Dien Chau - Bai Vot sub-project construction is too slow, Minister Nguyen Van Thang proposed to replace the contractor that does not ensure capacity

(Baonghean.vn) - Minister of Transport Nguyen Van Thang assessed that the construction progress of the Dien Chau - Bai Vot sub-project is too slow and suggested immediately replacing contractors who do not ensure construction capacity.

On the afternoon of July 28, during the working program in Nghe An province, comrade Nguyen Van Thang - Member of the Party Central Committee, Minister of Transport and the working delegation continued to inspect and direct the construction site of the North-South expressway investment project in the East section through Nghe An province.

Accompanying the delegation, on the side of Nghe An province, were comrades: Le Hong Vinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee; Hoang Phu Hien - Director of the Department of Transport.

The North-South Expressway project in the East section through Nghe An province has a length of about 87.84km, belonging to 2 sub-projects: Nghi Son - Dien Chau and Dien Chau - Bai Vot. The project was implemented from June 2019, passing through Hoang Mai town and 5 districts: Quynh Luu, Yen Thanh, Dien Chau, Nghi Loc and Hung Nguyen.

Recognizing the importance of the project, the Provincial Party Committee and the Provincial People's Committee have directed departments, branches and localities to mobilize the entire political system to participate resolutely, focusing on prioritizing the implementation of compensation, support and resettlement. Up to now, about 87.84/87.84km of land has been cleared, reaching 100%, enough land for contractors to construct.

However, the project is still stuck with a 110kV high voltage power line location, 3 medium and low voltage power lines, some unfinished residential roads, and some locally stuck agricultural land.

Minister of Transport Nguyen Van Thang and his delegation continued to inspect the progress of the Dien Chau - Bai Vot sub-project, the section passing through Hung Tay commune, Hung Nguyen district.

According to the report of Project Management Board 6, as of July 27, the output value of contractors reached nearly 47% of the project contract value. According to the contract schedule, the project will be technically opened to traffic in May 2024. The 4 construction packages are all behind schedule according to the contract from 2.49 - 5.36%. Up to now, the project enterprise has disbursed a total value of more than 3,630 billion VND.

Currently, contractors have basically completed the weak ground treatment work on the main route. To date, the Than Vu tunnel has reached more than 37% completion, and is expected to be opened in early October 2023; Hung Duc bridge has reached 63.4% completion.

In the coming time, contractors must continue to mobilize enough construction teams according to the established progress table, increase equipment at existing construction teams, organize overtime and especially add roadbed construction teams for locations with weak soil treatment and large bridge construction teams.

Nghe An province proposed the Ministry of Transport to consider adjusting the underpass at Km453+206, Hung Yen Nam commune, Hung Nguyen district to facilitate people and vehicles; Direct Project Management Board 6, Phuc Thanh Hung Investment Joint Stock Company to speed up the construction progress of the section through Nghe An province, especially the Dien Chau - Bai Vot section where construction is still slow.

Nghe An also recommended that the Ministry of Transport direct Project Management Board 6 and Phuc Thanh Hung Investment Joint Stock Company to ensure traffic safety, environmental sanitation, and return offline service road systems, residential roads, intra-field roads, drainage culverts, irrigation canals, etc. to the people to ensure favorable agricultural production during the construction process.

After listening to the report, Minister of Transport Nguyen Van Thang assessed that the construction progress of the Dien Chau - Bai Vot sub-project is too slow. If the construction continues to be slow like this, it will be very difficult to complete the project by May 2024 according to the contract.

To speed up the project, Minister Nguyen Van Thang requested that contractors who do not have the capacity to perform must be replaced immediately. The project enterprise, Phuc Thanh Hung Investment Joint Stock Company, must sit down and discuss to evaluate the contractors' performance. Those units that cannot do it must transfer the construction volume to capable enterprises to make up for the shortfall in progress.

For Project Management Board 6, in the coming time, we must direct more strongly, supervise and urge every day and every hour to speed up the project progress. Contractors must focus on human resources, equipment, and work in 3 shifts and 4 teams because the project's capital has been fully provided.

The Minister of Transport also requested the People's Committee of Nghe An province to pay attention, support, and speed up licensing procedures so that contractors can soon exploit the fill soil at Ru Dinh Ngo and Sung Bo mines. On the other hand, organize the relocation of the 110kV high-voltage line and clear the ground at some other local locations.

Phuc Thanh Hung Investment Joint Stock Company must ensure traffic safety, environmental sanitation, and return offline service road systems, residential roads, and intra-field roads to the people during the construction process to ensure smooth agricultural production.
