Review and coordinate to resolve difficulties in implementing policies issued by the Provincial People's Council.
(Baonghean.vn) - Working with the People's Committee of Nam Dan district, the Supervisory Delegation of the Provincial People's Council requested the locality to continue reviewing policies and strengthen coordination with provincial departments, branches and sectors to promptly remove obstacles, ensuring timely and more effective implementation of policies.

Positive impact of policy
At the meeting, the report from the leader of Nam Dan District People's Committee said that the implementation of the resolution issued by the Provincial People's Council related to the policy mechanism has really created conditions and opportunities for Nam Dan district to develop comprehensively in the socio-economic fields, especially promoting the construction of Nam Dan district to become a model new rural district in the direction of cultural development associated with tourism according to Decision No. 17, dated January 4, 2019 of the Government.
Specifically, the district has implemented 6/11 resolutions issued by the Provincial People's Council related to socio-economic policies and mechanisms since the beginning of the term; of which 4 resolutions have beneficiaries and 2 resolutions have no beneficiaries.

As per Resolution No. 29, dated December 9, 2021 on support for artisans and clubs in the field of intangible heritage, in 2022, 3 artisans and 9 Vi and Giam folk song clubs were beneficiaries. In 2023, the district continued to propose support for 3 artisans and 14 clubs, including 5 newly established clubs, but not yet provided with resources by the province.
Resolution No. 22, dated December 9, 2021 on a number of policies for industrial and handicraft development; 1/4 of industrial clusters have received support for infrastructure investment; the remaining 3 clusters are awaiting appraisal and approval by the province.

Resolution No. 30, dated December 9, 2021, stipulates the standard level of social assistance, social assistance levels and support policies for a number of social protection beneficiaries, with 8 subjects with extremely severe disabilities and people with severe disabilities receiving support.
Resolution No. 18, dated December 9, 2021 on a number of policies to support agricultural and rural development, implemented by the district, including policies to support irrigation of industrial crops, fruit trees and land accumulation, and support rural development.

Regarding Resolution No. 12, dated August 13, 2021 on a number of policies for non-public preschool development under Decree No. 105 of the Government, implemented by the district for children studying at private preschools whose parents or caregivers are workers working in industrial parks.
In addition, although the district has implemented two resolutions, the province has not yet allocated resources to support them, such as Resolution No. 28, dated December 9, 2022, on a number of policies to support the preservation and promotion of cultural heritage values; or there are no beneficiaries due to not meeting the prescribed conditions, such as Resolution No. 05, dated August 13, 2021, on a number of investment support policies.

Clarify problems and difficulties
At the meeting, members of the Provincial People's Council's Supervisory Delegation and leaders of departments and professional offices of Nam Dan District People's Committee also discussed and clarified many difficulties and problems in the implementation process, bringing mechanisms and policies according to the People's Council's resolutions issued from the beginning of the 2021-2026 term to present into life.
For example, the appraisal and approval of support sources for caretakers at relic sites according to Resolution No. 28 is slow; the payment of benefits for children in private independent preschools is being transferred to the Department of Education and Training instead of directly to educational institutions, causing trouble for educational institutions with beneficiaries, or problems in implementing support policies for industrial clusters and craft villages...

The monitoring delegation of the Provincial People's Council also noted a number of recommendations from the district regarding improving support regimes for a number of policies; at the same time, it was clarified that the issuance of policies according to resolutions of the Provincial People's Council must be calculated to ensure budget balance.
