New regulations on benefits, allowances, and preferential treatment for meritorious people
The Government issued Decree No. 55/2023/ND-CP dated July 21, 2023 amending and supplementing a number of articles of Decree No. 75/2021/ND-CP dated July 24, 2021 of the Government stipulating the levels of allowances, subsidies and preferential regimes for people with revolutionary contributions.
Decree No. 55/2023/ND-CP amending the preferential allowance standards for people with revolutionary contributions
Accordingly, the standard level of preferential allowance for people with revolutionary contributions increased from VND 1,624,000 to VND 2,055,000.
The Decree clearly states the standard levels prescribed above as the basis for calculating the levels of benefits, allowances and preferential regimes for people with revolutionary contributions and relatives of people with revolutionary contributions.
The levels prescribed according to the standard levels in this Decree are adjusted when the standard levels are adjusted and rounded to the nearest thousand dong.

Change the level of benefits and preferential allowances
Decree No. 55/2023/ND-CP also amends and supplements the levels of benefits and preferential allowances.
Specifically, the monthly allowance and preferential allowance levels for people with revolutionary contributions and relatives of people with revolutionary contributions are specified in Appendix I issued with Decree No. 55/2023/ND-CP.
The monthly preferential allowance level for war invalids and beneficiaries of policies similar to war invalids is specified in Appendix II issued with Decree No. 55/2023/ND-CP.
The monthly preferential allowance level for type B war invalids is specified in Appendix III issued with Decree No. 55/2023/ND-CP.
The level of one-time preferential allowance for people with revolutionary contributions and relatives of people with revolutionary contributions is specified in Appendix IV issued with Decree No. 55/2023/ND-CP.
In case the one-time allowance is calculated based on seniority, after rounding up the number of years of participation in the resistance war, if there are still odd months, the odd months will be rounded up according to the principle: from 6 months to less than 12 months is counted as 1 year, less than 6 months is counted as 6 months.
In case the date and month of the start of resistance activities cannot be determined, it shall be counted from July 1 of that year.
Decree No. 55/2023/ND-CP takes effect from September 5, 2023. The level of allowances and preferential allowances for people with revolutionary contributions as prescribed in Appendix I, Appendix II, Appendix III, Appendix IV issued with Decree No. 55/2023/ND-CP shall be implemented from July 1, 2023.
* The Ministry of Labor, War Invalids and Social Affairs said that according to current regulations, the standard level to determine subsidy and preferential allowance levels for people with revolutionary contributions is 1,624,000 VND, implemented from July 1, 2019 according to the provisions of Decree No. 58/2019/ND-CP of the Government.
Since 2020, the outbreak of the COVID-19 pandemic has affected many aspects of the country's economic and social sectors, the State budget revenue has encountered many difficulties, the basic salary, subsidies, and preferential allowances for people with meritorious services have not been adjusted to increase. On July 24, 2021, the Government issued Decree No. 75/2021/ND-CP, but the standard level to determine the levels of subsidies and preferential allowances for people with meritorious services to the revolution remains the same at VND 1,624,000.
Pursuant to Resolution No. 69/2022/QH15 dated November 11, 2022 of the National Assembly on the State budget estimate for 2023, from July 1, 2023, the subsidy standard for meritorious people will be increased to ensure that it is not lower than the poverty line for urban areas.
According to Decree No. 07/2021/ND-CP of the Government stipulating multidimensional poverty standards for the period 2021-2025, the poverty line for urban households is 2,000,000 VND/person/month. On that basis, the Ministry of Labor, War Invalids and Social Affairs has proposed that the Government adjust the preferential subsidy standard for people with revolutionary contributions.
