On the morning of August 7, the administrative reform inspection team led by Mr. Tran Quoc Chung - Deputy Director of the Department of Home Affairs conducted an inspection at the Department of Culture and Sports.

Synchronous deployment
Through inspection at the Department and the Nghe An Relic Management Board, the Provincial Cultural Center under the Department of Culture and Sports, the inspection team assessed: The administrative reform work has received great attention from the Party Committee of the Department in terms of leadership and direction.
Accordingly, the Party Committee issued Resolution No. 171-NQ/DU dated June 14, 2021 on strengthening the Party's leadership over administrative reform in the Party Committee of the Department of Culture and Sports and the programs and plans all fully identify the 6 tasks of administrative reform; assign responsibilities to relevant departments, offices, units, implementation time, and implementation results. At the same time, the Department has established the Steering Committee for administrative reform of the Party Committee of the Department of Culture and Sports.

Administrative procedure control activities are being focused on. In 2022, the Department reviewed 126 administrative procedures, and proposed to cut 3 administrative procedures. In 2023, after reviewing 131 administrative procedures, the Department proposed to abolish 3 administrative procedures under the jurisdiction of the Department; amend and supplement 1 administrative procedure; add 6 new administrative procedures under the jurisdiction of the Provincial People's Committee; and abolish 5 district-level administrative procedures.
Through actual inspection on the Nghe An province's administrative procedure settlement information system, the receipt of documents and return of administrative procedure results are in accordance with regulations, there are no delayed documents or documents with excess components received.

The implementation of digital transformation at the Department in particular and the Department of Culture and Sports in general has been given attention. The Department and its affiliated units all use the I-Office document management and operation system, digitally signing to the deputy heads of the Department's affiliated units on the system, maintaining the use of a number of software to effectively serve professional tasks; officers, civil servants and public employees of the Department use email in work exchanges.
The training and development of cadres, civil servants and public employees is focused on. The appointment, re-appointment, transfer, rotation and job transfer of civil servants and public employees are implemented with attention. The mechanism of autonomy and self-responsibility for performing tasks, organizing the apparatus, staffing and finance is strictly implemented.
Remove obstacles
Discussing at the meeting, the representative of the Department of Culture and Sports clarified the causes, limitations, difficulties and inadequacies in the administrative reform work of the unit. At the same time, proposed to the Department of Home Affairs to organize training courses, including training for officers in charge of administrative reform work of units under the Department; upgrading the synchronous I-Office software.
The Department representative also reflected on the inadequacies in the coordination between departments, branches and sectors in responding to and replying to documents assigning tasks from superior agencies such as: The response time is too urgent, many contents are not within the unit's advisory field, etc. Therefore, it is recommended that the Provincial People's Committee should have regulations on the time frame for responding to documents requesting many opinions, so that implementing units can ensure the time and quality of the documents.

However, during the implementation process, there are still many difficulties and shortcomings related to the approval procedures for the industry's digital transformation project. Therefore, the industry proposes that the Provincial People's Committee and related industries coordinate to soon approve the project so that the industry can implement it according to the plan and roadmap.

Sharing with the industry when managing many fields, with specific characteristics, managing a large number of cadres, civil servants and public employees, the Deputy Director of the Department of Home Affairs suggested that the Department of Culture and Sports should focus on overcoming the shortcomings and limitations pointed out by the inspection team: Some tasks are implemented slowly compared to the assigned progress; advise on the issuance of regulations on the functions and tasks of the Department and its affiliated units.

Regarding the proposals of the Department of Culture and Sports, the Department of Home Affairs will recommend to the Provincial People's Committee and relevant departments and branches to pay attention to solving and removing difficulties for the unit.
