(Baonghean.vn) - Prime Minister Pham Minh Chinh emphasized four priority and key tasks in digital transformation: Developing databases; promoting online public services for people and businesses; developing digital platform infrastructure; ensuring network security and information safety.

On the afternoon of July 12, Comrade Pham Minh Chinh - Politburo member, Prime Minister, Chairman of the National Committee on Digital Transformation chaired the national online conference to review the first 6 months of 2023 on national digital transformation and the Project on developing population data, identification and electronic authentication to serve national digital transformation in the period of 2022 - 2025, with a vision to 2030 (Project 06).

Co-chairing the conference were comrades: Tran Hong Ha - Deputy Prime Minister; General To Lam - Minister of Public Security; Nguyen Manh Hung - Minister of Information and Communications; Tran Van Son - Minister, Head of the Government Office...

BASICLY COMPLETING THE NATIONAL DATABASE ON CADRES, CIVIL SERVANTS AND PUBLIC EMPLOYEES

The Ministry of Information and Communications said that in the first 6 months of the year, the National Assembly, the Government, the Prime Minister, and the Deputy Prime Minister issued 1 Law, 1 Decree, 2 Directives, 1 Official Dispatch, 7 Resolutions, and 11 Notices of Conclusions of the National Assembly, the Government, the Prime Minister, and the Deputy Prime Minister to perfect the institutions for the digital transformation task.

Regarding the database, with the determination of the Ministry of Public Security in organizing the implementation of Project 06, the national population database has officially connected with 13 ministries, branches, 4 enterprises and 63/63 localities to serve the exploitation of population information.

Exploiting the national population database helps save costs on copying documents and administrative procedure results; limits travel; waiting time; limits the need for verification and verification by using data from ministries and branches to authenticate and verify information on identification documents; streamlines the number of officials and civil servants receiving people, reduces the number of direct meetings, gradually eliminates "petty corruption"..., helping to save society thousands of billions of dong.

In particular, the national database on cadres, civil servants and public employees has been deployed to connect and share data on a national scale at a rapid pace (within 6 months, reaching about 95% of agencies and units) compared to the time it took for previous national databases to reach a similar level of coverage.

As of June 30, 33 ministries, branches and 63 provinces and cities have completed connecting and synchronizing data with the national database on cadres, civil servants and public employees. The total number of data automatically synchronized to the national database to date is 2,087,114 records.

Regarding digital infrastructure, it is noteworthy that mobile telecommunications enterprises have deployed coverage in 2,416/3,924 telecommunications signal-constricted villages, including 2,418 signal-constricted villages in the 2021-2022 period and 1,506 new villages in the 2022-2023 period.

The provision of online public services on the National Public Service Portal has seen remarkable changes. Up to now, the Portal has had more than 7.77 million accounts; more than 212 million synchronized records; more than 17.49 million times of performing utility services; 17.72 million online records from the Portal; more than 10.98 million online payment transactions with an amount of more than 6,056 trillion VND...

CREATE VALUE FOR GOVERNMENT, BUSINESSES, AND PEOPLE

In addition, in the first 6 months of 2023, the Government, Prime Minister and Deputy Prime Minister have focused on directing and implementing Project 06. Up to now, units have reviewed, revised and simplified 388/1,146 administrative procedures, reaching 34%.

Regarding the implementation of the one-stop shop and interconnected one-stop shop mechanism in handling administrative procedures, 15/20 ministries, agencies and 62/63 localities have completed the deployment of the information system for handling administrative procedures at the ministry and provincial levels on the basis of merging the public service portal and the electronic one-stop shop system, reaching 92.77%.

The Ministry of Public Security has applied the population database, citizen identification, electronic identification and authentication to serve socio-economic development, achieving many outstanding results. Typically, providing data cleaning services for CIC with a total of 41 million data; piloting the provision of citizen credit scoring services; deploying accommodation management software for accommodation businesses and hospitals nationwide since March 2023, 27,923 accommodation establishments have been cleaned with 14,179 citizens using them.

The Ministry of Public Security has digitized and created data of the judiciary, labor, war invalids and social affairs sectors to reduce administrative procedures, so people do not have to carry many types of documents. With the VNeID application, it is completely possible for people to create data themselves and send it to specialized ministries for authentication, without having to invest much in digitalization.

Many public services are responded to and implemented by people at a high rate, saving the State about 2,505 billion VND annually. Gradually reduce the number of officials receiving people, limit people's travel, no contact, no paperwork, no cash, gradually eliminate the situation of "petty corruption".

To date, over 48 million applications for electronic identification accounts have been received. 63/63 localities have completed the issuance of CCCDs to 100% of eligible citizens in the area. The Ministry of Public Security has analyzed data on 42,000 people over 100 years old nationwide for the Vietnam Association of the Elderly, serving the implementation of policies and social security for citizens accurately and securely.

Applying the National Database on Population, CCCD, identification and electronic authentication to serve socio-economic development in various fields, typically cleaning credit information, authenticating subscriber information helps network operators save 143 billion VND. Authenticating and ensuring the accuracy of social security beneficiaries to make payments of 141.7 billion VND in a non-cash form.

At the conference, ministries, branches and localities reported on outstanding implementation results in recent times; shared good and creative experiences and proposed tasks and solutions for the coming time.

PRIORITIZE 4 KEY TASKS IN DIGITAL TRANSFORMATION

Concluding the conference, Prime Minister Pham Minh Chinh emphasized that developing digital transformation is an inevitable trend, an objective requirement and is identified as an important political task of the Party and State with the view of leaving no one behind.

In the past time, this task has achieved positive results, including: Perfecting institutions; raising awareness; gradually perfecting infrastructure; investing resources in finance, facilities, and human resources.

Digital transformation also creates public services for businesses and people, contributing to socio-economic development; contributing to national growth, serving the task of industrialization and modernization of the country. However, these are initial results, still unsatisfactory and still have many shortcomings, not reaching the set goals.

Pointing out the causes and lessons learned, Prime Minister Pham Minh Chinh said that this task in the coming time must be further promoted, with stronger determination, overcoming barriers and conservative thinking.

From that perspective, Prime Minister Pham Minh Chinh requested to raise awareness at all levels and sectors; due to limited resources, it is necessary to choose tasks with focus, key points, and priorities to implement. In particular, prioritize database development; prioritize promoting online public services for people and businesses; prioritize developing digital platform infrastructure; prioritize ensuring network security and information security.

In addition, focus on investing in human resources, perfecting institutions, removing bottlenecks, problems, and limitations; Make sure the database is rich, complete, and inclusive with the spirit of "correct, sufficient, clean, and alive".

On the other hand, building a digital economy is the driving force, a digital society is the foundation, and digital culture contributes to forming a culture imbued with national identity. Digital transformation must harmonize the interests of the State, people, and businesses. During the implementation process, it must be in line with the people's wishes and supported by the people.

The Prime Minister also requested to mobilize resources and mobilize the whole society to participate synchronously, not hastily, and to do it firmly. Digital transformation must be interconnected and linked, and the formation of a national database is an effective solution to form a common database.

In addition, promote decentralization, delegation of authority, individualization of responsibility, promote responsibility of leaders; strengthen supervision and inspection; allocate resources; improve implementation capacity of decentralized levels.

Emphasizing that Project 06 is an important task, the Prime Minister requested mobilizing resources and the participation of people and businesses; building a monitoring mechanism; promoting piloting with a positive and proactive spirit.
