In Dien Chau district, the district People's Committee has directed departments, branches, and communes to focus on promoting legal dissemination and education (LEP) through social networks and has achieved many positive results. In particular, the Fanpage "Dien Chau Justice" established by the Department of Justice (Standing Body of the District LEP Council) since November 2019 has attracted 21,724 followers.
Each article posted on Fanpage is carefully invested in from selecting, compiling content, images, topics to the way of expression, so it attracts the attention and following of viewers.

Ms. Hoang Thi Xuyen - Head of the Justice Department of Dien Chau district said: Each article after being posted is monitored and evaluated for its level of interaction and access to information to gain experience in editing. Instead of just focusing on posting news articles to propagate and disseminate legal regulations and cases of law violations for education and deterrence, the Fanpage has also changed its approach, focusing on promoting good people and good deeds in law enforcement as well as issues that people are interested in at the grassroots level in a way that is close, vivid, easy to understand and grasp, thereby attracting the attention, following and positive interaction of a large number of Facebook users.

“In 2023, the Department of Justice of Dien Chau district organized 3 mini-game contests on the Fanpage “Dien Chau Justice” with 1-2 short questions, with prizes for those who answered correctly, attracting a large number of officials and people to participate. Since 2022, the department has also proposed to be granted an account to directly manage the “Legal Dissemination” and “Information Access” columns on the district’s electronic information portal. The columns regularly post news and articles for the purpose of legal dissemination, especially legal information directly related to citizens’ rights and obligations, prominent issues of public interest,” said Ms. Hoang Thi Xuyen.
In addition, currently, the entire Dien Chau district has 223 Fanpage pages on the social network Facebook established by departments, agencies, branches, and organizations at the district and commune levels (36 pages at the district level, 187 pages at the commune level), many pages operate very actively and effectively. All departments, agencies, agencies, units, communes, and towns in the district use Zalo groups to exchange information, provide legal advice, and direct and disseminate the implementation of new legal documents, thereby ensuring that information is deployed promptly, conveniently, saving time and costs for printing documents.
As for the mountainous district of Quy Hop, the application of information technology in legal dissemination and education in the area has also brought about many practical results. In particular, the Council for coordinating the dissemination and education of law has advised the District People's Committee to sign a contract to exploit the Electronic Law Library, with a capacity of 30 online accounts and provide it to all officials and civil servants from the district to the commune level for exploitation and use.
With the outstanding features of the Law Library, especially the recognition of the validity of documents; the links to guiding documents, related documents... have contributed significantly to improving the effectiveness of disseminating and educating the law for officials and civil servants at district and commune levels in the area.

Along with that, the Quy Hop District Justice Department has established the Fanpage "Quy Hop Justice" to disseminate and educate the law and bring about positive results. The popularized content is distilled from two sources, one is the actual problems arising in the area that people have recommendations, proposals, questions... that need legal bases to resolve such as land disputes, administrative procedures, civil, mineral, environmental, traffic; The second source is to exploit new documents, new information... on the Electronic Law Library. To spread information, the Quy Hop District Justice Department also established satellite Facebook pages, after the content is posted on the Quy Hop Justice page, these Facebook pages are used to share and expand information.
“Although this is not a new way of doing things, if we only post content on the main Fanpage and leave it there, the number of people who will be reached will not be much. However, after posting content on the “Quy Hop Justice” page, many Facebook groups will share it, so it can reach a very large number of people. In particular, there are topics that can reach nearly 40,000 people,” said Mr. Vy Hoang Ha - Head of the Justice Department of Quy Hop district.
Implementing Conclusion No. 80-KL/TW of the Secretariat on "innovating and diversifying forms and methods of disseminating and educating the law, ensuring that it is suitable to the needs of society and target groups. Promoting the application of information technology, digital technology, and social networks in disseminating and educating the law". Disseminating the law through social networks (Zalo, Facebook) has been effectively exploited by a number of sectors and localities. For example, the Nghe An Department of Justice has invested in upgrading the Department's Electronic Information Portal to serve the promotion of digital transformation in disseminating and educating the law.
Accordingly, a separate section on PBGDPL is arranged in the middle of the interface with a variety of content (on average, more than 1,000 news, articles, documents, and papers are posted each year) closely following the political tasks of the province, the industry, and the people's need to learn about the law.

In addition, currently, provincial departments and branches, district and commune People's Committees have also built portals and electronic information pages, including a section on legal dissemination and propaganda with a variety of contents, focusing on innovating the form of providing, posting information, and looking up laws in the form of questions and answers, situations, legal advice, legal aid, and remote legal answers...
Nghe An is also one of the localities that actively participates in online competitions organized by the Central Government and achieves high results. For example, in the online competition on school law, Nghe An is one of the 5 provinces with the largest number of participants. Or in the online competition on election law, a civil servant in Nghia Hieu commune (Nghia Dan) won the only first prize in the national final round, the Nghe An Department of Justice was also honored to receive a Certificate of Merit from the Minister of Justice at the closing ceremony of this competition.
Focus on investing in information technology infrastructure
It can be said that the application of information technology in propaganda, dissemination and legal education in the province has initially contributed to improving the effectiveness of propaganda, dissemination and legal education, but there are still certain limitations.
According to Mr. Vy Hoang Ha - Head of the Justice Department of Quy Hop district, currently some cadres and party members are still hesitant and do not dare to like and share popular topics and legal education on the internet. Therefore, "I hope that cadres and party members must get involved and truly master the use of social networks to popularize and educate the law by sharing and liking topics to create a spread and create trust for the subjects to access" - Mr. Ha expressed.

Mr. Le Ba Thieu - Head of the Department of Legal Dissemination and Education (Nghe An Department of Justice) said: Currently, the platform for digitalizing legal dissemination and education work still has many shortcomings, the IT infrastructure of many localities is still limited and has not been properly invested; the Internet network in some remote areas is also unstable... On the other hand, the digital technology application skills of a number of cadres and civil servants working in legal dissemination and education at the grassroots level are still limited.

Therefore, to effectively transform digitally in legal dissemination and education, sectors and localities need to continue to promote the implementation of the national digital transformation program, especially completing the goal of universalizing 4G/5G mobile network services and smart mobile phones. In addition, there should be appropriate legal dissemination and education platforms for each subject, especially specific subjects such as people in ethnic minority, border, coastal, and island areas, etc.; focus on developing legal consulting, legal aid, and remote legal answers platforms; build a set of legal situation questions and answers that meet the needs of people, businesses, and state agencies.
Pay attention to training, fostering, and improving digital technology application skills for the team working on legal dissemination and propaganda, especially at the commune level; promote propaganda, guidance, and form the habit of seeking legal information through digital platforms provided by State agencies among the people.
