Will support the cost of sea trips for fishing vessels exploiting offshore fisheries in the period 2023 - 2025
(Baonghean.vn) - This is one of the contents of the Draft Resolution on a number of policies to support fishing vessels exploiting aquatic resources in the offshore areas of Nghe An province, which was agreed upon by the Economic and Budget Committee of the Provincial People's Council on the afternoon of June 23. This draft resolution will be submitted to the 14th session of the 18th Provincial People's Council.
Attending the meeting were comrades: Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council; Nguyen Nhu Khoi - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Council.

At the meeting, the Economic and Budget Committee gave opinions and unanimously approved the Draft Resolution on a number of policies to support fishing vessels exploiting offshore aquatic resources in Nghe An province.
Delegates said that the development and promulgation of a Resolution on a number of support policies for fishing vessels exploiting aquatic resources in offshore areas aims to help fishermen reduce difficulties in the current conditions of high costs of sea trips, ensuring social security, while encouraging fishermen to confidently go offshore, increasing the presence of Vietnamese fishing vessels in the seas, and affirming the sovereignty of the Fatherland's seas and islands.

According to the draft Resolution, it will support the cost of offshore fishing trips for fishing vessels in the period of 2023-2025, with an estimated support budget of 7.73 billion VND per year. Support the cost of purchasing a voyage monitoring set to replace the Movivar device (support 50% of the value of a device but not exceeding 8,750,000 VND. The support period is from the effective date of the Resolution to December 32, 2023; one-time support, estimated support budget of about 2.87 billion VND.

Support service subscription fees for journey monitoring equipment installed on fishing vessels with a maximum length of 15m or more (support monthly subscription fees but not exceeding 250 thousand VND/vessel/month). Support period from 2023-2025, each year is expected to support about 3.42 billion VND.

Also at this afternoon's meeting, the Economic and Budget Committee unanimously approved the draft Resolution regulating support policies for forest owners to carry out forest management and protection in Nghe An province; the draft Resolution on the policy of converting forest use purposes to other purposes to carry out works and projects in Nghe An province and the draft Resolution on adjusting the forest protection and development planning of Nghe An province.

Unanimously approved the draft Resolution approving the list of works and projects requiring land recovery as prescribed in Clause 3, Article 62 of the Land Law in Nghe An province; Draft Resolution on changing the purpose of using rice-growing land, protective forest land, and special-use forest land as prescribed in Clause 1, Article 58 of the Land Law to implement works and investment projects in Nghe An province.
The Draft Resolution stipulates a number of specific mechanisms and policies to support Yen Thanh district in implementing the Project "Developing high-tech agriculture associated with processing and consumption in Yen Thanh district by 2025, with a vision to 2030" and the Project "Building Yen Thanh district to meet advanced New Rural standards by 2025 and a vision to build a model New Rural district by 2030".
Draft Resolution on policies to support international and domestic maritime transport; support businesses transporting goods by container through Cua Lo port, Nghe An province.

At the meeting, the Economic and Budget Committee of the Provincial People's Council also unanimously approved the content of the report of the Provincial People's Committee on the practice of thrift and anti-waste in the first 6 months of 2023; tasks for the last 6 months of 2023. Report of the Provincial People's Committee on the implementation of the budget revenue and expenditure estimates in the first 6 months of the year; tasks and solutions for the last 6 months of 2023.
Through the review, the Economic and Budget Committee requested the drafting agencies to absorb the comments of the meeting participants to supplement and complete the content, and submit it to the upcoming Provincial People's Council meeting.
