Strengthening coordination between the Police and the Army on fire prevention and fighting at defense facilities
(Baonghean.vn) - That is one of the contents emphasized at the Conference to review the implementation of Decree No. 78/2011/ND-CP dated September 1, 2011 of the Government regulating the coordination between the Ministry of Public Security and the Ministry of National Defense in organizing the implementation of fire prevention and fighting (PCCC) for defense facilities.
On the morning of July 28, the Ministry of Public Security and the Ministry of National Defense held a conference to review the implementation of Decree No. 78/2011/ND-CP dated September 1, 2011 of the Government regulating the coordination between the Ministry of Public Security and the Ministry of National Defense in organizing the implementation of fire prevention and fighting (PCCC) for defense facilities and Joint Circular No. 03/2014/TTLT-BCA-BQP dated September 3, 2014 detailing a number of articles of Decree No. 78/2011/ND-CP.
Attending and directing the conference were comrades: Senior Lieutenant General Nguyen Tan Cuong - Member of the Party Central Committee, Chief of the General Staff, Deputy Minister of National Defense; Major General Nguyen Van Long - Deputy Minister of Public Security.

Currently, there are 1,632 defense establishments nationwide, of which 797 establishments operate for military purposes and 835 establishments operate for socio-economic purposes. After 10 years of implementing Decree No. 78 and Joint Circular No. 03, the coordination between the two Ministries has always maintained effective operations and promptly overcome the risks of fire and explosion at agencies, units and defense business establishments, contributing to maintaining political stability, social order and safety, creating a favorable environment for local economic development; raising awareness and sense of responsibility of officers and soldiers in fire prevention and fighting work.
Over the past 10 years, we have coordinated to organize propaganda on fire prevention and fighting and rescue work in many forms such as oral propaganda, through the grassroots radio system, through learning activities, and legal education days at the unit for 1,237,978 people. The Fire Prevention and Fighting and Rescue Police Force has inspected, tested and granted fire prevention and fighting training certificates to 355,760 people working at defense facilities serving the socio-economy.
Notably, the Police and Army forces have proactively coordinated to promptly and effectively handle fires, explosions, and forest fires occurring at defense facilities. Over the past 10 years, the two forces have coordinated in fighting 33 fires, of which 24 were commanded by the Fire Prevention and Rescue Police and 9 were commanded by the Army.
At the conference, representatives of the Ministry of Public Security and the Ministry of National Defense, and delegates from localities at the connecting points discussed and evaluated the achieved results; pointed out limitations and difficulties and drew lessons learned in fire prevention and fighting work in the past time.

Speaking at the conference, Colonel Pham Van Dung - Deputy Chief of Staff of Military Region 4, said: Military Region 4 has 475 defense facilities, 2 national key economic zones: Nghi Son (Thanh Hoa) and Vung Ang (Ha Tinh). Through the implementation of the Decree, the Military Region has directed the coordination of propaganda, dissemination of laws and knowledge on fire prevention and fighting to improve knowledge on fire prevention and fighting, so that in the past time, there have been no fires or explosions in military facilities managed by the unit in the Military Region.
Regarding the plan in the coming time, the Military Region will continue to thoroughly grasp and seriously and effectively implement documents of all levels on fire prevention and fighting work; along with that, consolidate and strengthen the on-site forces doing fire prevention and fighting work; build a mechanism for close coordination and cooperation between the local Fire Prevention and Fighting Police and Rescue forces with military units stationed in the area.
Nghe An Provincial Police currently manages 17 defense facilities serving socio-economic activities, including 1 office building, 1 hotel, 1 industrial explosives warehouse, 11 gas stations, 2 production facilities and 1 medical facility.
In recent years, Nghe An Provincial Police have actively coordinated with units and military forces in the province to regularly and effectively organize propaganda and dissemination of fire prevention and fighting law education in various forms, suitable for each subject and type. Thereby, raising awareness, knowledge and skills of heads of establishments, leaders and officers of military units in the province. As a result, from 2013 to present, 40 classes have been organized to disseminate legal knowledge and fire prevention and fighting knowledge with 3,287 participants; 30 training and professional training courses on fire prevention and fighting with 935 students receiving certificates. At the same time, 340 inspections have been conducted at 17 establishments, 340 inspection records have been made and recommendations have been made to promptly overcome shortcomings and limitations in fire prevention and fighting work.
At the conference, 10 groups and 5 individuals received Certificates of Merit from the Minister of Public Security and the Minister of National Defense. In particular, Nghe An Police had the Fire Prevention and Rescue Police Department as one of the units receiving the Certificate of Merit. Following that, the signing ceremony of the Coordination Regulations between the Fire Prevention and Rescue Police Department of the Ministry of Public Security and the Department of Rescue and Search and Rescue of the Ministry of National Defense took place.

In his closing remarks at the conference, Major General Nguyen Van Long, Deputy Minister of Public Security, outlined a number of key tasks in coordination. Specifically, continuing to effectively implement Decree 78 of the Government; proactively coordinating to concretize and implement the Party's viewpoints and policies, the State's policies and laws, and the National Assembly's Resolution on fire prevention and fighting and search and rescue tasks in the new situation.
Regularly review, adjust, supplement and effectively deploy plans and strategies to handle large and complex fire and explosion situations in defense facilities and other fire fighting, search and rescue plans according to the coordination regulations of the police and military forces in the area.
Continue to improve the quality and effectiveness of the coordination of the two Ministries in inspecting fire safety and search and rescue; focus on inspecting during peak periods in the dry season at key facilities with high risk of fire such as warehouses, stations, especially ammunition, fuel and military food, uniform and medical warehouses. Strictly handle units that intentionally violate or do not implement measures to prevent and contain large fires, minimizing the risk of fire and explosion.
