Cases where vehicle license plates can be changed according to the new regulations.
Circular 24/2023/TT-BCA, effective from August 15th, stipulates the procedures for issuing replacement or reissuing vehicle registration certificates and license plates.
Specifically, Article 16 of Circular 24/2023/TT-BCA stipulates the cases for exchanging or reissuing vehicle registration certificates and license plates as follows:
- Modified vehicle.
- The car's paint color has been changed.
- Vehicles that have been registered and issued license plates with a white background and black letters and numbers will have their license plates changed to yellow background and black letters and numbers (for vehicles used in commercial transportation) and vice versa.
- Renewal of vehicle registration certificate.
- Change the vehicle owner's information (owner's name, personal identification number, address).
- The vehicle registration certificate is damaged, faded, or torn.
- The license plate is damaged, faded, broken, or the vehicle owner needs to replace the old vehicle registration certificate and license plate with a new one in accordance with Circular 24/2023/TT-BCA.
Additionally, the procedures for reissuing vehicle registration certificates and license plates also apply when the vehicle registration certificate or license plate is lost.
The application for a replacement vehicle license plate (based on Article 17 of Circular 24/2023/TT-BCA) includes the vehicle registration application form; documents of the vehicle owner as stipulated in Article 10 of this circular; vehicle registration certificate (in case of replacing the vehicle registration certificate) or vehicle license plate (in case of replacing the vehicle license plate).
In addition, there are other documents required for changing license plates from yellow background with black letters and numbers to white background with black letters and numbers; these include a decision to revoke the transport business license or a decision to revoke the vehicle's badge or license plate.
In cases where a vehicle is modified by replacing the engine assembly or chassis assembly, additional documents such as proof of origin, registration fee payment receipts, and ownership transfer documents for the engine assembly or chassis assembly must be provided, as stipulated in Article 11 of Circular 24/2023/TT-BCA.
In cases where a vehicle is modified by replacing the engine assembly or chassis assembly with components of different brands, an additional certificate of technical safety and environmental protection for the modified motor vehicle is required, as stipulated by regulations.
In cases where a vehicle's engine or chassis assembly is replaced or modified after installation, a certificate of registration and license plate revocation for that vehicle is required.
Regarding the procedures for replacing or reissuing vehicle license plates according to the new circular, for cases of reissuing vehicle registration certificates or license plates (except for vehicles already registered with 3-digit or 4-digit plates), the vehicle owner must fill out the vehicle registration application form as prescribed in Article 9 of this Circular and attach a scanned copy of the engine number and chassis number as prescribed on the public service portal.
After verifying the vehicle registration documents, the vehicle registration authority sends a notification to the vehicle owner to pay the vehicle registration fee and public postal service fee through the public service portal to receive the vehicle registration results as prescribed. Finally, the vehicle owner receives the vehicle registration certificate or license plate as prescribed from the public postal service.
When using partially online public services (except as stipulated in Clause 1, Article 18 of Circular 24/2023/TT-BCA), vehicle owners declare the vehicle registration form as prescribed in Article 9 of Circular 24/2023/TT-BCA, submit the application for renewal or re-issuance as prescribed in Article 17 of Circular 24/2023/TT-BCA, and pay the prescribed fees; vehicle owners do not need to bring the vehicle for inspection (except for vehicles that have been modified or had their paint color changed). After verifying the vehicle's documents are valid, the vehicle registration authority will issue the renewal or re-issuance of the vehicle registration certificate and license plate as prescribed; vehicle owners will receive the registration results at the vehicle registration authority or through public postal services.
In cases of replacing or reissuing vehicle registration certificates, the vehicle license plate retains its original identification number; for vehicles already registered with 3 or 4 digits, a new identification number will be issued according to regulations (the vehicle registration certificate and the original 3 or 4 digit license plate will be reclaimed).
In cases where license plates are replaced from a white background with black letters and numbers to a yellow background with black letters and numbers, or from a yellow background with black letters and numbers to a white background with black letters and numbers, a new identification license plate will be issued (if no identification license plate exists) or a replacement identification license plate will be issued (if an identification license plate already exists).
