The Government has included the Vinh - Thanh Thuy Expressway project (Nghe An) in the investment portfolio for the 2026 - 2030 period.

(Baonghean.vn) - This is a component project with a length of about 61 km, belonging to the Hanoi - Vientiane expressway project with a total route length of 688 km.

Of which, it is planned to build about 406 km, including 345 km in Laos and 61 km in Vietnam from Thanh Thuy Border Gate to Vinh City and join the North-South Expressway in the East. The complete scale of the Vientiane - Hanoi Expressway has 4 to 6 lanes.

The section from Hanoi to Vinh City, approximately 315 km long, is being invested in and constructed in component projects of the North-South Expressway in the 2017-2020 period and has reached Dien Chau district; it is expected that in 2024, the Dien Chau - Bai Vot section will be completed and the Eastern Expressway from Hanoi to Vinh will officially open to traffic.

The expressway section from Vinh City to Thanh Thuy border gate (Thanh Chuong district) has been updated in the Road Network Planning for the 2021-2030 period, with a vision to 2050, approved by the Prime Minister in Decision No. 1454/QD-TTg dated September 1, 2021, with a scale of 6 lanes.

Eight years ago, on September 14, 2015, in Vientiane (Laos), to strengthen cooperation in transportation to implement agreements and plans to promote economic, social and security-defense development, the Governments of Vietnam and Laos signed a Memorandum of Understanding on the Transport Cooperation Strategy for the 2016-2025 period and vision to 2030; in which, regarding roads, it was determined to "research and build the shortest route connecting the two capitals of Hanoi - Vientiane".

On that basis, on November 24, 2016, the Vietnamese Ministry of Transport and the Lao Ministry of Public Works and Transport signed an investment agreement to build the Hanoi - Vientiane expressway.

The route is determined to pass through the Thanh Thuy border gate area, Thanh Chuong district, Nghe An province (Vietnam) / Nam On, Bolikhamxay province (Laos).

On October 4, Deputy Prime Minister Le Minh Khai signed and issued Resolution No. 162/NQ-CP promulgating the Government's Action Program to implement Resolution No. 39-NQ/TW of the Politburo on building and developing Nghe An province to 2030, with a vision to 2045.

In particular, the Vinh - Thanh Thuy expressway project was assigned by the Government to the Ministry of Transport and the People's Committee of Nghe An province to preside over the implementation in the period of 2026 - 2030 using the State budget and other mobilized sources.

The Hanoi - Vientiane Expressway, when completed, will be the first expressway connecting the capitals of Vietnam and Laos; this is the shortest route and the most favorable terrain; creating traffic connections on the East - West economic corridor; especially from Laos, Northeast Thailand with the North Central seaport system of Vietnam.

On the afternoon of October 4, Prime Minister Pham Minh Chinh received Mr. Atsaphangthong Siphandone, Mayor of Vientiane (Laos) and the delegation of Vientiane Capital.

To continue promoting and deepening the great friendship, special solidarity and comprehensive cooperation between the two countries, the Prime Minister suggested that the Party Committees, authorities and people of the two capitals of Hanoi and Vientiane continue to coordinate in the coming time to develop plans, implement and concretize agreements between the two countries' senior leaders, and effectively promote cooperation mechanisms between the two sides.

In particular, Prime Minister Pham Minh Chinh requested the two capitals and relevant agencies and localities to focus and be determined to promote the connection between Vientiane and Hanoi through the shortest possible highway system, as well as connecting the two economies, connecting Vientiane and Lao localities with Vietnamese localities through the railway system, seaports, etc.
