Testimony of the person who swapped more than 1,000 old lottery tickets, the victims were all elderly and disabled
Pham Ngoc Vinh confessed that due to football betting, which led to debt, he had the idea of swapping old lottery tickets and seizing them from disabled and elderly people to resell to get money to pay off his debt.
On September 26, Bien Hoa City Police (Dong Nai) took a statement from Mr. Pham Ngoc Vinh (52 years old, from Quang Ngai) to investigate and clarify the act of fraud and property appropriation.
The victim was Ms. Le Thi Thuan, 46 years old, a disabled person from Khanh Hoa province, currently residing in Tan Tien ward, Bien Hoa city.
At the police station, Mr. Vinh confessed that he gambled on football, which led to debt. He planned to have money to continue gambling and pay off his debt, so he came up with the idea.lottery ticket appropriationof the disabled and elderly to resell to pay off debts.
This person also confessed that, using similar tricks, he had swindled and appropriated lottery tickets from 3 other people in Bien Hoa City (Dong Nai) with a total of more than 1,000 lottery tickets and had committed a number of other scams in neighboring provinces and cities, a total of more than 10 cases. The victims that Mr. Vinh targeted were the elderly and disabled people who sold lottery tickets on the streets.

As reported, at around 6am on September 24, Mr. Vinh drove his SH Mode motorbike with license plate 76G1-323.75 carrying 470 old lottery tickets to Bien Hoa City with the intention of swapping the old lottery tickets. When he arrived at the Lac Cuong intersection (Tan Tien ward, Bien Hoa city), he discovered a disabled woman named Thuan selling lottery tickets alone, this person stopped to ask to buy. After that, Mrs. Thuan immediately gave Mr. Vinh a stack of 530 lottery tickets, Mr. Vinh bought 8 tickets and paid Mrs. Thuan.
Taking advantage of Mrs. Thuan's inattention, Mr. Vinh exchanged the 470 old lottery tickets he was carrying for 522 lottery tickets drawn on September 24. After that, this man escaped and went to Mr. LQ's lottery counter (Thuan An City, Binh Duong) to resell them for more than 4.2 million VND (8,000 VND/ticket).
