8 suspects detained in connection with traffic accident that seriously injured 3 people
The subjects formed groups, rode on many motorbikes, drove at high speed, honked, revved their engines, and disturbed public order. During the trip, if they saw a group of young men riding motorbikes with license plates from other provinces or behaving provocatively, they would beat them up...
On September 6, the Investigation Police Agency of Ba Vi District, Hanoi announced that it was temporarily detaining 8 suspects, all residing in Hanoi, including: Nguyen Van Hieu (born 2006), residing in Hoai Duc District; Nguyen Viet Bac (born 2006), residing in Quoc Oai District; Nguyen Viet Tung (born 2005), residing in Dan Phuong District and Dang Quang Truong (born 2006), Vu Dinh Giang (born 2006), Vu Minh Quan (born 2007), Hoang Quoc Dat (born 2007), Do Hong Quan (born 2005), all residing in Phuc Tho District for the act of "Disturbing public order".

According to documents from the police agency, on September 2, the Tan Linh Commune Police, Ba Vi District received a report that at around 12 noon on the same day, on TL414 Road in Ha Tan Village (Tan Linh Commune), a traffic accident occurred between two motorbikes traveling in the same direction, driven by Nguyen Danh Luong (born in 2006), residing in Duong Lieu Commune, Hoai Duc District (Hanoi), with motorbike license plate number 29X5-536... carrying Phi Dang Du (born in 2006) colliding with motorbike license plate number 29U1-524... driven by Quach Manh Hung (born in 2004), residing in Son Tay Town, carrying Le Tran Khanh My (born in 2007). After the accident, Du, Luong and My all suffered traumatic brain injuries, Hung suffered minor injuries.
Immediately after receiving the information, Tan Linh Commune Police coordinated with the Traffic Police Team of Ba Vi District Police to verify and determine the cause of the traffic accident. During the investigation, the police discovered that due to a conflict, the subjects had chased and fought each other on motorbikes, leading to the accident. Given the seriousness of the incident, the leaders of Ba Vi District Police directed the Criminal Police Team to coordinate with relevant units to investigate and clarify the incident.
Based on the collected documents and evidence, the Ba Vi District Police Department determined that Dang Ngoc Duy (born in 2007), residing in Phuc Tho District, was playing in Ba Vi National Park when a group of young men started a fight and provoked him on the social network Tiktok. Afterwards, Duy told the story to Vu Minh Quan and discussed making an alcohol gun to go to Ba Vi National Park on September 2, to carry for self-defense, if any group chased and beat him, they would use it to shoot back.

At around 8:30 a.m. on September 2, Duy drove a motorbike to pick up Minh Quan and brought a homemade alcohol gun and joined a group of nearly 20 people who were also armed with knives. At the same time, the motorbikes removed their license plates to avoid being detected by the authorities. At the gate of Ba Vi National Park, Minh Quan's group met another group of 8 young people from Hoai Duc and Quoc Oai districts who were friends of Dang Quang Truong (in the same group as Duy and Minh Quan), so Truong invited the group to join the group, and if there were any conflicts, they would resolve them together.
While moving, the subjects lined up in 3 or 4 rows, weaving, driving at high speed, honking, revving their engines, causing public disorder.

At around 11am the same day, after going to Ba Vi National Park to play, the group went down and coincidentally met another group of young men on motorbikes with Hoa Binh province license plates, provoking, swinging, and revving their engines in front of them. Angry, Duy and Minh Quan's group took alcohol guns and a homemade knife and chased them on their motorbikes. During the chase, when they were about 15m away from the group of young men on motorbikes with Hoa Binh province license plates, Minh Quan used the alcohol gun to fire a shot into an empty lot to make an explosive sound to threaten the other side.
Knowing that their opponents had guns, the group of young men pulled over to the side of the road to let Duy, Minh Quan and their accomplices pass. Minh Quan continued to fire a shot into the air, then pointed the gun at the legs of the young man on the other side and shot threateningly.
When they reached TL414, the group discussed continuing to look for a group of young men riding motorbikes with license plates from other provinces to beat them up. In the area from Son Tay to Da Chong - Minh Quang, Ba Vi, Minh Quan's group discovered 10 young men riding 5 motorbikes with license plates from Vinh Phuc province, and continued to threaten them with alcohol guns.
Fearing, the group of young men fled on their motorbikes towards Son Tay town. Among them, a Vision motorbike carrying 3 young men fell onto the road due to not being able to control the speed. Seeing this, some members of Duy and Minh Quan's group jumped off the motorbikes and punched and kicked the 3 young men. Nguyen Viet Bac also took off his leather belt and beat his opponent. Meanwhile, Dat used a knife to threaten the 3 young men, forcing them to beg.
Not stopping there, Minh Quan's gang got on their motorbikes to find other groups of young men to beat up. On the way to Son Tay town, the gang met a group of local young men, including Quach Manh Hung and Le Tran Khanh My riding their motorbikes in the opposite direction. Thinking that Hung was provoking them, Bac asked Nguyen Van Hieu to turn around and chase them. When chasing close to Quach Manh Hung's motorbike, Bac sat behind the motorbike and used a leather belt to hit the opponent's back shoulder. After that, Hieu drove the motorbike carrying Bac forward in the direction of Da Chong relic site.
Being beaten, Hung accelerated to chase Hieu's motorbike. The subjects continuously swerved on the road to avoid each other. At the same time, Luong, driving the motorbike carrying Du sitting behind, lost control of his speed and crashed into Hung's motorbike, leading to the traffic accident that left the three young men with traumatic brain injuries.
On September 5, the suspect in the case, Pham Tuan Anh (born 2006), residing in Dan Phuong district, surrendered to the Ba Vi District Police. The Ba Vi District Police Investigation Agency requested that the suspects involved in the case surrender to enjoy leniency under the law. In addition, it requested that those involved come forward to provide information to assist in the investigation and handling.
