List of localities that are slow in recruiting contract preschool teachers into the payroll

(Baonghean.vn) - Not only is there a delay in recruiting preschool teachers with contracts of type 06 and 09, but many districts are also slow in recruiting for other types of contracts, even though the plan has been approved by the Provincial People's Committee.

On July 5, some districts in Nghe An began to actively post recruitment notices for civil servants in the education sector. After the announcement, they will have to wait another 30 days for the deadline for submitting documents, after which the district will begin recruiting. Meanwhile, according to regulations, recruitment for preschool teachers under contract types 06 and 09 must be completed before January 30, 2023.

According to the reporter's investigation, not only is there a delay in recruiting nearly 1,000 preschool teachers with contracts of type 06 and 09, recruitment for other contracts in the education sector is also quite slow. Accordingly, the People's Committee of Nghe An province has approved the Department of Education and Training and the People's Committees of districts, cities and towns to recruit 3,013 people. (Including from preschool to high school). However, up to now, units and localities have only recruited 812 people.

Specifically, the Provincial People's Committee approved the recruitment of 16 people for high schools managed by the Department of Education and Training, and all schools have completed their recruitment so far. For district-level education, the Provincial People's Committee approved a plan to recruit 2,997 people, but so far only 796 people have been recruited. Of the more than 2,000 unfilled positions, nearly 1,000 people are still waiting for their 06 and 09 contract preschool teachers.

Among the localities that are lagging behind, we can mention Yen Thanh district. This district has been approved by the Provincial People's Committee to recruit 392 people, but so far has not recruited a single person into the payroll. (Including 238 preschool teachers with contracts of type 06 and 09). This is also one of the districts with the largest number of contract teachers, many of whom have been teaching under contract for more than 20 years. Next is Quynh Luu district, which was approved by the Provincial People's Committee to recruit 435 people, but so far has only recruited 86 people, with 318 people still unfilled. Nghi Loc district was approved to recruit 186 people but has only recruited 30 people.

Vinh City was approved by the Provincial People's Committee to recruit 214 people, but so far no one has been recruited; Ky Son mountainous district was approved to recruit 123 people but has not recruited anyone yet.

Similarly, Do Luong district (approved for 176 people), Anh Son district (107 people), Thanh Chuong district (101 people), Quy Hop district (73 people), Que Phong (54 people), Hung Nguyen (86 people), Hoang Mai town (76 people), Tuong Duong (4 people), but have not recruited any people into the payroll.

On July 4, the Party Committee of the Nghe An Provincial People's Committee reported to the Provincial Party Committee's Organizing Committee on a number of contents in the work of organizing the apparatus and staffing. In particular, the Party Committee of the Provincial People's Committee determined that the reason for not recruiting in the number of additional teachers was due to the slow development of teacher recruitment plans of some Departments of Education and Training and the Department of Home Affairs under the District People's Committees; The time for giving opinions on teacher recruitment plans of some Steering Committees for managing the apparatus and staffing at the district level was long... Currently, the Party Committee of the Provincial People's Committee has issued an official dispatch assigning the Provincial People's Committee to direct the Department of Home Affairs to coordinate with the Department of Education and Training to advise the Provincial People's Committee to issue a document directing the District People's Committees to complete the recruitment of teachers before August 30, 2023 to prepare teachers for the new school year.

Responsibility belongs to the District People's Committee

After the Standing Committee of Nghe An Provincial Party Committee issued Notice No. 671-TB/TU and the Provincial People's Council issued Resolution No. 44/ND-2022-2023, on October 25, 2022, the People's Committee of Nghe An province issued a Decision on assigning additional teacher positions for the 2022-2023 school year to the Department of Education and Training and the People's Committees of districts, cities and towns. The Provincial People's Committee also directed the Department of Education and Training to coordinate with the Department of Home Affairs and relevant agencies to guide the recruitment of civil servants in the education sector.

By November 1, 2022, the Department of Education and Training hasDocument on guidelines for recruitment of civil servants in the education sectorsent to the People's Committees of districts, cities and towns. The document also clearly stated that the content of the implementation instructions has been agreed upon in writing by the Department of Education and Training with the Department of Home Affairs.

