Nghe An focuses on implementing key tasks on digital transformation
(Baonghean.vn) - The People's Committee of Nghe An province has just issued an official dispatch directing directors of departments, heads of provincial-level departments and branches; Chairmen of People's Committees of districts, cities and towns to focus on implementing key tasks on digital transformation in the last 6 months of 2023.
Accordingly, in recent times, all levels and sectors have focused on implementing digital transformation; however, the results have not yet met the requirements. The province's digital transformation work still has many limitations and shortcomings such as: The information network infrastructure of agencies and units is still weak and not yet synchronized, especially in the departments handling administrative procedures; the implementation of building databases, connecting, sharing and exploiting is still slow and ineffective; the rate of online records generated throughout the process has not yet reached the goals and targets according to Resolution 17/NQ-CP dated March 7, 2019 of the Government; information security issues in cyberspace still pose many potential risks;...

To focus on effectively implementing digital transformation tasks in the last 6 months of 2023, the Provincial People's Committee requests:
Directors of Departments, Heads of provincial-level departments and branches, Chairmen of People's Committees of districts, cities and towns urgently and seriously direct the implementation of the following key tasks:
- Complete the reduction and simplification of administrative procedures and documents related to population management as required by the Government. Urgently complete the review and propose competent authorities to amend and supplement administrative procedures; promptly advise on the announcement, update and publicize administrative procedures on the National Database of Administrative Procedures; at the same time, complete the restructuring and business processes of administrative procedures under the authority to resolve and propose competent authorities to amend and simplify administrative procedures and related documents, to be completed before August 30, 2023.
- Review and propose preferential fees and charges for administrative procedures when performing online public services in their sectors and fields, send to the Department of Finance for synthesis and report to the Provincial People's Committee before July 30, 2023. Based on the proposals of departments, branches, sectors and localities, the Department of Finance proactively coordinates with relevant agencies to advise the Provincial People's Committee to submit to the Provincial People's Council to issue a Resolution regulating the collection of fees and charges under the authority of the Provincial People's Committee according to the preferential mechanism to encourage people and businesses to perform online public services.
- Evaluate all online public services provided on the Administrative Procedures Information System of agencies and units to select practical public services with high frequency of use, closely related to the daily needs of people and businesses, with full conditions to provide online public services, to be completed before September 30, 2023.
- Focus on converting processes, implementing administrative procedures and public services from traditional methods to electronic environments; standardizing and restructuring business processes, building electronic forms, specialized software, digitizing records and results of administrative procedure settlement to enrich the data warehouse, creating favorable conditions for people and businesses not to have to re-provide existing information, to be completed before September 30, 2023.
- Review the needs according to the training, coaching and fostering plan to improve the professional qualifications and skills of cadres, civil servants and public employees associated with the requirements of digital transformation to ensure quality and efficiency, to be completed before July 30, 2023.
- Proactively review and evaluate the overall information technology infrastructure, information systems, databases, information safety and security according to Official Dispatch No. 1552/BTTTT-THH dated April 26, 2022 of the Ministry of Information and Communications on technical guidance for implementing Project 06 (version 1.0).
Department of Information and Communications:
- Proactively monitor, review, synthesize, and advise the Chairman of the Provincial People's Committee to promptly rectify agencies, units, and localities that are slow to implement assigned tasks on digital transformation.
- Based on the promulgated Vietnam e-Government Architecture Framework (version 3.0), proactively advise the Provincial People's Committee to build the Nghe An province e-Government Architecture to ensure suitability and consistency.
- Ensure the quality of specialized data transmission networks of Party and State agencies from provincial to communal levels; work with telecommunications enterprises to stabilize Internet transmission lines to provide services to people and businesses.

- Preside over and coordinate with the Department of Home Affairs and relevant agencies and units to effectively implement Plan No. 420/KH-UBND dated June 15, 2023 of the Provincial People's Committee on training and coaching on digital transformation for cadres, civil servants, and public employees, and popularizing digital skills for people in Nghe An province in 2023.
Working group implementing Project 06 in Nghe An province:
Organize the review, assessment and inspection of the implementation of essential public services in Project 06 and Decision No. 422/QD-TTg dated April 4, 2022 of the Prime Minister approving the list of integrated online public services provided on the national public service portal in 2022.
Department of Finance, Department of Planning and Investment:
Coordinate with agencies, units, and localities to advise the Provincial People's Committee to prioritize capital allocation to carry out digital transformation tasks and Project 06 according to current regulations.
Requesting Directors of Departments, Heads of provincial-level departments and branches, Chairmen of People's Committees of districts, cities and towns to seriously implement the above contents. Periodically report the implementation results to the Provincial People's Committee (through the Department of Information and Communications).
