Vinh City People's Council pointed out many shortcomings and limitations in granting Land Use Right Certificates.
(Baonghean.vn) - The opening session of the 9th Session of the City People's Council pointed out many shortcomings and limitations in granting Land Use Right Certificates; including the fear of making mistakes in carrying out procedures and the limited capacity, qualifications, responsibility, and dedication of some city officials and civil servants.

Comrades: Phan Duc Dong - Member of the Provincial Party Committee Standing Committee, Secretary of the City Party Committee, Chairman of the Vinh City People's Council; Nguyen Tat Son - Member of the Vinh City Party Committee Standing Committee, Vice Chairman of the City People's Council chaired the meeting.
Budget revenue reached 73.7% of the province's assigned estimate.
Speaking at the opening of the session, comrade Phan Duc Dong - Member of the Provincial Party Standing Committee, Secretary of the City Party Committee, Chairman of the Vinh City People's Council emphasized that the 9th Session of the City People's Council will consider and decide on many important contents; including socio-economic development tasks; budget revenue and expenditure implementation, public investment plan for the first 6 months of the year and key tasks and solutions for the last 6 months of 2023.

In addition to many outstanding results, there are still shortcomings and limitations; therefore, it is recommended that the City People's Council delegates carefully study the reports and submissions, focus on discussing and comprehensively evaluating the achieved results, frankly pointing out the limitations, shortcomings and causes, especially subjective causes in the implementation organization; propose to supplement and adjust specific and feasible solutions to achieve the highest target in 2023, creating a premise for successfully implementing the goals and targets of the entire term.

Regarding the 7 draft resolutions presented at the meeting, delegates are requested to study and discuss the principles, objectives and impacts of each resolution, ensuring that the City People's Council resolutions are unified and highly consensual when passed, creating convenience and efficiency in organization and implementation.

At the meeting, the Vinh City People's Council listened to the leaders of the City People's Committee report on the socio-economic situation in the first 6 months of the year with many outstanding results. Specifically, the city has focused on mobilizing resources, proactively connecting with units of the central ministries and branches to implement the Project "Priority infrastructure and urban development adapting to climate change in Vinh City" from loans from the World Bank (WB).
Progress up to now, on June 15, 2023, the President issued a decision to allow negotiations on the Draft Financing Agreement with the International Bank for Reconstruction and Development (IBRD) for the Priority Infrastructure and Urban Development Project adapting to climate change in Vinh city, Nghe An province to proceed with the negotiation steps.
The City People's Committee also actively coordinated with provincial departments and branches to carry out the tasks of expanding the administrative boundaries of Vinh City according to Decision No. 827/QD-TTg of the Prime Minister; submitted to the province for consideration and decentralization to the city in some areas of state management such as: planning, construction, budget collection, management of civil servants and labor contracts.
The city also resolutely directed the implementation of contents and tasks according to the plan to organize activities to celebrate the 60th anniversary of the city's founding, the 235th anniversary of Phuong Hoang - Trung Do - Vinh, and the 15th anniversary of Vinh becoming a class 1 urban area; especially proactively removing difficulties and obstacles to speed up site clearance, creating conditions for key projects and works of the province and city to be implemented; at the same time, continuing to implement celebratory works, prioritizing flood prevention works, building school facilities, cultural institutions, and advanced new rural criteria.

The city is interested in removing difficulties and obstacles, accompanying businesses, cooperatives, and business households in the area.
Budget revenue in the city in the first 6 months of 2023 is estimated at 1,465.9 billion VND, reaching 73.7% of the provincial estimate and 37.4% of the City People's Council estimate, up 5.8% over the same period.
The fields of culture - society, national defense - security, and administrative reform continue to receive the city's attention and direction and have positive changes.
Besides the results, there are still shortcomings and limitations. For example, the disbursement of public investment capital is still low, expected to reach 21.3% in the first 6 months of the year.
There are still many issues in urban, land and environmental management that need to be rectified, especially the granting of land use right certificates, and the progress in resolving collective housing areas is still slow.
The implementation of some administrative reform tasks has not met requirements, in which, the provision of solutions when implementing breakthrough tasks still encounters some difficulties and inadequacies.
City People's Council points out many limitations in granting "red books" to people
The meeting also spent time listening to the City People's Council report on the results of monitoring the issuance and re-issuance of Land Use Right Certificates in Vinh city for the period 2020 - 2022.

Specifically, the work of issuing new and exchanging Land Use Right Certificates in the area has been focused on by the City People's Committee. As a result, in the period of 2020-2022, the city has issued 2,220 new certificates; raising the rate of issuing certificates in the area to 98.7%; and issuing and exchanging 13,287 certificates.
The City People's Council also pointed out some shortcomings and limitations in the issuance of Land Use Right Certificates. That is, the issuance of new and replacement of Land Use Right Certificates for residential and agricultural land is currently slow according to the assigned plan; especially in 5 communes: Nghi Kim, Nghi An, Nghi Lien, Hung Dong, Nghi Duc and 4 hamlets of Hung Thinh commune (Hung Nguyen district) merged into Vinh Tan ward.

The results of granting backlogged land use right certificates according to Plan No. 815 of the Provincial People's Committee have not yet achieved the set target; the rate of returned additional files is still high; complaints related to the granting of land use right certificates in the city still account for a large proportion of the number of complaints.
The reasons for the limitations and shortcomings, besides the objective factors due to the complicated backlog of cases that have not been granted certificates, are the subjective factors due to the fear of making mistakes and the limited capacity, qualifications, responsibility, and dedication of some officials and civil servants of the city. Funding for the implementation of map measurement, updating and correcting land records, granting certificates, and building a land database is still limited.
The City People's Council also proposed 4 groups of tasks and solutions to the City People's Committee to speed up the progress of granting Land Use Right Certificates to people.
The focus is on strengthening propaganda, raising awareness and sense of responsibility of all levels, units and people in coordinating to carry out the task of granting certificates; associated with reforming administrative procedures, applying information technology in the land sector towards simplification and reducing travel for people.
Strictly handle cases of intentional failure to declare and register land according to regulations; at the same time, resolve difficulties to complete registration and grant Certificates to these subjects before December 31, 2025.
Discuss 7 draft resolutions
The meeting also heard reports from the City People's Committee on the implementation of the budget and public investment plan in the first 6 months and tasks for the last 6 months of 2023; reports from the City People's Committee and inspection reports from the City People's Council committees on the content of the reports and reports of the City People's Committee and reports from the judicial agencies.

At the end of the opening session this morning and afternoon, the City People's Council divided into 3 groups to discuss the socio-economic situation in the first 6 months and tasks and solutions for the last 6 months of 2023; draft resolutions to be submitted to the meeting.
