Notes when registering a vehicle at a temporary address

Previously, when registering cars and motorbikes, people had to do the procedure according to their permanent address, but now people can register according to their temporary address. As a new point of Circular 24, which has just been officially applied recently, many people still do not understand the procedure for registering a vehicle according to a temporary address.

According to Article 4, Circular 24/2023/TT-BCA, the vehicle registration authority is responsible for registering vehicles including cars and motorbikes of domestic organizations and individuals with headquarters or residence in the locality. In which, residence is understood as permanent residence and temporary residence.

Previously, according to the old regulations, people were not allowed to register their vehicles at their temporary residence, but only at their permanent residence in the locality. Now, people will be able to register their cars and motorbikes at the commune-level police station where they are permanently or temporarily residing (the most convenient place) since Circular 24 takes effect.

Accordingly, when pressing the license plate, the first number of the license plate will follow the temporary residence address and is not related to the permanent residence. Regarding the vehicle registration procedure, it is similar to the previous one, only need to add a temporary residence confirmation paper to be able to register the vehicle. The temporary residence address in which locality is registered in that locality.

People should note that for temporary residence registration, all documents must have a matching address.

Specifically, when issuing a vehicle purchase invoice, the address on the invoice must be the temporary address, and the registration tax declaration must also use the temporary address. After that, people go to the local vehicle registration point and present all the documents to be able to register the vehicle. Avoid disagreements about the address that lead to failure to register.

Procedures for vehicle registration at temporary residence are detailed in Circular 24/2023/TT-BCA as follows:

When registering a vehicle, individuals must do so on the Public Service Portal (including the National Public Service Portal or the Ministry of Public Security's Public Service Portal). Only in cases where the service portal cannot be performed due to lack of data or technical errors, can the vehicle owner perform the vehicle registration procedure directly at the competent authority. Thus, there are 2 ways for vehicle owners to register their vehicles: online and in person.

Because the procedure is performed on the Public Service Portal, after accessing, the vehicle owner must fully declare all information in the vehicle registration declaration and sign electronically. Depending on whether the vehicle owner is a Vietnamese individual or a foreign individual, the vehicle owner's documents must be prepared differently. If you are a Vietnamese person, you can use a VNeID level 2 account to register the vehicle on the Public Service Portal or your citizen ID/passport.
