(Baonghean.vn) - The Party Committee of the Vietnam Social Security has just issued Official Dispatch No. 673-CV/BCSĐ to the Standing Committees of Provincial and Municipal Party Committees of centrally-run provinces and cities requesting continued coordination in directing the implementation of policies on Social Insurance, Health Insurance, and Unemployment Insurance.
Over the years, the Standing Committee of the Provincial Party Committee and the City Party Committees of provinces and cities have always paid attention to the implementation of the policies on Social Insurance and Health Insurance.Unemployment insurance. This is demonstrated through the issuance of many Resolutions, Directives, and Documents.
In particular, it has agreed on the policy of issuing support from local budget sources for participants of voluntary social insurance and health insurance; leaders and direct Party committees, authorities, and relevant sectors to coordinate with the Social Insurance agency to synchronously deploy solutions to develop participants.Social insurance, Health insurance, unemployment insurance and limit the amount of late payment of Social insurance, Health insurance, Unemployment insurance at production and business units. Therefore, although the socio-economy is still difficult, especially during the Covid-19 pandemic, the number of people participating in Social insurance and Health insurance is still growing.
By the end of 2022, the number of people participating in Social Insurance and Unemployment Insurance will reach about 38.08% and 31.18% of the working-age workforce, respectively; the number of people participating in Health Insurance will reach about 92.04% of the population. The amount of late payment of Social Insurance and Health Insurance has decreased sharply in recent years (in 2022, it only accounted for 2.91% of the collected amount, the year with the lowest late payment rate ever); the rights of participants in Social Insurance and Health Insurance are guaranteed.
In 2023, in the context of the world's complicated socio-economic situation, consumer demand and economic activities continue to decline. Domestically, many businesses are facing difficulties due to lack of orders, many workers are on leave, have their work extended, causing great pressure on the social security system. The situation of enterprises and individual business households not participating or not fully participating in Social Insurance, Health Insurance for employees, the situation of evasion of Social Insurance, Health Insurance, Unemployment Insurance payment is still happening; the situation of people receiving one-time Social Insurance is increasing, causing great pressure on the expansion and development of participants in Social Insurance and Health Insurance.
By the end of July 31, 2023, the number of people participating in Social Insurance and Unemployment Insurance will reach about 36.8% and 30.1% of the working-age workforce, respectively; the number of people participating in Health Insurance will reach about 92.3% of the population.
To complete the target by 2025, the number of people participating in Social Insurance and Unemployment Insurance will reach about 45% and 35% of the working-age workforce, respectively, and over 95% of the population will participate in Health Insurance according to the Resolutions of the Party, the National Assembly, and the Government, in which, effectively overcoming the situation of late payment, evasion of payment of Social Insurance and other profiteering behaviors, limiting the enjoyment of benefits.One-time social insurance, the Party Executive Committee of Vietnam Social Security requests the Standing Committee of Provincial Party Committees and City Party Committees of provinces and cities to continue to pay attention to leading and directing some main contents as follows:
Include the target of developing participants in Social Insurance and Health Insurance in the Resolution of each Party Committee at all levels and the annual socio-economic development plan of the locality. Strengthen the inspection and supervision of agencies, units, Party Committees and authorities at all levels in the leadership, direction and organization of the implementation of Social Insurance and Health Insurance policies. Consider the completion of the target of developing participants in Social Insurance, Health Insurance and Unemployment Insurance as a criterion for considering rewards and evaluating the completion of political tasks of Party Committees and authorities at all levels.
Strengthen the Steering Committee for the implementation of Social Insurance and Health Insurance policies at the provincial, district and commune levels, with the Chairman of the People's Committee as the head of the Steering Committee. Clearly define the responsibilities and working relationships of each member in directing and implementing solutions to develop participants in Social Insurance and Health Insurance, prevent abuse and profiteering of Social Insurance and Health Insurance policies, etc.
Continue to innovate and diversify methods and forms of propaganda, dissemination and legal education so that cadres, party members, employers, employees and people clearly understand the humanistic and superior meaning of social insurance and health insurance policies, thereby raising self-awareness and awareness of compliance with the laws on social insurance and health insurance.
Effectively share and provide information on enterprises' labor declarations, declarations and settlements of personal income tax of labor management agencies, tax, investment planning... with the Social Insurance agency; regularly monitor and grasp the situation of labor use, employment, implementation of Social Insurance and Health Insurance policies at labor-using units, especially units employing many workers, in order to promptly support, remove difficulties, detect and prevent fraud, profiteering, late payment, and evasion of Social Insurance and Health Insurance.
Strengthen inspection and examination of employers who are late in paying or evading Social Insurance and Health Insurance for 3 months or more; strictly handle violations according to the provisions of law. Direct relevant agencies to collect files and documents to transfer to the investigation agency for consideration and handling of acts of fraud, evasion, and profiteering of Social Insurance and Health Insurance according to regulations.
Continue to improve the quality of operations of medical examination and treatment facilities, reform administration in patient reception, promote the use of chip-embedded citizen identification cards, use the image of the Health Insurance card on the Social Insurance Digital Application (VssID) instead of the Health Insurance card; properly implement the procedures and regulations for issuing certificates of leave to enjoy Social Insurance; effectively use the Health Insurance examination and treatment fund at Health Insurance examination and treatment facilities, strengthen people's trust in the social security policy of the Party and State.
Do not reward, honor, or consider bidding documents for public investment projects for units that use labor to evade paying social insurance and health insurance. Widely publicize units that evade paying social insurance and health insurance on mass media.
Consider and arrange local budgets to support voluntary social insurance and family health insurance for people, especially those who have just escaped poverty, ethnic minority areas, coastal and island areas, etc. with difficult circumstances to expand and maintain participants.
The Fatherland Front and mass organizations strengthen the functions of supervision, propaganda, and mobilization of employers, employees, and people to properly implement social insurance and health insurance policies in the area.
It can be affirmed that in recent times, with the participation of the entire political system, the Social Insurance and Health Insurance policies have entered life and promoted positive effects.
