(Baonghean.vn) - On the evening of July 23, the Party Committee and people of Hung Loc commune (Vinh city) solemnly held a ceremony to celebrate the 70th anniversary of the commune's establishment and announced the Decision on the commune meeting advanced new rural standards.
Attending the ceremony were comrades: Lieutenant General Vu Chien Thang - Deputy Minister of Home Affairs; Thang Thi Hanh - Director of the Department of Non-Governmental Organizations, Ministry of Home Affairs; Phan Duc Dong - Member of the Provincial Party Standing Committee, Secretary of Vinh City Party Committee; Nguyen Van De - Member of the Provincial Party Executive Committee, Vice Chairman of Nghe An Provincial People's Committee; Tran Ngoc Tu - Deputy Secretary of the City Party Committee, Chairman of Vinh City People's Committee and representatives of departments, branches, leaders of Hung Loc commune through the periods and a large number of people of Hung Loc commune.
In July 1953, Hung Loc commune was established on the basis of separation from Hung Phong commune, Hung Nguyen district; in December 1970, Hung Loc commune was merged into Vinh city. After 70 years of construction and development, Hung Loc commune has achieved many achievements in all fields. Hung Loc is proud to be a red address, the cradle of the Nghe Tinh Soviet revolutionary movement 1930 - 1931; honored to be awarded the title of Heroic Unit of the Armed Forces by the Party and State and many other certificates of merit.
In 2014, Hung Loc commune reached the new rural standard; on March 15, 2023, the Chairman of Nghe An Provincial People's Committee signed Decision No. 687 recognizing Hung Loc commune as meeting advanced new rural standards in 2022.
Accordingly, in the period of 2015-2022, to complete the criteria of advanced new rural communes, Hung Loc has built and put into use over 70 works with 598.7 billion VND, of which: the superior budget is 260 billion VND, the commune budget is 315 billion VND, and the people contributed 23.7 billion VND. In addition, hamlets and mass organizations have mobilized people, mobilized support and donations from benefactors to build many infrastructure works with an amount of over 5 billion VND.
The commune's economy is shifting in the right direction (increasing the proportion of trade and services; reducing the proportion of agriculture, industry and construction); specifically: trade and services account for 57.6%, industry and construction account for 38%, agriculture accounts for 3.8%. The average growth rate is 10.7%/year; per capita income by 2022 is 55 million VND/year.
Currently, the whole commune has 17/18 hamlets achieving the title of Cultural Village, reaching a rate of 94.4%. The commune has 18 residential hamlets, currently there are 18 sports grounds with full cultural facilities serving the cultural and sports activities of residential areas...
Along with economic development, education has achieved many remarkable results, the quality of teaching and learning has been improved, completing universal education for all ages. The facilities of the schools have been invested in spacious and modern, all 3 schools have achieved and maintained national standards. National programs and goals on health, primary health care and medical examination and treatment for the people have been effectively implemented. National defense and security in the area are always ensured and stable.
Speaking at the ceremony, comrade Nguyen Van De - Vice Chairman of the Provincial People's Committee highly appreciated the efforts of the Party Committee, government and people of Hung Loc commune in the past time, especially in the process of building new rural areas and advanced new rural areas.
At the same time, the Vice Chairman of the Provincial People's Committee emphasized: "Building new rural areas is a key task of the Party Committee, the government and the people of Hung Loc that must be carried out regularly and continuously, with a starting point and no end point. Therefore, the Party Committee, the government and the people of Hung Loc need to continue to improve the quality of the achieved criteria; build synchronous infrastructure, gradually modernize agriculture and rural areas; strive to complete the criteria to become a ward by 2025 according to the Provincial Project associated with completing the goals set out in the Resolution of the Commune Party Congress for the 2020-2025 term".
On this occasion, 1 collective and 5 individuals of Hung Loc commune were awarded Certificates of Merit by the Chairman of the Provincial People's Committee for their outstanding achievements in the movement to build and develop Hung Loc commune in the period of 1953 - 2023, contributing to the socio-economic development of Nghe An province.
At the same time, the Certificate of Recognition of Hung Loc commune meeting the Advanced New Rural Standards in 2022 was awarded; the Certificate of Merit of the Chairman of Nghe An Provincial People's Committee was awarded to 2 collectives and 2 individuals of Hung Loc commune for their outstanding achievements in building the commune to meet the Advanced New Rural Standards.
