Meeting to discuss solutions to remove obstacles for Coi market
(Baonghean.vn) - Regarding the issue of Coi market in Hung Loc commune (Vinh city) being at risk of closing, a number of local departments and agencies have held meetings to come up with a solution.
Previously, as Nghe An Electronic Newspaper published on August 18,"Why is Coi market in Vinh city at risk of closing?", reflects the story that although it has existed for many years, Coi market in Hung Loc commune (Vinh city) is facing the risk of closing because the management unit has submitted a request to return the land lease contract due to excessive and unreasonable taxes. This is a "rare" event and faces many possible consequences once the market closes. Among them, the most noteworthy is the issue of which unit will replace the management of Coi market so that people can continue to do business and trade; the issue of fire prevention, fire fighting, environmental sanitation and many other issues that arise if the management unit returns the land, how will it be resolved...

To ensure fairness in the land lease issue at Coi market, and at the same time, anticipate possible consequences, especially within 6 months after submitting the application to return the land lease contract, on the afternoon of August 18, the Management Board of Hung Loc Cooperative had a meeting with representatives of the local government of Hung Loc commune; representatives of relevant departments and offices of Vinh City People's Committee; and Nghe An Province Cooperative Union.
At this meeting, the representative of Hung Loc Cooperative once again mentioned the shortcomings since the Provincial People's Committee issued a Decision to lease land to Hung Loc Cooperative in the Coi market area. In particular, Hung Loc Cooperative was leased 6,777.5m2Coi market land, with price calculated at 187,140 VND/m2and the total tax payable is 1,268,341,350 VND/year (no land rent reduction).
It is worth mentioning that if we compare the land rent of Coi market with Vinh University market (Ben Thuy market) and some cooperatives in the area, we can see a big difference. Specifically, Vinh University market managed by Ben Thuy Cooperative has an area of 4,318.8m2, rental price is 78,121 VND/m2, total tax payable is 168,694,488 VND (land rent has been reduced by 50%).
Dai Hue Cooperative, the management unit of Dai Hue Plaza building right at the beginning of Nguyen Phong Sac street (Customs roundabout area), with an area of 4,009.7m22, but the land rental price is only 104,518 VND/m2, the total tax payable for 1 year is 209,543,000 VND (50% reduction in land rent). Or at Quyet Thang Cooperative, 400m2 is rented2Production and business land in team 5, also in Hung Loc commune, but the rental price is only 38,808 VND/m22, total land rent is only 7,761,600 VND (50% land rent reduction).
Due to the high land rental price of up to 1,268,341,350 VND/year, Hung Loc Cooperative is currently unable to collect enough money from kiosk rental to pay the land rental. Therefore, it currently owes a huge amount of tax, of which the monthly interest due to tax arrears is estimated at more than 15 million VND.

Mr. Hoang Ngoc Can - Secretary of the Party Committee of Hung Loc commune said: Faced with the difficulties of Hung Loc Cooperative, he hopes that relevant agencies, departments and branches will support solutions to remove obstacles so that Coi market can continue to stabilize and operate. Because in reality, although Coi market is located in the city, it is still a rural market, located in the suburbs, with a small number of buyers and sellers. Especially after the Covid-19 pandemic, people's business and trading activities have encountered many difficulties.
According to Clause 3, Article 4 of the Land Lease Contract between Nghe An Provincial People's Committee and Hung Loc Cooperative, "During the term of the contract, if the Land Lessee returns all or part of the leased land before the term, it must notify the Land Lessor at least 6 months in advance. The Land Lessor shall respond to the Land Lessee within 3 months from the date of receipt of the Land Lessee's request. The contract termination date is calculated from the date of handover of the premises".
Mr. Le Duy Thanh - Deputy Head of the Economic Department, Vinh City People's Committee said: Hung Loc Cooperative needs to have an official report, based on the opinions of local authorities and related departments and offices to propose to the Provincial People's Committee to have a basis for tax exemption and reduction for enterprises. The Economic Department will also advise the City People's Committee to have a written proposal to the Provincial People's Committee to remove obstacles, creating conditions for traditional markets to operate.

At this meeting, Ms. Nguyen Thi Nhung - Vice President of Nghe An Province Cooperative Union, after understanding the situation, also said that after Hung Loc Cooperative and local authorities completed the relevant petition documents, the Provincial Cooperative Union will also have a document to send to the authorities to consider the issue. Because once the market is closed, it will affect many people and many related issues.
