OPPORTUNITIES AND MOTIVATION FOR THE DISTRICT
Que Phong is a mountainous, border district located in the Northwest of Nghe An province, one of the 74 poor districts of the country in the period 2021 - 2025.

In the 2021-2025 period, benefiting from all 3 National Target Programs, Que Phong district identified this as a great opportunity and motivation in carrying out the task of comprehensive socio-economic development and ensuring national defense and security in the locality.
Que Phong district was assigned a capital investment plan to develop 3 national target programs of 491,465 billion VND for the 2021-2025 period and was allocated 191,157 billion VND for public service capital for the 2022-2023 period.

After 2 years of implementation, the National Target Programs in the district have had positive impacts, contributing greatly to the socio-economic development of the district, infrastructure has been strengthened, and many economic models have been built.
The poverty rate decreased by 4.56% (from 44.68% in 2021 to 40.12% in 2022, of which the poverty rate in ethnic minority and mountainous areas decreased by 5.07%); average income per capita increased from 28.82 million VND in 2020 to 34.03 million VND in 2022 (an increase of 18.07% compared to 2020). The average number of criteria of communes meeting 13.5 new rural criteria, an increase of 1.25 criteria compared to 2020; the whole district has 12 villages and hamlets meeting new rural criteria;...

At the meeting, members of the National Assembly's Supervisory Delegation discussed and requested clarification of many contents related to the implementation of the three national target programs, especially the targets of poverty reduction, new rural construction, and income; especially the reasons for the slow disbursement of capital for the three national target programs.
Accordingly, the total capital allocated by the Central Budget to implement the National Target Program on New Rural Construction in 2022 and 2023 is 29,703 billion VND, of which development investment capital is 27,618 billion VND; career capital in 2022 and 2023 is 2,085 billion VND. The district has implemented and disbursed 11,848 billion VND, reaching 39.89%, of which investment capital reached 42.44% and career capital reached 6.04%.

Regarding the National Target Program on Sustainable Poverty Reduction for the 2021-2025 period, the total Central Budget capital allocated in 2022 and 2023 is 159,210 billion VND, of which development investment capital is 120,943 billion VND, public service capital in 2022 and 2023 is: 38,267 billion VND, Que Phong has implemented and disbursed 2,990 billion VND, reaching 1.88%, of which investment capital reached 0.37% and public service capital reached 6.64%.

Regarding the National Target Program for Socio-Economic Development of Ethnic Minority and Mountainous Areas, the total Central Budget capital allocated for Que Phong in 2022 and 2023 is VND 260,555 billion, of which: development investment capital is VND 109,749 billion, and public service capital in 2022 and 2023 is VND 150,806 billion. Currently, units have implemented and disbursed VND 9,037 billion, reaching 3.47%, of which investment capital reached 6.72% and public service capital reached 1.1%.

At the meeting, Comrade Vo Thi Minh Sinh - Member of the Provincial Party Standing Committee, Chairman of the Vietnam Fatherland Front Committee of Nghe An province proposed to soon issue regulations associated with mechanisms and policies to promote the role of the people, especially the Community Investment Supervision Board in implementing projects of the 3 national target programs; at the same time, pay attention to mechanisms and policies to support people resettled in the form of intermingling.

Vice Chairman of Nghe An Provincial People's Committee Bui Dinh Long requested Que Phong district to carefully analyze the reasons for the slow disbursement of investment capital for the 3 National Target Programs in order to find solutions to speed up the process in the coming time; especially, it is necessary to consider this an important political task, thereby assigning each comrade in the District Party Executive Committee to closely direct the progress of each project; at the same time, objectively evaluate and effectively implement the targets of poverty reduction and sustainable new rural construction.

Emphasizing that the implementation of the national target program is an important, regular, and long-term political task, Senior Lieutenant General Tran Quang Phuong requested that Que Phong district continue to raise awareness, promote the strength of the entire political system and people in organizing implementation; strengthen leadership and direction from the district to the grassroots with creative and appropriate approaches.
