Speaking at a meeting of the United Nations Security Council, Russian Foreign Minister Sergei Lavrov said that the West was responsible for the collapse of Ukraine and provoking civil war in the country.

The high-level week of the United Nations General Assembly is taking place in New York from September 19 to 26. The Russian delegation is led by Foreign Minister Sergei Lavrov.

Foreign Minister Sergei pointed out that many current leaders “pretend” not to remember the meaning of the Minsk Agreements - that is, the unification of Donbass with the rest of the former Soviet republic, while ensuring and respecting the basic rights of its people.

“The West, which is obstructing the implementation of these provisions, bears direct responsibility for the collapse of Ukraine and the provoking of civil war there,” Russian Foreign Minister Sergei Lavrov said.

According to Mr. Lavrov, Russia's opponents are increasingly shouting slogans about "war and aggression", but avoiding discussing the underlying causes of the current crisis in Ukraine.

“About how for years they have nurtured an openly Nazi regime, or how they have rewritten history, the results of World War II, and the history of their own people. The West avoids a real discussion based on facts, and respecting all the requirements of the UN Charter. It is clear that there has been no real dialogue so far,” Foreign Minister Sergei Lavrov said.

Regarding the future of the negotiations, Foreign Minister Sergei Lavrov stressed that President Vladimir Putin has repeatedly stated that Moscow does not refuse. However, the start of dialogue has been hindered by the decree of Ukrainian President Volodymyr Zelensky banning negotiations with Moscow.

“If the US is so concerned about this, then I think it will not be difficult to cancel this decree,” Russian Foreign Minister Sergei Lavrov said, looking straight at US Secretary of State Antony Blinken.

The Russian diplomat also mentioned global risks. According to Mr. Lavrov, Russia actively participates in finding ways to prevent and resolve them peacefully, so it affirms its respect and full implementation of all provisions of the United Nations Charter.
