Previously, through the work of grasping the situation, the Criminal Police Department (Nghe An Police) identified a group of subjects with signs of suspicious criminal activities: Forging seals and documents of agencies and organizations. The subjects took advantage of the fact that many companies and units did not verify and carefully check the certificates and professional qualifications of the recruited people when receiving applications, to form a group to forge all kinds of diplomas, certificates, and documents of many agencies and organizations when people "ordered".

Especially recently, due to the strict management of automobile inspection activities nationwide, these subjects have made fake car inspection stamps and books. The activities of these subjects have caused outrage among the masses, affecting the reputation of agencies, organizations and security and order in the area.

Determining the seriousness of the incident, the Criminal Police Department (Provincial Police) has established a special project to concentrate forces to fight.

After a period of persistent investigation and collection of documents and evidence, on May 26, 2023, the Criminal Police Department of the Provincial Police Department solved the case and simultaneously arrested the above 3 subjects for the act of forging seals and documents of agencies and organizations. Notably, Minh, Hoa and Linh all have many criminal records.

Initially, the police determined that in order to counterfeit seals and documents of agencies and organizations, Thai Thanh Minh bought a computer and a color printer, then downloaded documents, diplomas, and seals of agencies and organizations and used graphic design software to edit and print in color according to the requirements of the person who ordered the counterfeiting.

To avoid detection, Thai Thanh Minh did not directly accept to forge seals and documents from those in need, but went through intermediaries - the "henchmen" (Ho Van Hoa, Nguyen Hong Linh); all contact and transactions with Minh were done via social networks Zalo, Facebook... with the contact person's information anonymized.
