Opening of the first session, Nghe An Provincial Trade Union Congress, term 2023 - 2028
(Baonghean.vn) - On the afternoon of August 7, at the Nghe An Provincial Labor Culture House, the first session of the 19th Nghe An Provincial Trade Union Congress, term 2023-2028, took place, with 400 outstanding delegates, representing the will, beliefs and aspirations of more than 170,000 union members and workers in the whole province.


The 19th Congress of Nghe An Provincial Trade Union, term 2023 - 2028, is an important political event for workers, civil servants and laborers, opening a new development stage of Nghe An Provincial Trade Union.
The Congress took place at a time when the Party Committee, Government and People of Nghe An province are striving to successfully implement the Resolutions of the Party Congresses at all levels and deploy the conclusions of the Conference summarizing 10 years of implementing Resolution No. 26-NQ/TW, dated July 30, 2013 of the Politburo on the direction and tasks for the development of Nghe An province to 2020. The enthusiastic atmosphere in implementing Resolution No. 02-NQ/TW dated June 12, 2021 of the 13th Politburo on "Innovation of organization and operation of Vietnam Trade Union in the new situation" into life is also an important political basis for Nghe An Trade Union to develop in the new period.

The Congress with the theme “Innovation - Democracy - Solidarity - Development” took place over 2 days (August 7-8), with 400 outstanding delegates, representing the will, beliefs and aspirations of more than 170,000 union members and workers across the province participating in the Congress.
The Congress carried out many important contents in the first session, including presenting the Personnel Plan of the Executive Committee of the Nghe An Provincial Federation of Labor, term XIX, 2023 - 2028; Personnel Plan of the Delegation to attend the 13th Congress of the Vietnam Trade Union, term 2023 - 2028; Review report of the Executive Committee of the Nghe An Provincial Federation of Labor, term XVIII, submitted to the 19th Provincial Trade Union Congress, term 2023 - 2028; Report summarizing opinions on documents of the 13th Congress of the Vietnam Trade Union; Report summarizing opinions on the Draft Charter of the Vietnam Trade Union (amended and supplemented); Delegates also voted to agree on the number and structure of members of the Executive Committee of the Nghe An Provincial Federation of Labor, term XIX, as well as the number and structure of the Delegation to attend the 13th Congress of the Vietnam Trade Union...

The congress focused on discussing four key contents of the Nghe An Provincial Trade Union. Specifically, the first content is to build a team of professional trade union officials, focusing on grassroots trade union chairmen and non-state enterprises with trade union activities skills, enthusiasm, responsibility and prestige.
The second content, related to dialogue, collective bargaining, bringing benefits to union members and workers, focuses on wages, bonuses, working conditions and hours. The third content is comprehensive digital transformation in union activities, prioritizing the areas of union member management and finance. The fourth content is discussing the targets for the 2023 - 2028 term.

During the past term, with high determination, the Executive Committee of the 18th Provincial Labor Federation focused on directing decisively, operating flexibly and effectively.
To effectively perform the function of representing and protecting the rights and interests of union members and workers, every year, the Executive Committee of the Provincial Federation of Labor focuses on directing the work of participating in the development of legal policies; coordinating inspection, supervision, and grasping the living and working conditions of workers, civil servants, and laborers as well as compliance with labor laws in enterprises; supervising and providing social criticism according to Decision No. 217 of the Politburo, and directing the resolution of 20 strikes.
At the same time, the Dialogue Conference between the Chairman of the Provincial People's Committee and union members, workers, civil servants and employees was successfully organized. Through the conference, recommendations and proposals related to the practical interests of employees were fundamentally resolved.

The Executive Committee of the Provincial Federation of Labor has focused on developing plans and directing the implementation with many new, creative and effective ways of activities to care for union members and workers, and social security such as: Organizing the annual "Tet Sum Vay"; supporting workers facing difficulties due to reduced working hours, job loss; natural disasters, epidemics, especially the Covid-19 epidemic; visiting and giving gifts to workers who have occupational accidents and diseases on the occasion of "Workers' Month", "Occupational Safety and Hygiene Month and Fire and Explosion Prevention and Fighting", supporting the construction of "Union Shelter" houses, visiting families with meritorious services.
At the same time, the organization launched and effectively implemented patriotic emulation movements among workers, civil servants, and laborers, especially the emulation movement to implement 75,000 initiatives and overcome difficulties for development.

Through these efforts, Nghe An Trade Union completed 18/20 targets of the Trade Union organization and 5/8 targets of the Trade Union participating in coordination group. Of which, some targets were completed beyond the Congress Resolution.

Currently, Nghe An has 171,283 union members and 2,885 grassroots unions. Of which, the proportion of female union members accounts for more than 56.5% with 96,873 union members.
Compared to the beginning of the term, the number of union members increased by 25,397, while the number of grassroots unions decreased by 185 units. The working conditions of union members and workers have gradually improved; the average income of workers at enterprises is from 5.3 to 6.1 million VND/month.
In concentrated industrial zones, there are more than 5,000 workers in need of housing. The number of officials, civil servants and public employees has decreased, while the number of workers in enterprises and the informal sector has increased.
