Resolutely deploy the fight against human trafficking on key routes, areas and cyberspace
In Official Dispatch No. 5442/UBND-NC dated June 5, the Provincial People's Committee assigned the Provincial Police to direct the Police of units and localities to advise the Party Committees and authorities and closely coordinate with the sectors to do a good job of prevention, especially propaganda, dissemination and education of laws on prevention and combat of human trafficking, especially crimes of human trafficking withscam, entice people to do "easy work, high salary" in Cambodia and Laos; build, maintain, and replicate effective operating models in the movement of All People Protecting National Security and Preventing Human Trafficking Crimes.
Apply the National Population Database, Citizen Identification Database, the results of implementing Project 06 of the Government and promote the role of regular commune and town police forces in preventing and combating human trafficking... at the grassroots level. Do a good job of managing entry and exit, managing foreigners and reviewing and administratively inspecting business establishments with security and order conditions to promptly detect and prevent human trafficking.
At the same time, direct the functional forces to resolutely deploy all aspects of the fight against human trafficking; do a good job of grasping the situation and preventing operations, especially on key routes, areas and cyberspace; organize the timely reception and handling of denunciations, crime reports and recommendations for prosecution related to human trafficking; investigate and destroy human trafficking cases and crime rings, paying attention to subjects involved in human trafficking through Laos and Cambodia; deploy a high point of attacking and suppressing human trafficking crimes throughout the province. Timely detect, list, fight and handle organizations and subjects suspected of organizing illegal entry and exit, enticing and deceiving Vietnamese people to go abroad to work illegally...
Organize the review of cases of going abroad to work (especially Laos, Cambodia), cases of long-term absence from the locality without clear reasons, suspected of being trafficked; especially women, children, people married to foreigners with suspicion, ethnic minorities in border areas, remote areas... to have measures to verify, fight, and rescue. Strengthen the grasp of the activities of brokers, enticing people to go abroad to work illegally, fraudulent activities, online gambling on cyberspace; regularly organize inspections and reviews of business establishments with security and order conditions (bars, karaoke, hotels, motels...), industrial parks, resorts, entertainment areas, border areas where criminals often take advantage to commit crimes to proactively detect and prevent human trafficking crimes...
The Provincial Border Guard Command directs the Border Guard force to coordinate effectively implementing the Party's guidelines and the State's policies and laws on socio-economic development and strengthening and consolidating national defense, security and foreign affairs in border areas; deploying programs and models to promote effectiveness in preventing human trafficking crimes.
Along with that, direct the Border Guard forces at all levels to closely coordinate with the Police force to do a good job of state management of security, order, residence management, and management of foreigners in border areas. Strengthen patrols, strictly control borders and sea areas; manage border gates and seaports, control entry and exit; prevent illegal entry and exit; launch high points of attack and suppression of human trafficking crimes on the border, sea, and islands, creating a continuous, closed battle formation from the inland to the border areas in the fight against and prevention of human trafficking crimes...
Strengthening information and propaganda on the prevention and combat of human trafficking
The Department of Justice coordinates with the Provincial Police and other departments, branches and localities to continue reviewing, advising, recommending and giving opinions to competent authorities to develop and perfect the legal system related to human trafficking, including contents related to the draft Law on Prevention and Combat of Human Trafficking (amended). At the same time, strictly manage, guide, inspect and examine marriage activities involving foreign elements, giving and adopting children to proactively prevent the exploitation of these activities for human trafficking. Do a good job of legal advice and legal aid for victims of human trafficking. Coordinate with departments and branches to investigate and survey the implementation of laws on prevention and combat of human trafficking, synthesize them into annual law enforcement monitoring reports and send them to competent authorities as prescribed.
The Department of Information and Communications coordinates, directs, and guides information agencies and the press to strengthen information and propaganda on the prevention and combat of human trafficking, especially propaganda on the prevention and combat of human trafficking to special zones managed by Chinese people in Cambodia and Laos for fraudulent activities on cyberspace or online gambling, focusing on propaganda on the signs of recognition, methods, tricks of deception, and enticement of lines that send Vietnamese people abroad to work illegally to raise people's vigilance...
The Provincial People's Committee requested the Provincial Women's Union to direct all levels of the Union to strengthen the supervision of law enforcement on prevention and combat of human trafficking; widely disseminate and propagate laws on prevention and combat of human trafficking and methods and tricks of human trafficking crimes for women and children in the community; replicate models of vocational training, job creation, and support for victims to reintegrate into the community to contribute to stabilizing life, stabilizing income, reducing risks of human trafficking...
The Department of Labor, Invalids and Social Affairs integrates the content of preventing and combating human trafficking, supporting victims of trafficking into the poverty reduction, vocational training, employment, gender equality and child protection programs. Directs the effective implementation of the reception and support of victims of trafficking; the activities of social assistance facilities and widely promotes the phone number of the National Hotline for Child Protection, which is also a hotline for counseling and supporting victims of human trafficking (Call Center 111); guides and supports community integration for victims of trafficking (if any). In addition, strengthens the direction, management, guidance, inspection and supervision of job placement, sending Vietnamese workers (Nghe An people) to work abroad, recruiting foreigners to work in Vietnam (Nghe An province), ... to contribute to proactively preventing and detecting human trafficking crimes.
The Department of Foreign Affairs coordinates with competent authorities of Vietnam and foreign countries to verify and carry out necessary procedures to support the return of victims who are Vietnamese citizens (Nghe An people) to the country. Closely coordinate with the police and other competent agencies in exchanging information, investigating, rescuing, identifying victims of human trafficking and international cooperation in preventing and combating human trafficking...

Departments, branches, sectors, the Provincial Fatherland Front Committee, member organizations of the Steering Committee for crime prevention, social evils and building a mass movement to protect national security in the province, People's Committees of districts, cities and towns continue to seriously and effectively implement the Party's guidelines, policies and laws of the State, the Provincial Party Committee, the Provincial People's Council and the Provincial People's Committee on crime prevention and control in general and human trafficking prevention and control in particular.
At the same time, identifying the work of preventing and combating human trafficking as a key, urgent, regular and long-term task, it is necessary to focus on directing strongly, concretizing into goals, requirements, tasks and solutions suitable for each department, branch and locality. Focus on implementing activities in response to "World Day against Human Trafficking", "National Day against Human Trafficking - July 30"; deploying a peak period of propaganda, communication and a peak period of attacking and suppressing human trafficking crimes in the whole province (from July 1 to September 30, 2023)...
The People's Committees of Dien Chau, Yen Thanh, Quynh Luu, Nghi Loc districts and Hoang Mai town (localities with many people working and living in Laos and Cambodia) direct the People's Committees of communes and towns to have specific plans to direct the functional forces of the communes to coordinate with village, hamlet and commune officials to organize regular meetings with the people to propagate the prevention and combat of human trafficking. Regularly monitor the labor and employment situation in the area, promptly grasp the situation of workers leaving the locality to work outside the province or abroad.
On the other hand, direct relevant departments, agencies, sectors, and commune-level authorities to strengthen state management, inspection, and examination of areas and business establishments prone to human trafficking crimes; inspect, examine, and handle violations in the implementation of policies and laws on preventing and combating human trafficking in the area... Arrange and mobilize legal resources for local human trafficking prevention and combat, especially the fight against human trafficking crimes commensurate with the requirements and tasks in the new situation.
