At the question and answer session at the 14th session of the 18th Provincial People's Council, term 2021 - 2026, the Provincial People's Council delegates questioned Director of the Department of Education and Training Thai Van Thanh about the current situation, causes and solutions for preventing and combating school violence; and educating life skills for students.

Before the Provincial People's Council delegates questioned, the Director of the Nghe An Department of Education and Training explained and clarified the current situation, causes and solutions to prevent and combat school violence; life skills education for students; prevention of accidents, injuries, drowning; protection, care and education of children in special circumstances...

Delegate Thai Van Thanh also emphasized that the above-mentioned limitations are the responsibility of many sectors, levels, organizations, families, social communities and students themselves. However, the primary responsibility lies with the two sectors of Education and Training and Labor - Invalids and Social Affairs, which have not yet had strong enough solutions in carrying out their tasks.

Violence in cyberspace too

After the explanation of the Director of the Department of Education and Training of Nghe An, 6 delegates of the Provincial People's Council raised questions. Delegate Ho Van Dam (Quynh Luu district) stated that in reality, school violence today is not only fighting, cursing, attacking but also boycotting and causing psychological pressure in real life and online. The delegate asked the Director of the Department of Education and Training to clarify this situation in Nghe An and what solutions are there to prevent it?

Delegate Thai Van Thanh - Director of Nghe An Department of Education and Training admitted that the issue raised by delegate Ho Van Dam was valid and a common situation throughout the country, including Nghe An.

Regarding solutions, in the past, although the Ministry of Education and Training has not yet had a program, the Nghe An Education and Training sector has proactively introduced educational content on communication skills and online behavior for middle and high school students; at the same time, coordinated with the Department of Information and Communications to implement communication work in schools to raise awareness of the harmful effects and negative behaviors and impacts on the online environment.

Schools and sectors should strengthen the implementation of educational models, establish school psychology consulting groups, and build happy schools, thereby equipping students with life skills, life values, and cultural behaviors in schools.

Implementing Circular No. 06 of the Ministry of Education and Training, the Nghe An Education and Training sector has also issued a set of rules for cultural conduct in schools, associated with the good implementation of "Uncle Ho's 5 teachings". When these solutions are well implemented, they will contribute to the elimination of uncultured behavior, school violence and improve life skills for students.

Responding to the issue raised by delegate Nguyen Cong Van (Nghi Loc district), the phenomenon of: “In class, students do not fear or respect teachers; on the street, the elderly are afraid of children; at home, parents flatter their children”; the head of the Nghe An Education and Training sector admitted that this phenomenon exists in society, but it is not widespread, not in all schools but only in some schools and localities nationwide.

The industry's responsibility has also been to proactively advise the Provincial People's Committee to issue a plan to build a safe, healthy, friendly school with active students; and to organize many conferences and seminars.

For schools, through the parents' association, coordinate with schools to build safe, healthy, friendly schools with active students. In particular, in the current context, implementing the political task of the Ministry of Education and Training on enhancing education on revolutionary ideals, ethics, lifestyle and aspirations for dedication for students, youth, teenagers and children, the sector has also strengthened and directed schools to coordinate with the community and parents to implement, ensuring education both inside and outside of school.

For students who have inappropriate behavior towards teachers, organize positive educational activities from psychological counseling teams in schools and Youth Union, Pioneers, and Associations in schools; "hotline" hotline; "what I want to say" mailbox... for students to reflect their wishes or denounce offensive expressions towards teachers.

The Education and Training sector has also coordinated with the Provincial Police, Provincial Youth Union, Provincial Women's Union, Veterans Association, Former Teachers Association... to create educational environments inside and outside schools...

For parents, in the coming time, we will increase the provision of educational knowledge to unify educational methods and measures; provide and share information when detecting students' manifestations; and unify monitoring and evaluating students' training and learning results.

Currently, we are implementing children's rights, in terms of children's awareness is not yet "mature", so it is easy for them to have behaviors and expressions that go beyond the regulations of society and the traditions and customs of our nation. Therefore, parents must also be close, closely follow, grasp and orient, correct in a timely manner and have flexible, adaptable methods suitable to the psychology of children in education.

Promote teachers' sense of responsibility

The Director of the Nghe An Department of Education and Training also answered questions from delegate Chu Duc Thai (Dien Chau district) regarding pressure, including inappropriate behavior by some students and parents that reduces the sense of responsibility and dedication of the teaching staff?

Delegate Thai Van Thanh said: The viewpoint of the Nghe An Education and Training sector for teachers is to educate students with all their feelings and love; if teachers truly educate students with all their love, students and their parents will respect and be grateful to teachers; then, if there is a hot temper in their behavior, students and their parents will easily forgive them; on the contrary, if teachers do not care about educating students, teach to finish their tasks, when "touching" the students, they will easily get upset and conflicts will arise.

Improving the quality of life skills education for students

Delegate Nguyen Thi Thom (Hung Nguyen district) raised the issue of life skills education for students in schools still facing many difficulties and mainly implementing it through forms of cooperation with centers outside the school. How is the issue of management and supervision of education quality in these centers?

Answering the above question, the head of the Nghe An Education and Training Department, Thai Van Thanh, affirmed: In the period of the 4th industrial revolution, educating life skills, especially global skills for students, is extremely important.

Delegate Thai Van Thanh admitted that life skills education for students has long had limitations, relying only on school class hours and life skills education centers outside of school based on programs approved by the Ministry of Education and Training or the Department of Education and Training; at the same time, the department has an annual program to inspect and examine the activities of the centers very seriously.

Currently, implementing the 2018 General Education Program, each week there are 3 life skills lessons in experiential activities; however, to implement effectively, a plan must be developed, including human resources, resources, and a systematic coordination mechanism.