According to the instructions, districts need to recruit preschool teachers who have signed labor contracts according to the provisions of Decree No. 06/2018/ND-CP dated January 5, 2018 of the Government and Joint Circular No. 09/2013/TTLT-BGD DT-BTC-BNV (abbreviated as contracts of type 06 and 09) who are teaching at public preschools in the district, city, or town. During the recruitment process for this subject, if the teacher has the qualifications that meet the standards according to the 2019 Education Law, and is assessed to have completed the task or higher during the working process, based on the targets assigned by the Provincial People's Committee, the District People's Committee will develop a recruitment plan, send it to the Department of Home Affairs for appraisal and submit it to the Provincial People's Committee for approval. Organize the recruitment of all the above teachers, the completion time is before January 30, 2023.

If teachers have qualifications that meet the training standards under the 2005 Education Law but have not met the training standards under the 2019 Education Law, recruitment will be carried out in two directions: Those who have signed labor contracts and paid compulsory social insurance before December 31, 2015 will be recruited on a special basis according to Official Dispatch No. 5378/BNV-CCVC dated November 15, 2019 of the Ministry of Home Affairs on special recruitment for contract teachers and Official Dispatch No. 336/BGD DT - NGCBQLGD dated January 27, 2022 of the Ministry of Education and Training on some contents related to training qualifications and pedagogical certificates. After recruitment, teachers must commit (or be arranged) to be trained according to the roadmap to improve their qualifications to meet the prescribed standards. Recruitment must be completed before January 30, 2023.

However, so far, only 9 district-level localities have completed the recruitment of preschool teachers with contracts of type 06 and 09. The remaining 12 localities have not yet completed the recruitment, leaving nearly 1,000 preschool teachers with contracts of this type still waiting.

According to the reporter's investigation, some localities do not even know the deadline for completing the recruitment as stated in the guidance document. "According to regulations, recruitment only needs to be completed before the end of September. The Department of Education and Training has an official dispatch with a deadline of January 30, 2023, but that is only the Department's wish. The Department of Education and Training only manages professional matters and has no authority in this matter," said Mr. Nguyen Duc Vinh - Head of the Department of Internal Affairs of Anh Son district.

Anh Son is a district that has had its recruitment plan approved by the provincial People's Committee to 107 people, but has not yet recruited anyone. Of these, 78 preschool teachers with contracts of type 06 and 09 are still waiting to be hired. According to Mr. Vinh, by July 17, the 1-month deadline for collecting applications will expire before recruitment begins.

Meanwhile, Mr. Nguyen Thang Long - Head of the Department of Organization and Personnel - Non-governmental Organizations (Nghe An Department of Home Affairs) said that the regulation requires districts to complete the recruitment of contract preschool teachers of types 06 and 09 before January 30, 2023, not until the end of September as the leader of the Anh Son Department of Home Affairs understood. "That means not understanding the guidance document. The guidance document was issued by the Department of Education and Training, but the document clearly stated that there was a written agreement with the Department of Home Affairs. The reason we set such a deadline is to urge districts to start recruiting soon," said Mr. Long.

According to Mr. Long, the responsibility for the delay lies with the district-level People's Committee, specifically the Department of Home Affairs and the Department of Education and Training. "According to the process, after receiving the guidance document, these departments will be responsible for reviewing, developing a plan and asking for opinions from the Steering Committee for the management of the apparatus and payroll at the district level. Then send it to the Department of Home Affairs for appraisal and then submit it to the Provincial People's Committee for approval. Once approved by the Provincial People's Committee, the recruitment announcement will begin. All of these steps, if taken into account, will only take about 2 months for the recruitment to be completed. Among the steps, the recruitment announcement step is time-consuming, because we have to wait 30 days according to regulations to collect documents," Mr. Nguyen Thang Long added.

According to statistics from the Department of Education and Training, up to now, only 9 localities have completed the recruitment of preschool teachers with contracts of type 06 and 09. There are 12 localities that have not completed the recruitment, leaving nearly 1,000 teachers of this type still waiting. Specifically, Yen Thanh district has 238 teachers, Quynh Luu district has 168 teachers, Do Luong district has 121 teachers, Vinh city has 112 teachers, Thanh Chuong district has 85 teachers, Anh Son district has 78 teachers, Tan Ky district has 63 teachers, Hung Nguyen district has 50 teachers, Ky Son district has 20 teachers, Nghi Loc district has 19 teachers, Thai Hoa town has 2 outstanding cases and Tuong Duong district has only 1 preschool teacher with contract of type 06 or 09.
