On the afternoon of July 5, in the 14th Session of the 18th Provincial People's Council, the Provincial People's Council delegates in the constituencies of Nam Dan, Nghi Loc, Dien Chau, and Quynh Luu conducted group discussions. RECOMMENDATION TO ATTENTION TO DEPLOYING PROJECTS ON SCHEDULE

Tuy nhiên, tốc độ phát triển kinh tế còn chậm; thu ngân sách nhà nước còn thấp, nhiều dự án đầu tư không hiệu quả, chậm triển khai, gây lãng phí tài nguyên, nguồn lực của tỉnh. Các chỉ số cải cách hành chính, năng lực cạnh tranh có tăng nhưng chưa đáp ứng sự hài lòng của người dân, doanh nghiệp. Một số lĩnh vực còn thủ tục rườm rà, cần coi trọng đạo đức công vụ, sự liêm chính của bộ máy giúp việc.
Nhấn mạnh Nghi Lộc là địa bàn trọng điểm công nghiệp của tỉnh, đại biểu Nguyễn Công Văn (đơn vị Nghi Lộc) đề nghị UBND tỉnh, Ban quản lý Khu kinh tế Đông Nam sớm triển khai dự án kênh tiêu thoát nước trong Khu công nghiệp WHA và dự án mương thoát nước đường N5, vì chỉ cần mưa một buổi thì 1/3 huyện Nghi Lộc chìm trong nước.
Mặt khác, UBND tỉnh cần có giải pháp hiệu quả trước mắt và căn cơ lâu dài giải quyết những tồn tại ở Khu liên hợp xử lý chất thải rắn Nghi Yên, vì hiện nay rác đã quá tải, gây bức tử môi trường cho kênh Nhà Lê. Bên cạnh đó, xóm Tiên Đồng, xã Nghi Xuân hiện không có đường ngang qua đường 72m nối Vinh - Cửa Lò, buộc người dân phải đi vòng, thậm chí đi một chiều nên rất dễ xảy ra tai nạn.
Thảo luận tại tổ, đại biểu Hồ Sỹ Nguyệt (đơn vị Quỳnh Lưu) đề nghị UBND tỉnh xem xét bố trí hỗ trợ kinh phí xây dựng hạ tầng phát triển làng nghề theo Nghị quyết số 06 năm 2019 của HĐND tỉnh. Huyện Quỳnh Lưu có 9 làng nghề đã lập hồ sơ nhưng đến nay chưa được hỗ trợ.
Đại biểu Nguyệt cũng đề nghị tỉnh cần có văn bản hướng dẫn thống nhất, đồng bộ việc sáp nhập đơn vị hành chính không đủ tiêu chí diện tích, dân số. Nhiều xã trong diện sáp nhập băn khoăn việc xây dựng các trụ sở làm việc có được thực hiện trong giai đoạn hiện nay không ? Mặt khác, tỉnh cần có chính sách thu hút ưu đãi mời gọi đầu tư các dự án xử lý rác thải, nhà máy nước sạch.
Đại biểu Nguyễn Hồng Sơn (đơn vị huyện Nam Đàn) cho rằng, công tác giải phóng mặt bằng các dự án đang gặp khó khăn, nguyên nhân là xác định giá đất nơi đi và nơi đến. Các sở, ngành cấp tỉnh quan tâm làm việc với các bộ, ngành Trung ương giải quyết vướng mắc tại dự án Nam Đàn Plaza; bổ sung kinh phí lắp đặt lan can tại dự án Cống bara Nam Đàn 2.

"In the first quarter, the province achieved a growth rate of 7.6%, but in the second quarter, it only achieved a growth rate of 4.31%, leading to a growth rate of only 5.79% in the first 6 months. In the last 3 years, the first 6 months of this year had the lowest growth rate, lower than the set scenario of 8.4 - 9.4%", the Chairman of the Provincial People's Committee emphasized.
However, the economic picture of the province has many bright spots such as agricultural production maintaining good growth, the spring crop has a good harvest in terms of productivity, output and value. Investment attraction has achieved positive results, in which FDI attraction in 6 months reached more than 725.4 million USD, ranking 8th out of 63 provinces and cities nationwide, this is a resource for the province's long-term development. In particular, the province has mobilized more than 600 billion VND, planning to build and repair about 12,000 houses, up to now, more than 3,000 houses have been completed for poor and disadvantaged households.
To achieve the goals of 2023 and the entire term, the Chairman of the Provincial People's Committee said that there needs to be stronger solutions, higher determination, and greater efforts. Recently, the Politburo unanimously issued a new Resolution on the construction and development of Nghe An province until 2030, with a vision to 2045.
"This is an extremely important Resolution, creating motivation and resources for the province's long-term development, and one of the important factors is that the province will have additional specific mechanisms and policies to achieve the goals." The Chairman of the Provincial People's Committee spoke and said that the first task is for the province to focus on thoroughly grasping and effectively implementing the new Resolution of the Politburo.
In addition, the province will develop an implementation plan and organize the announcement and implementation of the Provincial Planning for the period 2021 - 2030, with a vision to 2050, immediately after it is approved by the Prime Minister.
The province will focus on a number of key and key tasks, such as: Implementing the Project to expand the administrative boundaries and urban space of Vinh city, because this is one of the two driving forces of the province's development. Concentrating resources, resolving procedures to soon implement two strategic infrastructure projects: Cua Lo deep-water seaport; upgrading and expanding Vinh International Airport.
Chairman of the Provincial People's Committee Nguyen Duc Trung also said that, in the immediate future, it is necessary to focus on effectively implementing and disbursing public investment capital well. In addition, site clearance work in many localities still has many problems, including objective and subjective causes, so it needs to be focused on and implemented more drastically.
Discussing and clarifying the recommendations of the delegates, Chairman of the Provincial People's Committee Nguyen Duc Trung agreed with the assessment that administrative reform has changed, the index has increased but has not met the requirements, has not met the expectations of the people and businesses, somewhere there is still a situation of shirking responsibility, violating public ethics, violating the law. In the near future, these issues will be clarified and the heads of sectors and localities must take primary responsibility for this work.
Regarding the opinion of the delegates that some targets according to the Resolution of the 19th Provincial Party Congress are difficult to achieve, Chairman of the Provincial People's Committee Nguyen Duc Trung emphasized that the more difficult it is, the more determined we must be, the more we must try, if we do not do it, we will never achieve the target. The Provincial People's Committee will direct the sectors and localities to reach consensus and determination to complete the highest level of the set targets and objectives.
For projects that are behind schedule and slow to implement, the Provincial People's Committee regularly inspects and reviews to handle the projects step by step. For 14 "shelved" water plant projects, the province will soon use part of the budget to support the projects to continue to implement and put them into use, promoting their effectiveness. In addition, the project to build drainage ditches has been implemented and will soon solve the flooding problem at the expanded WHA Industrial Park.
Chairman of the Provincial People's Committee Nguyen Duc Trung also discussed issues of concern to delegates related to the Nghi Yen Solid Waste Treatment Complex (Nghi Loc); the cross-road crossing the 72m road in Nghi Xuan commune; arranging counterpart funds for the Nam Dan 2 culvert project and the Nam Dan Plaza project.
