Therefore, at this time, many localities are working hard to ensure the rights of teachers and convenience for schools when there is only 1 month left until the new school year.
Wait for official recruitment date
In just a short time, teacher Tran Thi Tam (Hung Dung 2 Kindergarten - Vinh city) will give birth to her second child. Although the due date is near, she still registers to teach summer classes for students at the school to increase her income during the holidays.
Teacher Tran Thi Tam is one of three teachers in the category.06, 09Currently working at the school. Before that, after graduating, she was accepted into Quang Trung 2 Kindergarten under contract 09. After nearly 10 years of working, although she had applied for the official position many times, her dream has not yet come true. Recently, when she received information that the Ministry of Home Affairs and the province prioritized the establishment for teachers in categories 06 and 09, she was very happy. However, up to this point, she is still waiting because she has not received an official decision.

Among the teachers currently on contract at Hung Dung 2 Kindergarten, there are some who are over 40 years old this year. There are also teachers like Nguyen Thi Oanh who used to work and was recruited into the payroll in the mountainous district of Ky Son since 2001. After moving to Vinh, this female teacher took the exam and was transferred to the status of a 06-09 contract teacher from 2016. Since then, she has repeatedly hoped to be recruited into the payroll to ensure the policies.
The 3 teachers in categories 06-09 at our school are all competent teachers and have worked for many years in the industry. Therefore, we hope that they will soon be recruited into the payroll so that they can work with peace of mind and help the school to arrange jobs more conveniently.
At Yen Thanh Town Kindergarten, currently 9/20 teachers are contract kindergarten teachers 06-09. For nearly a year now, when hearing the news that the province prioritizes the establishment for this group, many teachers could not help but be happy. Among them, the oldest person has worked for 17 years and the youngest has worked for 9 years. There are people with 2 university degrees in 2 different majors but have not yet realized their dream of being on the establishment.

Talking about this, teacher Phan Thi Lam (born in 1989) said: I graduated from the Geography Pedagogy Department of Da Nang University and then signed a contract to work at Phu Hong Secondary School. In 2016, due to lack of staff, I then wanted to transfer to teach preschool under a 06-09 contract and by 2020 I had finished university majoring in preschool. Personally, I have determined that this is a long-term job, so my biggest wish is to soon be on the payroll and after being recruited, I will continue to work at the place where I have worked for many years. Moreover, to ensure my rights, because we currently have a university degree but are still only receiving intermediate salary, not being considered for promotion as prescribed.
About 10 years ago, Nghe An was facing a serious shortage of teachers. Meanwhile, the Preschool Education sector was implementing universal preschool education for 5-year-olds. Based on this reality, Nghe An requested funding from the Central Government to recruit contract teachers, in order to ensure the number of teachers in the classroom according to regulations and meet the conditions to be recognized as universal education for 5-year-olds from 2016.
Therefore, from 2013 to present, Nghe An province has a total of more than 2,500 preschool teacher labor contracts that have been provided with stable funding from the central budget. Teachers sign indefinite-term labor contracts and enjoy full benefits and policies as civil servants according to Decree 06/2018/ND-CP and Joint Circular No. 09/2013/TTLT - BGDĐT - BTC - BNV, with an average budget of 160 billion VND/year.
Race to finish on time
As of early July 2023, out of more than 1,700 positions for kindergarten teachers 06-09, only 9/21 localities in the province have completed recruitment. The remaining nearly 1,000 positions have not been recruited, although according to the plan, this recruitment must be completed before January 30, 2023.
To ensure the rights of teachers, the province also directed the People's Committees at the district level to complete the recruitment of teachers before August 30, 2023 to prepare the teaching staff for the 2023-2024 school year.
Reporting at the Provincial People's Council meeting, the leader of the Department of Home Affairs also said that the reason for the recruitment not being on schedule was that the development of teacher recruitment plans by some Departments of Education and Training and Departments of Home Affairs under the People's Committees at the district level was slow; the time for giving opinions on teacher recruitment plans of some Steering Committees for management of apparatus and payroll at the district level was long; there was an interruption in the recruitment process at the district level when implementing Official Dispatch No. 1757, dated March 7, 2023 of the Standing Committee of the Provincial Party Committee; the number of civil servants in some Departments of Home Affairs under the People's Committees at the district level was too small and lacked experience...
At this time, many localities are also urgently recruiting teachers according to regulations. Accordingly, in Vinh city, the leader of the Department of Internal Affairs said: The city has announced recruitment and received applications on the mass media. According to the plan, from August 25 to 27, the city will check the recruitment conditions on the application and registration form. From August 29 to 31, interviews will be conducted. Currently, the review content has also been posted on the city's electronic information portal, including testing the knowledge and professional skills of candidates. If the recruitment goes smoothly, it is expected that in mid-September, there will be a decision to recruit into the payroll according to regulations.

In Hung Nguyen district, Mr. Hoang Nghia An - Head of the district's Internal Affairs Department said: Of the 50 preschool teachers in the 06-09 category of the district, 1 teacher has quit. We have received the remaining candidates' applications and are planning to conduct interviews this August to ensure recruitment is on schedule.
Yen Thanh district, the locality with the largest number of 06-09 teachers in the province, has also announced the recruitment of 238 preschool teachers, with 2 subjects: teachers with 06-09 contracts and contract teachers teaching at public educational institutions in the district who have paid social insurance before December 31, 2015. Mr. Nguyen Danh Truyen - Vice Chairman of the District People's Committee said: The special feature of Yen Thanh district is that among more than 200 teachers in the 06-09 category, there are many teachers from junior high school down. Therefore, when there is a plan to recruit into the payroll, many teachers think that they will be recruited and return to teach at junior high school. Therefore, during the implementation process, the district had to meet, propagate, and explain so that teachers understand the policy of the district and the province. At this time, the district has completed receiving applications and has developed a specific recruitment process and plan, which is expected to be completed before August 30. During the implementation process, we will follow the correct procedures to ensure the rights of teachers.
In Tan Ky district, Mr. Bui Duc Hong - Head of the district's Internal Affairs Department said that the recruitment of contract preschool teachers of type 06 and 09 in the area certainly cannot be completed before the deadline of August 31 set by the Provincial People's Committee. "If we speed up the process as much as possible, it will take until early September to have a recruitment decision."

According to Mr. Hong, in Tan Ky district, there have been a number of preschool teachers with contracts of type 06 and 09 who have quit their jobs, and now there are only 61 cases left. "Up to now, we have received the documents but are still checking and reviewing each document to see if they meet the standards," Mr. Hong said. After checking the documents, if there are no cases that require consultation with superiors, an order will be placed to create exam questions. After that, teachers will be instructed to review, and the review time alone will take 2 weeks.
“The recruitment process is strictly implemented, with two rounds of selection. Round 1 is through documents and round 2 is an interview. The interview round has 4 independent judges, including 2 professional judges and 2 state management judges. The judges give independent scores and then add them together,” Mr. Hong added.
In Anh Son district, Mr. Nguyen Duc Vinh - Head of the Department of Internal Affairs said that the recruitment of preschool teachers with contracts of type 06 and 09 has been basically completed. "The recruitment will be completed before August 5 and the teachers will be able to return to school to start the new school year before August 20. Currently, the whole district has more than 70 teachers with contracts of this type. The district's viewpoint is to prioritize accepting all these cases, except for cases that are too poor, then we have to accept it," said Mr. Vinh.
