Regarding the Draft Decision on promulgating the Project on innovation and improvement of the quality of development and promulgation of legal documents in Nghe An province, this is an important content. Because although the work of development, promulgation, inspection, review, systematization, and monitoring of the implementation of legal documents in the province has been in order and achieved many important results, the quality and effectiveness of the documents still have some limitations. There are still cases of legal documents being issued by the wrong authority, incorrect in content, format, and presentation techniques; copying the content of documents from higher levels. There are still overlapping and conflicting regulations; feasibility and timeliness are not yet guaranteed...

Some opinions say that, in addition to the form of expression and format of documents, it is necessary to limit the duplication of funding; clarify the role, responsibility, and solutions in improving the quality of drafting legal documents; and the arrangement of staff to perform this task needs to be considered.

Regarding the Draft Action Program to implement Resolution No. 27-NQ/TW dated November 9, 2022 of the 13th Party Central Committee on continuing to build and perfect the Socialist Rule of Law State of Vietnam in the new period, a representative of the Department of Justice - the agency responsible for drafting said that the action program emphasizes tasks and solutions. In particular, promoting propaganda, dissemination, and education to raise awareness among cadres, party members, civil servants, public employees and people of all walks of life about the Constitution and laws, about the characteristics of the Socialist Rule of Law State of Vietnam and the requirements and tasks of continuing to build and perfect the Socialist Rule of Law State of Vietnam in the new period.

Strengthening supervision activities, expanding the people's direct mastery, promoting the role of the People's Council, the Fatherland Front, socio-political organizations and mass media in supervising judicial activities. Closely and effectively combining the mechanisms for inspection, supervision and control of the state power of the Party, the State and the People; fully implementing the principles of democratic centralism, accountability, publicity and transparency in each state agency...

Commenting on this Draft, some opinions said that the content of funding and human resources should not be included in the Action Program. It is necessary to emphasize the role of the Party, a number of agencies and branches, especially the Inspection Committee, the Internal Affairs Committee, the Provincial Party Committee's Propaganda Department...

Concluding the meeting, comrade Le Hong Vinh highly appreciated the role and responsibility of the agency issuing the draft Resolution. The development of Resolutions is extremely important, closely following the functions and tasks of state administrative agencies. However, the issuance of Resolutions needs to be carefully considered, avoiding the situation where they have to be revised right after issuance, or "put in the cupboard" after issuance...

The Standing Vice Chairman of the Provincial People's Committee also emphasized that in the development of Projects and Resolutions, it is necessary to include strong enough solutions to improve the effectiveness of promulgating legal documents, such as inspecting and checking the quality of promulgating documents.

Regarding the Action Program to implement Resolution No. 27-NQ/TW, Comrade Le Hong Vinh also requested the Department of Justice to accept the comments and contributions of representatives of departments, branches, sectors and localities. At the same time, it is necessary to clearly define the role and position of this task as being consistent and covering all tasks, for the goal of building and perfecting the Socialist Republic of Vietnam.

After this working session, the Department of Justice will also be responsible for completing the Draft Resolutions and Action Programs to soon submit to the Provincial People's Council for consideration and comments, in order to soon put them into implementation./.
