Circular 24 officially takes effect, many people still wonder, in what cases will the vehicle registration certificate and license plate be forced to be revoked?

According to Article 23, Circular 24 of the Ministry of Public Security, cases of revocation of vehicle registration certificates and license plates include: Vehicles that are broken and cannot be used or destroyed due to objective reasons; Vehicles that have expired and are not allowed to circulate according to the provisions of law; Vehicles that are stolen, misappropriated and cannot be found or discarded, and the vehicle owner requests revocation of the vehicle registration certificate and license plates; Tax-free imported vehicles or temporarily imported vehicles of foreign agencies, organizations and individuals for re-export, transfer of ownership or destruction; Vehicles registered in economic zones according to regulations; Vehicles undergoing registration procedures for name change or relocation; Vehicles with engines and frames removed to register for other vehicles; Vehicles that have been registered but have been found to have fake vehicle records or vehicles with conclusions from competent authorities that the engine and frame numbers have been cut, welded, re-punched, erased or issued license plates that are not in accordance with regulations.

The recovery procedure includes two methods: performing full online public services and performing partial online public services.

For the full online public service implementation plan, the vehicle owner must declare the vehicle registration and license plate revocation declaration on the public service portal and submit the vehicle registration certificate and license plate to the vehicle registration authority via postal service. After receiving and checking the valid documents, the vehicle registration authority will return the results of the registration and license plate revocation certificate to the vehicle owner on the public service portal.

In case of performing partial online public services, the vehicle owner declares the registration and license plate revocation declaration on the public service portal; provides the online vehicle registration file code and submits the revocation file, receives an appointment to return the vehicle registration results according to regulations. After receiving and checking the valid documents, the vehicle registration agency will issue a certificate of registration and license plate revocation according to regulations.

Vehicle revocation records include: Vehicle registration and license plate revocation declaration; Vehicle owner's documents as prescribed; 02 copies of engine and chassis numbers; Vehicle registration certificate; Copy of vehicle ownership transfer documents as prescribed; Vehicle license plate.

In case of moving the original owner, the vehicle owner does not have to return the license plate, except in the case of a vehicle registered with a 3 or 4-digit license plate, in which case the 3 or 4-digit license plate must be returned.

In case of loss of vehicle registration certificate or license plate, the reason must be clearly stated in the registration and license plate revocation declaration.

Circular 24 also stipulates the responsibility of the police of units and localities in revoking vehicle registration certificates and specific license plates. The vehicle registration agency must review and notify the organization or individual with the vehicle to carry out the revocation procedures. Within 30 days from the date of notification, if the vehicle owner does not carry out the revocation procedures, administrative violations will be handled according to the provisions of law;

At the same time, update the vehicle owner's declaration information on the website of the Traffic Police Department or the public service portal about vehicles that have expired, discarded vehicles, damaged vehicles that cannot be used, vehicles destroyed due to objective reasons, and need to go through recall procedures according to regulations.

The vehicle registration agency must also notify the list of expired vehicles, vehicles not allowed to circulate, and stolen vehicles according to the law to the police units and localities tasked with ensuring traffic order and safety for detection and handling according to the law and notify the vehicle owner via email address, text message or public service portal.

For vehicles registered in accordance with regulations, the vehicle registration authority shall notify the vehicle owner and proceed to issue a decision to revoke the vehicle registration and license plate. For vehicle records that are concluded by a competent authority to be fake records or where the engine number or frame number has been cut, welded, re-punched, or erased, the records shall be transferred to the investigation agency for clarification and handling in accordance with the provisions of law.
