(Baonghean.vn) - Nghe An Provincial People's Committee has just issued Official Dispatch No. 10/CD-CT.UBND dated May 30 on strengthening urgent measures to prevent and fight forest fires in the province.

Accordingly, to proactively take measures to control and prevent forest fires, the Provincial People's Committee requests:

Chairman of People's Committee of districts, towns and cities:

Seriously implement state management responsibilities on workforest fire prevention and fighting, strengthen inspection and supervision of forest fire prevention and fighting, identify this as a key task, absolutely must not be subjective, negligent, or lose vigilance.

Direct the inspection and review of forces, means, materials, and develop forest fire prevention and fighting plans to ensure they are suitable for practice and capable of responding to forest fire situations; proactively arrange local reserve funds and other legal sources of capital to ensure good implementation of forest fire prevention and fighting.

Organize on-duty shifts and assign staff to be on duty 24/7 during the dry season and on weekends.hot; arrange checkpoints, patrol and guard in key areas prone to forest fires, strictly control people entering and exiting forest areas with high risk of fire, especially key forests such as: Ba Hoang Thi Loan tomb area, King Mai Hac De tomb area, Quyet mountain forest park area, Cuong temple area... promptly detect fire spots, mobilize forces to participate in controlling and extinguishing forest fires in the shortest time, not allowing large fires to occur; strictly implement the reporting regime, ensuring completeness, accuracy and timeliness.

When a forest fire occurs, local leaders must be present at the scene to directly direct, mobilize forces, vehicles, logistics and command fire fighting. For forests near residential areas and warehouses, when a fire occurs, there must be a ready plan, proactively evacuating people from dangerous areas when necessary, ensuring the safety of people's lives and property.

Strengthen propaganda and education to raise awareness and responsibility in forest fire prevention and fighting; inspect, urge and guide people to control the use of fire in and near forests; strictly prohibit and suspend all slash-and-burn activities, vegetation treatment, and other activities that generate fire sources and heat sources that can cause forest fires on days when the risk of forest fires is forecast at level 4 and level 5.

Monitor information on forecasts and warnings of heat waves, forest fire risks and early detection of forest fires; inform and report immediately when there is a forest fire to the Forest Protection Department at the following phone number:02383842710; ensure to provide complete, accurate and timely information to coordinate direction and mobilize forest fire fighting forces when necessary.

Direct the investigation into the cause and perpetrators of forest fires to strictly handle them according to the provisions of law and handle the management responsibility of the head when forest fires occur and do not respond promptly, causing great damage.

Localities where forest fires have occurred should urgently organize experience sharing to overcome shortcomings and inadequacies in the implementation of local forest fire fighting plans, especially in mobilizing forces, means, logistics and fire fighting command to proactively cope with the upcoming hot weather.

Department of Agriculture and Rural Development:

Preside over and coordinate with relevant departments, branches, localities and units to strengthen forest fire prevention and fighting. Direct the review and immediate correction of shortcomings in the implementation of forest fire prevention and fighting plans of localities and forest owners to suit the current hot weather situation.

Direct the work of forecasting and warning of forest fires to local authorities, forest owners and people to raise vigilance and proactively deploy appropriate measures to prevent and fight forest fires.

When a forest fire occurs, direct the Forest Ranger force to advise local authorities at all levels to mobilize forces, means, and tools, and at the same time guide forces and people to participate in forest fire fighting. Coordinate with relevant agencies to promptly investigate, clearly identify the cause and the cause of the fire, and strictly handle violators and the management responsibility of the head when a forest fire occurs.

Provincial Police:

Direct the Fire Prevention, Fire Fighting and Rescue Police Department and its affiliated units to prepare plans for forces, vehicles and tools to participate in forest fire fighting, and be ready to coordinate and respond to forest fire emergencies when requested.

Directing professional departments and local police to coordinate with local authorities and relevant agencies and units to effectively conduct scene examination, investigation, evidence collection, and search for the perpetrators of forest fires, in order to strictly handle violators.

Provincial Military Command:

Report to the Military Region 4 Command to facilitate the mobilization of forces, means, and logistics of units of Military Region 4 stationed in districts, cities, and towns to prepare plans for forces, means, and materials for forest fire fighting, and be ready to respond to emergency situations related to forest fires when requested by the locality.

Provincial Border Guard Command:

Direct subordinate Border Guard Stations stationed in districts, cities and towns to prepare forces and means to fight forest fires, coordinate with local authorities to be ready to respond to forest fire emergencies when requested.

Department of Finance:

Preside over and coordinate with relevant departments and branches to balance the provincial budget to advise the Provincial People's Committee to arrange and support units and localities to purchase additional equipment, means and materials for forest fire fighting in 2023.

Provincial Radio and Television Station, Nghe An Newspaper, Provincial Electronic Information Portal:

Strengthen propaganda on forest fire prevention and fighting; promptly provide information on forest fire warnings and forecasts and orient information on forest fires promptly and accurately.

Requesting directors of departments, heads of provincial-level departments and branches, members of the Steering Committee for the provincial sustainable forestry development program, and chairmen of district, city and town People's Committees to seriously implement the contents of the telegram and be responsible to the Chairman of the Provincial People's Committee./.
