Based on the collected documents, the police identified the victim as Dang Dong D. (born in 1998, from Ninh Binh province, currently residing in Bac Tu Liem district, Hanoi). Mr. D. works as a technology "xe om" driver.

The City Police Department has directed the professional departments of the City Police Department and Dong Anh District Police to coordinate with related units to concentrate forces and use synchronous professional measures to urgently investigate, clarify, and arrest the perpetrator.

With great efforts of the coordinated forces, by 3:50 p.m. on July 18, the police identified and arrested the perpetrator, Le Van Cong, while he was hiding at his private home.

At the police station, Cong openly admitted that he had no stable job and regularly used illegal drugs. Due to lack of money, Cong came up with the idea of robbing a technology "xe om" driver.

To carry out this despicable act, at around 8pm on July 16, Cong prepared a knife (a fruit knife), then took a bus to My Dinh bus station. There, Cong wandered around looking for a technology "xe om". At around 8:45pm on the same day, Cong met Mr. D. waiting for a customer, and immediately hired him to take him to Nam Hong commune, Dong Anh district for 100,000 VND.

Arriving at the central canal area (opposite the Central Tropical Hospital, branch 2, in Bau village, Kim Chung commune), Cong suddenly asked Mr. D. to turn onto the concrete road to the Bau village cemetery, to find an opportunity to attack and kill the victim.

Arriving at an area about 100m from the central canal, seeing that there was no one around, Cong told Mr. D to stop the car. Suddenly, from behind, the subject used a knife to cut Mr. D's neck hard, then stabbed him many times until the victim became motionless. After dragging the victim to hide on the grass bank, Cong searched and took the victim's cell phone and a handbag containing 50,000 VND, along with the victim's motorbike, then fled.

On the run, Cong threw away Mr. D’s phone, changed his clothes, and drove his motorbike to a parking lot in Viet Tri, Phu Tho province. On July 17, Cong returned home to hide the knife used in the crime. A day later, the police identified and arrested the suspect at his home.

The case is being further investigated by the Hanoi City Police Investigation Agency in coordination with Dong Anh District Police and related units to thoroughly handle the serious criminal acts of the perpetrator.
