoroughly grasped and seriously and effectively implemented Directive No. 154-CT/ĐUQSTW, dated April 9, 2008 of the Standing Committee of the Central Military Party Committee; Directive 164-CT/TVĐU of the Standing Committee of the Military Region Party Committee on "Continuing to innovate and strengthen special propaganda work in the new period" to all cadres and soldiers of the provincial armed forces. Conducting education for all cadres, party members and the masses to clearly understand the position, role and importance of special propaganda work; grasping the tasks, viewpoints, mottos, principles, contents and methods of conducting special propaganda work in the new period, thereby contributing to raising the responsibility of Party committees, commanders and cadres, party members and the masses in special propaganda work.

Focus on directing the provincial armed forces to strengthen coordination and grasp the situation in key areas such as: border areas, mountainous areas, religious areas, and complicated areas; proactively follow the bases and activities of reactionary and hostile elements, synchronously deploy the contents and measures of agreements, decrees, border regulations, policies on national and religious solidarity and special propaganda in a timely and appropriate manner; coordinate to widely propagate the enemy's plots and sabotage tricks; advise and participate in resolving complicated cases in the locality, and prevent illegal proselytizing. Every year, the Provincial Party Committee and Military Command have integrated situations related to special propaganda into defense area exercises, drills, and Command-Staff exercises.

In addition, Nghe An province's armed forces actively participated in campaigns and emulation movements launched by the Central, the military and the locality with many new models and methods that brought practical results, spreading the image of "Uncle Ho's soldiers" among the people, typically the model "Love between Catholics and Catholics"; I love my Fatherland "Giving the national flag to fishermen at sea"; the movement "Save for yourself, save for the needy" in agencies and units with an amount of 1.7 billion VND to support and give gifts to 450 poor policy families, 74 poor students with good academic performance and 87 military families with especially difficult circumstances in kind (breeding cows, bicycles, rice... and cash), creating conditions for families to overcome and stabilize their lives.

Over 15 years of implementing Directive No. 154, the Party Committee, the Provincial Military Command and the Party Committees and commanders of agencies and units have focused on leading, directing and seriously and synchronously implementing the Party Committees, the Provincial Military Command and the Party Committees and commanders of agencies and units in the Provincial Armed Forces have deployed many policies and solutions on propaganda work with particularly good results. Contributing significantly to preventing and defeating the sabotage plots of hostile forces, maintaining political stability in the area. Strengthening national defense and security to firmly protect the independence, sovereignty and territorial integrity of the Fatherland. The Military Command of Nghe An province was awarded a Certificate of Merit by the General Department of Politics of the Vietnam People's Army for "Ethnic Minority Mobilization Unit"; 42 collectives and 154 individuals were awarded by the Ministry of National Defense. The Command of Military Region 4, Party committees, and authorities at all levels. Typical examples are the Political Department and armed forces of Nghi Loc, Ky Son, Que Phong, Yen Thanh, and Quynh Luu districts.

At the conference, delegates discussed and clarified a number of contents on special propaganda work in the new situation; proposed many measures to carry out special propaganda work with quality and effectiveness such as: Continuing to do well in leadership, direction and organization of special propaganda for cadres and armed forces in the province; improving efficiency, proactively coordinating with functional agencies, departments, branches, local unions, military units of the Ministry and Military Regions stationed in the area; Actively innovating the content and form of conducting military activities, proactively coordinating with forces to grasp the local situation, especially special propaganda of the provincial armed forces, focusing on improving the effectiveness of the advisory role of agencies in border areas, islands, ethnic minority and religious areas.
