Regulations on early salary increase for cadres, civil servants, public employees and workers in Nghe An province

(Baonghean.vn) - The People's Committee of Nghe An province has just issued Decision No. 12/2023/QD-UBND on the Regulations on early salary increase for cadres, civil servants, public employees and workers in Nghe An province.

This regulation stipulates the advance salary increase for cadres, civil servants, public employees and workers whose salaries are classified according to the salary table prescribed in Decree No. 204/2004/ND-CP dated December 14, 2004 of the Government working in State administrative agencies, public service units and associations with specific characteristics assigned to the number of employees under the management authority of the People's Committee of Nghe An province.

7 PRINCIPLES FOR EARLY SALARY INCREASE

1. The consideration and decision on early salary increase must ensure publicity, fairness, democracy and objectivity.

2. Early salary increase is considered from highest to lowest achievement. In case of multiple equal achievements, the early salary increase regulations of the agency or unit will be implemented based on the following order of priority:

a) Cadres, civil servants, public employees and workers with outstanding achievements who were considered for early salary increase in the previous period but have not been increased due to no more quotas;

b) Cadres, civil servants, public employees and workers who do not have their salary increased before the deadline of this period will no longer be eligible for a salary increase before the deadline;

c) Cadres, civil servants, public employees and workers with long working time, have not received a salary increase before the term or have low salary;

d) Cadres, civil servants, public employees, and workers who are ethnic minorities, working in areas with special economic and social difficulties, border areas, islands, mountainous areas, remote and isolated areas;

d) Female cadres, civil servants, public employees and workers;

In case the achievements and priority order are still the same then

The early salary increase review and decision is made by the Council.

3. Early salary increase must be made before the regular salary increase (maximum 12 months).

4. The achievements of the years used as a basis for considering early salary increase in the salary cycle do not need to be consecutive.

5. In case the date of signing the decision to increase the salary grade before the deadline is after the time of calculating the new salary grade, the cadre, civil servant, public employee, and employee shall receive back salary; and pay back social insurance for the difference in the increased salary between the new salary grade and the old salary grade.

6. Not to be given two consecutive early salary increases due to outstanding performance in performing duties.

7. In case a cadre, civil servant, public employee and employee is both eligible for early salary increase due to outstanding performance in performing duties and is also eligible for early salary increase upon notice of retirement, the cadre, civil servant, public employee and employee can choose one of these two early salary increase regimes.

PERFORMANCE LEVEL CORRESPONDING TO THE TIME OF EARLY SALARY PROMOTION

1. Consider salary increase 12 months ahead of schedule for cadres, civil servants, public employees and workers who achieve one of the following titles and achievements:

a) Gold Star Order; Ho Chi Minh Order; Independence Order of all classes; Labor Order of all classes.

b) State honorary titles: Hero of Labor, People's Teacher, Excellent Teacher, People's Physician, Excellent Physician, People's Artisan, Excellent Artisan, People's Artist, Excellent Artist.

c) Ho Chi Minh Prize; State Prize.

d) Certificate of Merit from the Prime Minister.

d) Title of National Emulation Fighter.

2. Consider raising salary 9 months ahead of schedule for cadres, civil servants, public employees and workers who achieve one of the following titles and achievements:

a) Received a Certificate of Merit from the Provincial Party Standing Committee and the Provincial People's Committee Chairman for excellent performance in performing annual tasks.

b) Receive a Certificate of Merit from the Head of a Central Ministry, Department, Branch, or Organization, the Standing Committee of the Provincial Party Committee, or the Chairman of the Provincial People's Committee for a topic that has been implemented for 5 years or more.

c) Title of Provincial Emulation Fighter (or equivalent).

d) The Chairman of the Provincial People's Committee awarded a Certificate of Merit to those assigned to directly train, educate, teach, and coach groups and individuals who won an Encouragement Prize or higher (or equivalent) in international and national competitions (competitions) or First Prize (or equivalent) in provincial competitions (competitions).

e) The Chairman of the Provincial People's Committee will award a Certificate of Merit to individuals who have won an Encouragement Prize or higher (or equivalent) in international and national competitions (competitions) or First Prize (or equivalent) in provincial competitions (competitions).

3. Salary increase 6 months ahead of schedule for cadres, civil servants, public employees and workers who achieve one of the following titles and achievements:

a) Cadres, civil servants, public employees and workers are awarded extraordinary Certificates of Merit by the Heads of Central Ministries, Departments, Branches, and Organizations, the Standing Committee of the Provincial Party Committee, or the Chairman of the Provincial People's Committee (or for topics with a duration of less than 5 years).

b) Cadres, civil servants, public employees and workers with a 3-year/level salary increase cycle who achieve one of the following titles and achievements:

- Awarded the title of Emulation Fighter for 2 years.

- Have received a Certificate of Merit from the Head of a specialized agency (and equivalent) under the Provincial People's Committee or the Standing Committee of the District Party Committee or the Chairman of the District People's Committee (and equivalent) for 2 years.

- Received Certificate of Merit from the Fatherland Front Committee and provincial-level socio-political organizations (and equivalent) for 2 years.

- 2 years of recognized achievements in provincial exams (competitions).

- 2 years of recognized provincial-level experience initiatives.

- Have 2 years of achieving different titles and achievements mentioned in this point.

c) Cadres, civil servants, public employees and workers with a salary increase cycle of 2 years/level who achieve one of the following titles and achievements:

- Awarded the title of Emulation Fighter.

- Received a Certificate of Merit from the Head of the specialized agency (and equivalent) under the Provincial People's Committee or the Standing Committee of the District Party Committee or the Chairman of the District People's Committee (and equivalent).

- Awarded Certificate of Merit by the Fatherland Front Committee and provincial-level socio-political organizations (and equivalent).

- Recognized for achievements in provincial exams.

- Recognized as a provincial-level experience initiative.

According to this Regulation, achievements for consideration of early salary increase are applied according to the salary cycle, determined by the time of issuance of the decision recognizing achievements in the most recent 6 years for ranks and positions requiring college level or higher education and the most recent 4 years for ranks and positions requiring intermediate level education or lower education as of December 31 of the year of consideration of early salary increase.

For cases where salary has been increased ahead of schedule, all achievements made before the date of the decision to increase salary ahead of schedule within this period (6 years and 4 years) will not be counted for consideration of increasing salary ahead of schedule for the next time.

The proportion of cadres, civil servants, public employees and workers in an agency or unit who receive a salary increase ahead of schedule due to outstanding performance in performing their duties within a year must not exceed 10% of the total number of cadres, civil servants, public employees and workers on the salary list of the agency or unit.
