(Baonghean.vn) - The policy for rotating cadres, especially those from the district to the grassroots level, is inadequate; each locality has its own way. Based on the direction of the Provincial Party Committee Standing Committee, the Provincial People's Committee is directing the Department of Home Affairs to advise on developing a policy for rotating cadres to submit to the Provincial People's Council.

Many shortcomings from practice

Rotating cadres is a correct and accurate policy, implemented by Party committees at all levels to ensure the following goals: both training and practicing cadres in practice; solving weaknesses and difficulties in cadres at some establishments; and at the same time, overcoming limitations due to closed and local situations in cadre work.

For the rotated cadres, they all have a strong mindset and mentality, strictly follow the organization's mobilization and rotation, and do not hesitate to go to difficult and complicated areas.

However, currently, transferred cadres and those working in cadre work have some concerns and worries related to the transfer regime and policy.

Nga My commune is 70 km from the center of Tuong Duong district. Not only is it geographically remote, but the roads are also extremely difficult to travel, especially during the rainy season. Therefore, cadres transferred from the district, such as Kha Van Lap, the Party Secretary of the commune, have to live far away from their families. Their living conditions are completely self-sufficient and makeshift.

Comrade Kha Van Lap said: Apart from receiving salary at the agency before the transfer and allowance for transferring from a favorable area to a difficult area, there are no additional support policies for transferred cadres.

Similarly, comrade Lang Van Dong, transferred from the position of Chief of Office of the People's Council and People's Committee of Quy Chau district to the position of Secretary of the Party Committee of Dien Lam commune, in addition to the salary regime transferred from the old agency to the grassroots level and the allowance regime for cadres assigned to extremely difficult areas with 10 months of minimum salary (according to Decree 76, dated October 8, 2019 of the Government), there are no additional policies.

Comrade Lang Van Dong said: District cadres transferred to the grassroots, especially in remote areas, are extremely difficult. Not only is the distance from home to work far (about more than 35 km), but the working environment and conditions to meet living and working needs are not as favorable as in the district. As for travel, due to the mountainous terrain and sparse population, cadres going to the people and villages are also difficult. If the authorities at all levels pay attention to such working conditions and environments and have policies to support transferred cadres, it will be a great understanding and encouragement for the dedicated transferred cadres.

Comrade Tran Viet Duc - Secretary of the Chau Binh Commune Party Committee (Quy Chau) is a district cadre who has been transferred to the commune, and pointed out another problem: As a district cadre who has been transferred to the commune, if the commune is in area 135, commune 30a, or a commune with a poverty rate of 30% or more, then the commune 135 policy will be applied, and the allowance will be granted according to Decision No. 56, dated September 29, 2016 of the Provincial People's Committee. If the commune is transferred to a commune that meets the new rural standards, there will be no support policy even if the commune is located in a more remote area like Chau Binh.

From that inadequacy, comrade Tran Viet Duc recommended that competent authorities need to study and promulgate policies for cadres to rotate to the grassroots level in line with reality, ensuring fairness in terms of policy.

At the recent meeting and dialogue between the Standing Committee of the Provincial Party Committee and the heads of the Party Committees and authorities at the commune level, Secretary of the Party Committee of Xuan Lam Commune (Hung Nguyen) Le Viet Hung said: District cadres working in the Party, Fatherland Front and mass organizations when transferred to the grassroots level will have their allowances "cut" by 30%, which means their income will decrease when they return to work in the commune, raising concerns for the transferred cadres.

Each locality does it differently.

Regulation No. 65, dated April 28, 2022 of the Politburo and Regulation No. 21, dated May 12, 2023 of the Standing Committee of the Nghe An Provincial Party Committee on cadre rotation; including Regulation No. 09, dated September 20, 2021 of the Standing Committee of the Provincial Party Committee on cadre rotation previously, all have provisions on implementing regimes, policies, accommodation arrangements, travel support, and living expenses for rotated cadres (if any). The regulation "if any" means that support depends on the conditions of each locality. This leads to the fact that currently, each district has a different way of implementing the support regime for cadres rotating from district to grassroots.

As in Thanh Chuong district, comrade Nguyen Trong Anh - Member of the Standing Committee, Head of the Organization Committee of Thanh Chuong District Party Committee said: The support mechanism decided by the Standing Committee of Thanh Chuong District Party Committee in the district's rotation plan has 2 subjects: for collectives and individuals. Specifically, for units with rotated cadres, during one term, they are supported to purchase facilities and equipment for rotating cadres to work, not exceeding 50 million VND/unit/term. For rotating cadres, there are 3 support levels: 3.5 million VND; 3 million VND and 2.5 million VND/person/month, depending on the distance from the district center to the base.

In Nghia Dan district, comrade Phan Tien Hai - Standing Deputy Secretary of the District Party Committee said: The policy implemented by the Standing Committee of the District Party Committee for district cadres transferred to the grassroots level is to be supported at a general level of 3 million VND/person/month, through the budget allocation to the commune to pay directly to the transferred cadres. In some localities, there is a mechanism to support one time, 1.5 times the basic salary or set a specific monthly amount.

Besides some districts that have mechanisms to support rotating cadres, in difficult districts such as Tuong Duong and Quy Chau, there is no support mechanism. Or in Quynh Luu district, according to comrade Kieu Van Thanh - Member of the Standing Committee, Head of the District Party Committee's Organization Committee, because the Central and the province have not had any specific regulations, the locality has no basis to arrange and support funding for rotating cadres.

The province has a policy to issue a general policy for rotating cadres.

The reality is that each place is different, which does not ensure fairness in terms of policy, nor does it encourage or motivate rotating cadres. Standing Deputy Secretary of Nghia Dan District Party Committee Phan Tien Hai and Head of the Organization Board of Thanh Chuong District Party Committee Nguyen Trong Anh said: The Central and the province need to specify the level of support for rotating cadres in terms of money or allowances as a percentage of the basic salary and need to ensure that the total income when rotating to the grassroots level is equal to or higher than the working position at the time before rotation.

It is known that currently, on the basis of Regulation No. 21, dated May 12, 2023 of the Standing Committee of Nghe An Provincial Party Committee on rotation of cadres; The Provincial People's Committee has assigned the Department of Home Affairs to advise on the development and submission to the Provincial People's Council for promulgation of a resolution stipulating support policies for rotating cadres and civil servants in the province.

Currently, the draft resolution is in the process of collecting public comments from the grassroots to the district level, provincial departments, branches and sectors and finalizing before submitting to the Provincial People's Committee to submit to the Provincial Party Standing Committee before submitting to the Provincial People's Council for consideration and approval in the coming time.

The beneficiaries are cadres working in agencies and organizations of the Party, the State, the Vietnam Fatherland Front, socio-political organizations at the provincial, district and commune levels who are transferred by competent authorities according to regulations. Including transfers from province to district, district to grassroots level; from commune to district, district to province; horizontal transfers between districts in the province and between communes in the district. The draft includes 3 groups of policies: travel support; arrangement of official housing, support for housing rental; support for living expenses.
