(Baonghean.vn) - Nghe An Provincial People's Committee has just directed to remove obstacles and promote the implementation of Project 06 in the province to ensure efficiency and progress.

Pursuant to Official Dispatch No. 452/TTg-KSTT dated May 23, 2023 of the Prime Minister on removing "bottlenecks" in implementing Project 06. In order to remove obstacles and promote the implementation of Project 06 in Nghe An province to ensure efficiency and progress, the People's Committee of Nghe An province has the following instructions:

About online public services:

Assign the Directors of Departments, Heads of departments and branches under the Provincial People's Committee to continue to focus on reviewing, converting, and proposing to convert the process of implementing administrative procedures and public services for Administrative Procedures (TTHC) under their management authority from traditional methods to implementation in the electronic environment; continue to standardize and restructure business processes, develop electronic forms to advise the Chairman of the Provincial People's Committee to issue a decision on the list of TTHC eligible for deploying online public services in the whole province. Completion time is before July 20, 2023.

- Review, evaluate and inspect the status of public services managed by the sector and unit according to the 53 essential public services in Project 06 and Decision No. 422/QD-TTg dated April 4, 2022 of the Prime Minister. Coordinate with the Provincial Electronic Information Portal to evaluate all online public services provided on the Provincial Administrative Procedure Information System. From there, select practical public services with high frequency of use, closely related to the daily needs of people and businesses, with conditions to provide online public services throughout the province, and move towards providing administrative procedure applications (apps) for people and businesses to interact effectively with the government. Completion date before September 15, 2023.

Regarding data digitization and standardization:

- Assign Directors of Departments, Heads of provincial-level departments and branches; Chairmen of People's Committees of districts, cities and towns to focus resources on accelerating the digitization of records and results of administrative procedure settlement; strictly implement digital signature, sending and receiving documents and processing work records in the electronic environment at all levels of government. Digitize records and results of administrative procedure settlement to enrich the data warehouse, creating favorable conditions for people and businesses not to have to re-provide existing information. Continue to advise on the connection and interconnection between specialized databases and the Provincial Administrative Procedure Settlement Information System to ensure synchronization, substance and efficiency.

- Assign the Chief of Office of the Provincial People's Committee to preside over and coordinate the implementation of the review, assessment, and guidance for agencies and units in the process of implementing the above tasks. Direct the electronic information portal to urgently build an electronic data management warehouse for organizations and individuals, store and reuse electronic documents. Completion date is before September 15, 2023.

About information technology infrastructure:

The Department of Information and Communications shall preside over and coordinate with the Provincial People's Committee Office (Provincial Electronic Information Portal), the Provincial Police and relevant agencies and units to urgently review and evaluate the overall information technology infrastructure, information systems, databases, safety and information security of the province according to the Guiding Document No. 1552/BTTTT dated April 26, 2022 of the Ministry of Information and Communications. Ensure information technology infrastructure solutions to serve the implementation of Project 06 and digital transformation.

Regarding the requirements for using information technology:

The Department of Home Affairs shall preside over and coordinate with the Department of Information and Communications to review specific training needs on information technology skills and professional skills of cadres, civil servants, public employees and workers. From there, develop a training, coaching and fostering plan to improve professional skills in line with digital transformation requirements to ensure quality and efficiency. Completion date is before June 15, 2023.

Provincial Police (Standing agency of Project 06 provinces):

- Preside and coordinate with relevant agencies and units to continue to promote the authentication, integration, and display of personal information and documents on the VnelD application, gradually replacing the provision of personal documents in performing transactions and administrative procedures.

- Continue to direct and strengthen the effective and practical propaganda of Project 06; promote the construction, updating, connection and interconnection of digital platforms, National Databases, and Specialized Databases in a synchronous, substantive and effective manner. Monitor and urge agencies, units and localities to deploy the tasks of Project 06 in the province, ensuring progress according to the requirements of ministries and branches.

- Preside and coordinate with the Provincial People's Committee Office to synthesize the problems that need to be resolved; on that basis, guide agencies, units and localities in implementing Project 06. In case of exceeding authority, consult the Provincial Project 06 Working Group for consideration and decision.
