Many localities have proposed dredging the lake bed and exploiting minerals.

(Baonghean.vn) - Faced with the reality that many lakes and dams have dried up, affecting water storage in the dry season and water accumulation in the upcoming rainy season, many localities in the province have simultaneously petitioned for permission to dredge and collect mud and sediment in the lakes and dams.

On August 29, 2023, Yen Thanh District People's Committee issued Document 424/TTr-UBND on requesting permission to dredge the lake bed and collect mud and soil to increase water reserves for agricultural production at some dams in Tay Thanh and Son Thanh communes.

In Tay Thanh commune, there are the following projects: Ho Na dam, Lo Sa dam, Cao Son dam, Thung Vay dam, Tru Ke dam. In Son Thanh commune, it is proposed to dredge Cay Tang dam and Ho dam.

Through research, it is known that Tay Thanh and Son Thanh are two mountainous communes of Yen Thanh district, with large agricultural land areas. In these two communes, there are up to 32 large and small lakes and dams. Of which, Tay Thanh commune has 24 lakes and dams; Son Thanh commune has 8 lakes and dams, which are the main water supply sources for agricultural production and people's lives. However, because the lakes and dams were basically built a long time ago, most of them have been filled in, reducing their water storage capacity. Meanwhile, currently, due to the effects of prolonged drought,Many lakes and dams have dried up., seriously affecting people's lives and production.

In Do Luong in 2020, this locality submitted a document to the Provincial People's Committee allowing dredging of 24 lakes and dams and exploiting minerals through socialization, without using the State budget to increase the capacity of reservoirs. Of which, in My Son commune, there are 2 lakes and dams; Dai Son commune has 4 lakes and dams; Giang Son Tay commune has 3 lakes and dams; Giang Son Dong commune has 5 lakes and dams that need to be dredged...

Mr. Tran Van Hien - Vice Chairman of Do Luong District People's Committee said that among more than 100 large and small lakes and dams in the district, there are 4 large lakes managed by Bac Nghe An Irrigation One Member Co., Ltd., including: Bau Da Lake (Tru Son); Da Ban Lake (Bai Son); Yen Trach Lake (Thai Son); Mo Da Lake (Giang Son Tay). Every year, before each production season, the communes and the District People's Committee have directed the overcoming of difficulties and obstacles to serve production.

However, during the process of use and operation, many lakes and dams have been silted up, causing water reserves to become increasingly low. From 2018 to now, there has been little rainfall, and some lakes and dams are always at dead water levels. Meanwhile, the demand for irrigation for agricultural land in the area is increasing.

The province currently has 1,061 reservoirs, including 55 large lakes and dams; 220 medium-sized dams and 786 small dams. Currently, nearly 400 lakes have been upgraded and repaired, while over 700 lakes have not been repaired or upgraded.

Although the People's Committee of Do Luong district proposed to dredge 24 lakes and dams from 2020, the Provincial People's Committee later agreed to allow the completion of documents to dredge 6 lakes and dams, including 2 lakes managed by Bac Nghe An Irrigation One Member Co., Ltd. (Da Ban Lake and Bau Da Lake). And in fact, currently only 3 projects have been dredging, the rest have not completed procedures and have not found investors to implement.

Or in Tan Ky district, from 2019 to now, this locality has also submitted many documents to the Provincial People's Committee asking for permission to dredge lakes, dams and collect minerals. The purpose is also to increase the capacity of the reservoir, while contributing to increasing budget revenue.

Most recently, on March 14, 2023, Tan Ky District People's Committee issued Document No. 415/UBND-NN to the Provincial People's Committee to allow dredging and collecting soil and rock from Khe Nua dam in Hamlet 1, Nghia Binh Commune. This is an irrigation project built in 1973, upgraded in 2013 with a basin area of 6.7 hectares; water capacity is 250,000m33, serving 40 hectares of rice fields and 5 hectares of local fertile land. However, due to sedimentation, the water level in this project is always low, not ensuring irrigation for agricultural land in the area.

Previously, in August 2020, the People's Committee of Tan Ky district also proposed to allow dredging of 2 projects, Con Bui dam and Bau Lang dam in Nghia Dung commune, out of a total of 13 existing lakes and dams in this locality. In 2019, it proposed to allow dredging of 3/9 lake bed in Ky Tan commune; Va dam, Tray dam in Giai Xuan commune...

According to statistics, Tan Ky district currently has 110 reservoirs. In addition to the deterioration and damage of some dams, most of the dams are in a state of serious sedimentation, causing the water storage capacity to no longer be guaranteed as originally designed. However, most of the dams in this locality have not been dredged, which has greatly affected agricultural production activities...

Obviously, the need for dredging reservoirs and irrigation dams in the whole province is currently very large. The policy of allowing dredging and using socialized capital, not using the State budget by allowing the exploitation of minerals, soil and rocks in the reservoir is also very necessary and must be implemented soon. Only then can the storage of water in the dry season and the accumulation of water in the rainy season be ensured, contributing greatly to the development of agriculture and serving people's lives.
