Lieutenant Colonel Nguyen Van Trong - Head of the Ward Police said: In addition to 32 inter-family groups and 25 public fire fighting points, the ward continues to implement the model "My house has a fire extinguisher". At this time, 60% of households in the area have equipped themselves with a fire extinguisher; of which 50 poor households have been given fire extinguishers by the Ward Police and Women's Union. As a person who voluntarily bought a fire extinguisher, Ms. Nguyen Thi Hien, a children's toy business owner, shared: Through training on fire prevention and fighting skills, I realized that when a fire or explosion occurs, handling it myself is the best solution. In addition to equipping myself with a fire extinguisher, I also bought gas masks for my family members.

According to Mr. Doan Van Dung - Chairman of Nghi Van Commune People's Committee: Determining the construction of the model "My house has a fire extinguisher" as an important task in 2023, the local authorities of the commune have proactively coordinated with relevant forces to regularly propagate and mobilize people. The goal is to strive for 50% of households to equip themselves with fire extinguishers by September 30, 2023 and 100% of households to equip themselves with at least 1 fire extinguisher by December 31, 2023.

According to statistics from the Fire Prevention and Rescue Police Department of the Provincial Police, up to now, the model "My house has a fire extinguisher" has been deployed in localities such as Vinh City, Nghi Loc, Dien Chau, Yen Thanh, Hoang Mai Town, Nghia Dan, Quy Hop, Quy Chau, Que Phong, Thanh Chuong, Nam Dan, Do Luong, Anh Son, Con Cuong, Tuong Duong, Ky Son, Cua Lo Town...

According to Colonel Nguyen Ngoc Thanh - Head of the Fire Prevention and Rescue Police Department (Provincial Police): Through the model, the aim is to raise awareness and responsibility of cadres, party members and people in the area in complying with the provisions of the Fire Prevention and Fighting Law, the Law amending and supplementing a number of articles of the Fire Prevention and Fighting Law; propagandizing and mobilizing people to equip themselves with fire prevention and fighting means and equipment at home, effectively promoting the motto "4 on-site", proactively preventing and minimizing fire and explosion incidents. It is worth mentioning that from considering fire prevention and fighting as the task of the functional forces, people in the area have now changed their awareness, identifying this as the responsibility and obligation of everyone.

Thanks to that, in the province from the beginning of 2023 to now, the number of fires has decreased by 23 cases compared to the same period (18.8%), 3 fewer deaths, and 1.2 billion VND in property damage; in particular, the Public Security of units and localities has organized the review, construction, and expansion of 944 Fire Prevention and Fighting Safety Inter-Household Teams and 2,058 public fire fighting points, mobilizing 151,954 households to equip themselves with fire extinguishers in the province, contributing to improving the effectiveness of fire and explosion prevention work in accordance with the motto "4 on-site".

However, the propaganda and mobilization of households to equip themselves with fire extinguishers is still low compared to the requirements of the Government and the Provincial People's Committee; specifically, up to now, it has only reached 18% of the total 830,363 households in the province. Regarding the reason, in addition to the slow and not really drastic implementation by localities, the propaganda and mobilization of people to participate in fire prevention and fighting activities in residential areas is not convincing, not making people grasp and understand knowledge about fire prevention and fighting & rescue...

Regarding the implementation plan in the coming time, Colonel Nguyen Ngoc Thanh said: On the basis of implementing the Directive of the Prime Minister and the Ministry of Public Security on strengthening fire prevention and fighting in the new situation. The most recent is Official Dispatch No. 6368/UBND-NC of the Provincial People's Committee dated August 2 on strengthening fire prevention and fighting for residential areas, households, houses combined with production and business and before that, Directive Document No. 2502/CAT-PC07 of the Provincial Police dated July 31. On the basis of actively propagating, deploying and replicating fire prevention and fighting models such as: "Fire Prevention and Fighting Safety Inter-family Team", "Public Fire Fighting Point" (especially in localities with high population density, many houses combined with production and business).

Regarding the model "My house has a fire extinguisher", based on the direction of the Provincial People's Committee in Official Dispatch No. 6368, we will strive to have 100% of households of cadres, party members, civil servants, public employees, and armed forces officers in the system of state agencies in the province have fire extinguishers by September 30, 2023. In addition, we will proactively mobilize resources, socialize the provision of fire extinguishers and coordinate with localities to distribute them to disadvantaged households and poor households in the area (in the immediate future, we will implement them in Vinh city, Nghi Loc district, Do Luong district, etc.), contributing to promoting the movement "My house has a fire extinguisher" and improving the effectiveness of fire prevention and fighting work according to the motto "4 on-site".

The Provincial People's Committee also assigned the People's Committees of districts, cities and towns to focus on leading and directing the serious and drastic implementation of assigned targets and tasks in fire prevention and fighting and search and rescue work in the area according to the assignment and decentralization; closely linking the responsibilities of relevant units and localities in implementing assigned tasks to ensure quality and timely implementation. In particular, directing the People's Committees at the commune level to include the content of responding to the movement "My house has a fire extinguisher" in the criteria for selecting Cultural Families in 2023 in residential areas to create a vibrant competitive atmosphere among households. Based on actual conditions, there will be a mechanism to allocate and ensure funding sources from the state budget and socialized sources in the area to implement movements such as "providing fire extinguishers to households in difficult circumstances"...
