Hung Nguyen District People's Committee removes 'bottleneck' of North-South expressway project passing through Hung Dao commune

On May 17, 2023, Phuc Thanh Hung Investment Joint Stock Company (Project Enterprise of the North-South Expressway Construction Investment Component Project, Dien Chau - Bai Vot section) sent a document requesting to resolve some problems regarding the site clearance of the Dien Chau - Bai Vot section to the People's Committee of Nghe An province, the People's Committee of Hung Nguyen district and Project Management Board 6 (Ministry of Transport). Among the problems raised by Phuc Thanh Hung Investment Joint Stock Company, there is a problem of 480m²Sandbank land, Mr. Hoang's factory, route Km463+416,175 in hamlet 6, Hung Dao commune.

This content was later clarified by the People's Committee of Hung Nguyen district in the Report "Clarifying some difficulties in the site clearance work of the North-South Expressway Construction Project, Dien Chau - Bai Vot section through Hung Nguyen district" sent to the Provincial People's Committee; Department of Transport; Project Management Board 6 and Phuc Thanh Hung Investment Joint Stock Company.

Specifically: "Regarding the 480m problem²Sandbank land, Mr. Hoang's factory at Km463+416,175, hamlet 6, Hung Dao commune, the affected area on the extract, measured according to the site clearance milestone handed over by the investor is 286m2²belong to phase 2 of the project (not 480m)²as reported by the enterprise). Regarding this content, the District Land Clearance Council said that due to the area discrepancy during the process of extracting and measuring, it had to be adjusted, and a dossier had been prepared to strive to complete before May 31, 2023. The People's Committee of Hung Nguyen District also affirmed: "The area mentioned by the enterprise does not affect phase 1 of the project; at this location, the enterprise has not yet started construction".

Late in the afternoon of May 31, 2023, Nghe An Newspaper reporters contacted a representative of Hung Nguyen District People's Committee to ask about the handling of the above content and were informed: "The problem at Km463+416,175, Hamlet 6, Hung Dao Commune has been completely and timely handled by Hung Nguyen District People's Committee as reported to the Provincial People's Committee".

The specifics of the problem handling are stated in the Commitment on receiving compensation, support and handing over the site to implement the Project of constructing some expressway sections on the North - South Eastern route in the 2017 - 2020 period, Dien Chau - Bai Vot section, in Hung Dao commune, Hung Nguyen district, Nghe An province.

Accordingly, Mr. Tran Khac Tam - representative of Minh Tam Private Enterprise (residing in Block 9, Hung Nguyen Town) is the owner of land plot No. 2134, with the land area recovered to implement the Project of constructing a number of expressway sections on the North - South East route in the period of 2017 - 2020, the Dien Chau - Bai Vot section is 286m²On May 31, 2023, Mr. Tran Khac Tam received a total compensation and support amount of VND 248,005,322; and at the same time committed to:“After receiving compensation, support, and site clearance, our company commits to handing over the site to the State to implement the project. If we do not fulfill the above commitments, our company will take full responsibility before the law.”

The representative of Hung Nguyen District People's Committee said: "Together with Project Management Board 6 (Ministry of Transport), at 3:15 p.m. on May 31, Hung Nguyen District People's Committee handed over the site of Km463+416,175, at Hamlet 6, Hung Dao Commune to Phuc Thanh Hung project enterprise and the construction unit, completely handling this problem...".
