Deputy Prime Minister Le Minh Khai: The Government demonstrates its role as a creator and accompanies Nghe An in implementing Resolution No. 39-NQ/TW of the Politburo.

On the morning of September 16, in Vinh City, the Central Party Secretariat held a conference to disseminate and implement Resolution No. 39-NQ/TW dated July 18, 2023 of the Politburo on building and developing Nghe An province to 2030, with a vision to 2045.
Comrade Truong Thi Mai - Politburo member, Standing member of the Secretariat, Head of the Party Central Committee's Organization Commission and comrades: Tran Tuan Anh - Politburo member, Head of the Party Central Committee's Economic Commission; Nguyen Trong Nghia - Secretary of the Party Central Committee, Head of the Party Central Committee's Propaganda and Education Commission; Le Minh Khai - Secretary of the Party Central Committee, Deputy Prime Minister; Le Minh Hung - Secretary of the Party Central Committee, Head of the Party Central Committee's Office; Nguyen Khac Dinh - Member of the Party Central Committee, Vice Chairman of the National Assembly; Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the National Assembly Delegation of Nghe An province co-chaired the conference.

The leaders of Nghe An province include comrades: Nguyen Van Thong - Standing Deputy Secretary of the Provincial Party Committee; Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Hoang Nghia Hieu - Deputy Secretary of the Provincial Party Committee; comrades in the Standing Committee of the Provincial Party Committee, the Provincial Party Executive Committee, key leaders of provincial departments, branches and sectors and districts, cities and towns.
Along with 700 delegates at the main bridge, the conference was connected online to 655 bridges; of which, there were 30 bridges at the district level, directly under the Party Committee and 625 bridges at the commune level, directly under the Party Committee in the whole province. The total number of cadres, civil servants, public employees, workers and people expected to participate was about 42,000 people/655 bridges.
SHOWING THE CREATIVE ROLE OF THE GOVERNMENT
The draft Action Program of the Government to implement Resolution No. 39-NQ/TW of the Politburo on building and developing Nghe An province to 2030, with a vision to 2045, emphasizes three goals and requirements.
That is the construction and promulgation of an Action Program to unify the direction of all levels and sectors to thoroughly grasp, implement and concretize the Resolution, creating a clear change in the awareness, actions and responsibilities of cadres, civil servants, public employees at all levels, sectors and the people of Nghe An province regarding the position and role of Nghe An province in the North Central region, Central Coast and the whole country; worthy of being the homeland of President Ho Chi Minh.
The Action Program aims to concretize the goals, tasks and solutions stated in Resolution No. 39-NQ/TW; clearly identify key tasks, demonstrate specific and practical solutions associated with an organization plan according to a suitable roadmap to achieve the goals set out in the Resolution.
The Action Program aims to demonstrate the Government's role in creating, leading and directing in the spirit of accompanying the Party Committee, Government and People of Nghe An province; at the same time, clearly defining the main roles and tasks for the Government, the Prime Minister, ministries, branches and the People's Committee of Nghe An province, the People's Committees of provinces in the North Central and Central Coast regions to focus on directing the development and implementation of breakthrough policies and strategies; mobilizing and allocating resources to implement important projects, expanding international cooperation, ensuring harmonious development between regions, ensuring close combination between the goals and tasks of socio-economic development of Nghe An province with the development and preservation of fine traditional culture of the Vietnamese people and Nghe An, protecting the environment, proactively preventing and combating natural disasters and effectively adapting to climate change, ensuring national defense, security and foreign affairs.
16 KEY INVESTMENT PROJECTS
The Government's draft Action Program identifies 18 specific economic, social and environmental targets for Nghe An province, such as: In the 2021 - 2030 period, the average GRDP growth rate will reach about 10%/year; average labor productivity will increase by about 10-11%/year; local budget revenue will increase by about 12%/year; total social development investment capital will reach about 1,650 trillion VND.
By 2030: GRDP structure: Agriculture, forestry and fishery account for 13.5 - 14%; industry and construction: 42 - 42.5%; services: 39 - 39.5%; product tax minus product subsidies: 4.5 - 5%; GRDP/person reaches about 7,500 - 8,000 USD (current price); urbanization rate reaches about 40%;...
To achieve the specific goals and targets in Resolution No. 39-NQ/TW of the Politburo, the draft Action Program of the Government emphasizes 10 groups of tasks and solutions that ministries, branches, agencies under the Government, and the People's Committee of Nghe An province need to specify and organize implementation, including:
Dissemination, propaganda, information dissemination, creating consensus in building and organizing the implementation of programs and action plans to implement Resolution No. 39-NQ/TW.
Unifying awareness, renewing thinking, arousing the desire for comprehensive, faster and stronger development; promoting traditions and culture imbued with Nghe An's identity to become the driving force and endogenous resources for development:
Develop and implement well the planning and planning management work; strengthen development linkages.
Promote economic restructuring associated with growth model innovation in the direction of mainly relying on science and technology, innovation, creativity and digital transformation; develop green economy, circular economy; develop Nghe An to become the center of the North Central region in trade, logistics, industry and high-tech agriculture.
Focus on strongly developing urban networks, especially central cities; promote investment in building economic and social infrastructure, especially synchronous and modern transport infrastructure; information technology infrastructure, digital infrastructure.
Focus on developing Nghe An into a regional center of the North Central region in education and training, science and technology, and healthcare; develop high-quality human resources; effectively implement social security policies, ethnic and religious affairs.
Create breakthroughs in administrative reform, improve the investment and business environment; promote attraction and enhance the efficiency of resource use for development.
Strengthening management and effective use of resources; protecting the environment; improving the ability to respond and adapt to natural disasters and climate change.
Firmly ensure national defense and security, especially in border areas, airspace, seas and islands of the Fatherland; improve the effectiveness of foreign affairs activities.
Strengthening Party building and rectification and the political system; improving the effectiveness and efficiency of management at all levels of government; consolidating the great national unity bloc.
The draft Action Program of the Government is expected to issue 18 specific projects, decisions, reports, and resolutions in the appendix list of specific tasks and projects for implementation; including a Resolution on building a number of specific mechanisms and policies for the development of Nghe An province to be submitted to the National Assembly for promulgation.
At the same time, the draft Action Program also built a list of 16 investment projects and traffic infrastructure projects in Nghe An province, striving to complete before 2030, such as: Investing in the restoration of the Kim Lien National Special Historical Site; Investing in and constructing the Vinh - Thanh Thuy expressway project (part of the Hanoi - Vientiane expressway); Investing in the new Vinh Station - the North - South high-speed railway construction project; Upgrading and expanding the Bac Cua Lo Port wharf area, investing in the construction of the Dong Hoi port area; Investing in new, renovating and upgrading the Bac Nghe An Irrigation system, Ban Mong lake, investing in the construction of the Lam River dam;...
Deputy Prime Minister Le Minh Khai affirmed: "After promulgation, the Government will direct ministries, branches and the People's Committee of Nghe An province to disseminate and raise awareness, grasp the basic contents for practical implementation."
Emphasizing the guiding ideology and content of Resolution No. 39-NQ/TW of the Politburo, which has introduced new tasks, viewpoints, orientations, ideas, and visions with breakthroughs in the development of Nghe An province, the Deputy Prime Minister expressed his confidence: "With the attention of the Party and the Government; the determination and efforts of the Party Committee and the Government; the will and aspirations for development of the people of Nghe An province, we can turn difficulties and challenges into new opportunities; turn potentials and advantages into development drivers, so that Nghe An province can develop rapidly and sustainably, worthy of the role, strategic position, potentials and advantages of the region".
