Nghe An fosters knowledge and expertise in administrative reform for commune-level civil servants

(Baonghean.vn) - In order to effectively implement administrative reform, the role of the advisory civil servant team is extremely important. Therefore, training and fostering knowledge and specialized skills on administrative reform for the team performing this task is extremely necessary.

During 3 days (July 13-15), more than 300 officials and civil servants advising on administrative reform tasks at the commune level in the province (phase 2) were introduced, communicated and thoroughly grasped by the Department of Home Affairs on the following topics: Overview of indexes related to administrative reform: Administrative Reform Index (PAR INDEX), Public Administration Performance Index (PAPI), People's and Organizations' Satisfaction Index with State Administrative Agencies (SIPAS); Provincial Competitiveness Index (PCI); roles and responsibilities of agencies in overcoming shortcomings, limitations and tasks and solutions to improve and enhance the rankings of indexes.

Guiding the contents of advising on the implementation of administrative reform tasks of Nghe An province in the period of 2021-2030, key tasks in the work in 2023: establishing the Steering Committee for administrative reform at all levels; developing operating regulations, assigning tasks; work plan of the Steering Committee for administrative reform at all levels in 2023; relationships in advising on administrative reform work; reviewing programs and plans related to administrative reform.

Monitor and evaluate the implementation of administrative reform tasks; prepare reports on administrative reform work; inform, propagate and inspect administrative reform; survey and evaluate the satisfaction level of organizations and individuals with the services of State administrative agencies.

Attending the training course, commune-level civil servants were informed about administrative procedure control work and some other contents.

Administrative reform is a major policy of our Party and State that has been implemented for many years and has achieved many important results. Depending on specific conditions, each stage of administrative reform has different goals, requirements, contents and tasks.

For the effective implementation of administrative reform, the role of the advisory staff is extremely important. To advise well, one needs to have good knowledge of administrative reform work and those who do advisory work and directly carry out administrative reform tasks must be regularly updated and supplemented with knowledge according to each period and stage.

Administrative reform is identified as one of three strategic breakthroughs contributing to the socio-economic development of Nghe An province in the 2020-2025 term.

In the system of government at all levels, the grassroots government of communes, wards and towns (collectively referred to as commune level) has a very important role, position and significance in organizing the implementation of the Party's guidelines, policies and the State's laws into social life.

Therefore, training and fostering knowledge and specialized skills in administrative reform for staff and civil servants advising on this task during this period is extremely necessary.
