Since August 9, 2023, the Interdisciplinary Team for Anti-Illegal Printing of Nghe An province has been inspecting compliance with legal regulations in publishing activities in Nghe An province. The inspection focuses on publications without invoices and documents, "pirated" books, etc. Up to this point, the team has inspected 10 publishing establishments in Vinh city and districts and towns. Through the inspection, 4 establishments in Vinh city, Dien Chau, Quynh Luu, and Do Luong were found to have violated the law, confiscating dozens of books and more than 150 publications without invoices and documents, showing signs of being counterfeited.

At the time of working with the authorities, the owners of the establishments could not present documents proving the origin of the above publications. The inspection team drew up a record of administrative violations and issued a decision to impose an administrative fine of more than 40 million VND.

The recalled publications are mainly textbooks, reference books, English books, etc. These are books suspected of being counterfeit, similar in appearance to books from publishers, from images to scratch card codes and anti-counterfeit stamps. However, when activating the scratch card code printed on the book, it is reported that it does not exist or has been used, so users cannot exploit electronic documents according to their personal accounts.

Major Ngo Anh Sang, Team Leader, Internal Political Security Department, Nghe An Provincial Police said: Taking advantage of the beginning of the new school year, the situation of counterfeit and poor quality textbooks has increased, affecting the rights of consumers. Faced with the above situation, the Interdisciplinary Team for Anti-Pirating, chaired by the Department of Information and Communications in coordination with the Provincial Police and the Market Management Department, has strengthened inspections to promptly detect and strictly handle establishments that violate the law, sell publications without invoices and documents, books with signs of being counterfeited, etc., thereby organizing propaganda, guidance, and requiring establishments to strictly comply with the provisions of the law.
