Completely remove administrative procedure obstacles for people and businesses
Deputy Prime Minister Tran Luu Quang, Head of the Prime Minister's Administrative Procedure Reform Working Group, signed Decision No. 62/QD-TCTCCTTTHC promulgating the Working Plan for the last 4 months of 2023 of this working group.

The objective of the Plan is to help the Prime Minister direct and urge ministries, branches and localities to implement goals, tasks and solutions on administrative procedure reform, strengthen administrative discipline and order and improve policy response capacity according to documents, programs, plans and projects issued by the Government and the Prime Minister from now until the end of 2023.
In addition, promptly grasp and direct the handling and resolution of difficulties and obstacles in mechanisms, policies and administrative procedures that are barriers to production and business activities of enterprises and people's lives within the scope and authority of the Government, Prime Minister, Ministers, Heads of ministerial-level agencies, Government agencies, Chairmen of People's Committees at all levels; promote the role and enhance the responsibility of each member of the Working Group in the activities of the Working Group.
Accordingly, in the last 4 months of 2023, each member of the Working Group and the standing agency of the Working Group will regularly directly direct, urge or coordinate in directing and urging the implementation of goals and tasks according to the key administrative procedure reform plan for the last 6 months of 2023 (Decision No. 933/QD-TTg dated August 6, 2023 of the Prime Minister) at the ministries and localities assigned to monitor, direct and urge.
In the fourth quarter of 2023, dialogues and working sessions will be held in appropriate forms with member agencies of the Prime Minister's Advisory Council for Administrative Procedure Reform and the business community to listen to and identify difficulties and obstacles in mechanisms, policies, and administrative procedures that are barriers to business production and business activities of enterprises and people's lives.
The Standing Office of the Working Group - Government Office will regularly receive and summarize the feedback and recommendations of individuals, organizations, and members of the Prime Minister's Advisory Council on administrative procedure reform on mechanisms, policies, and administrative procedures that are barriers to production and business activities of enterprises and people's lives (including regulations in projects and draft legal documents). Monthly or ad hoc reports will be submitted to the Head of the Working Group for consideration and direction on how to remove them.
In October 2023, a national online conference will be held to assess the situation and results of implementing solutions to improve the efficiency of administrative procedure settlement according to the provisions of Decision No. 468/QD-TTg dated March 27, 2021 and Decree No. 107/2021/ND-CP dated December 6, 2021.
In November 2023, a thematic meeting of the Working Group will be held to listen to a report on solutions to convert to using a single type of account, the VNelD account, in performing online public services from July 1, 2024 according to Decree No. 59/2022/ND-CP.
Before December 15, 2023, the Prime Minister and the Head of the Working Group will be informed of the results of the implementation of the assigned tasks. At the same time, in December 2023, the Working Group's 2024 Action Plan will be developed...

The head of the working group is Deputy Prime Minister Tran Luu Quang.
Deputy Heads of the Working Group include: Minister, Head of the Government Office (Permanent Deputy Head); Minister of Home Affairs; Minister of Justice; leader of the Ministry of Public Security as Permanent Deputy Head of the Working Group to implement the Project "Developing applications of population data, identification and electronic authentication to serve national digital transformation in the period 2022 - 2025, vision to 2030".
The working group is an inter-sectoral coordination organization, performing the function of assisting the Prime Minister in directing and urging ministries, branches and localities to implement goals, tasks and solutions on administrative procedure reform, strengthening administrative discipline and order and improving policy response capacity.
The task of the Working Group is to assist the Prime Minister in directing and urging the implementation of goals, tasks and solutions on administrative procedure reform at ministries, branches and localities according to documents, programs, plans and projects issued by the Government and the Prime Minister.
Timely grasp and assist the Prime Minister in directing the handling of reports and recommendations from individuals, organizations and the Prime Minister's Advisory Council for Administrative Procedure Reform on difficulties and obstacles of enterprises and people regarding mechanisms, policies and administrative procedures that are barriers to production and business activities of enterprises and people's lives (including regulations expected to be issued in projects and draft legal documents); periodically or suddenly work with the Prime Minister's Advisory Council for Administrative Procedure Reform and the business community, individuals and related organizations to listen to and identify difficulties and obstacles and promptly direct their removal.
At the same time, assist the Prime Minister in directing the strengthening of discipline, administrative discipline and improving the policy response capacity of ministries, branches and localities; research and propose to the Prime Minister initiatives and solutions to promote administrative procedure reform, strengthen discipline, administrative discipline and improve policy response capacity and perform other tasks assigned by the Prime Minister.
