Closing of the 8th Conference of the 13th Party Central Committee
(Baonghean.vn) - On the morning of October 8, after 7 days (October 2-8) of working urgently, seriously, and responsibly, the 8th Conference of the 13th Party Central Committee completed all the contents and agenda and closed. General Secretary Nguyen Phu Trong chaired the conference.
The conference highly agreed that, in the context of the world and domestic situation with many unusual difficulties and challenges, much more complicated than forecast, but thanks to the wise, close and timely leadership of the Party; the effective accompaniment and supervision of the National Assembly; the proactive, flexible and drastic direction and management of the Government and the Prime Minister; the solidarity and close coordination of all levels, sectors and localities; the synchronous participation of the entire political system and the efforts of the entire Party, people and army, we have achieved many important results in all fields.
In the remaining months of 2023 and 2024 - a pivotal year of special importance in successfully implementing the Resolution of the 13th National Party Congress, it is necessary to focus on prioritizing promoting and improving growth quality, creating jobs, increasing income for workers on the basis of maintaining macroeconomic stability, ensuring major balances of the economy, and ensuring social security. Continue to closely monitor the international and domestic situation to promptly make appropriate and effective decisions; strive to achieve the highest level of the main goals and targets of 2023 and the entire 13th term.
The Central Executive Committee unanimously issued a Resolution on continuing to innovate and improve the quality of social policies to meet the requirements of building and defending the Fatherland in the new period, with many important inherited, innovated, supplemented and developed contents compared to Resolution 5 of the Central Committee (11th tenure). The new Resolution has expanded to all social policies, focusing on innovating and improving the quality of social policies to meet the requirements of building and defending the Fatherland until 2030, with a vision to 2045; with the approach also adjusted from ensuring and stabilizing to stabilizing and developing.
The Central Committee also agreed on the need to urgently and seriously develop and synchronously and effectively implement policies and continue to promote the tradition of great national unity in the new period of development.

On the basis of summarizing 10 years of implementing Resolution 8 of the Central Committee (11th tenure) on the Fatherland Protection Strategy in the new situation, the Central Committee unanimously issued a new Resolution on this particularly important strategic task.
The Party Central Committee acknowledged and highly appreciated the efforts of the Politburo and the Steering Committee in carefully and seriously preparing the quality of the Submission and planning of the 14th Party Central Committee with the inheritance, supplementation, and proper and appropriate development of the working methods and lessons learned from previous terms, especially the 13th term.
The Central Committee requested that immediately after this conference, based on the results of the Central Committee's introduction, the review and assessment of the Steering Committee, the Central Party Committees and the relevant agencies, the Politburo should promptly consider and decide on a step-by-step plan for the Party Central Committee for the 2026-2031 term as a basis for training, fostering and regularly monitoring, inspecting and supervising the cadres who have been included in the plan.
The Central Committee discussed and unanimously decided to establish 5 sub-committees to prepare for the 14th National Party Congress, including: Documents Sub-committee; Socio-Economics Sub-committee; Personnel Sub-committee; Party Charter Sub-committee; and Congress Organization Sub-committee. At the same time, the Party Central Committee also considered and decided on a number of issues related to personnel work.
In his closing speech, General Secretary Nguyen Phu Trong clarified a number of issues and summarized the important results achieved by the conference in the contents of socio-economic and state budget for 2023-2024; summarizing 10 years of implementing Resolution 5 of the Central Committee (11th tenure) on a number of social policy issues for the 2012-2020 period; summarizing 20 years of implementing Resolution 7 of the Central Committee (9th tenure) on promoting the strength of great national unity for a rich people, a strong country, a fair, democratic and civilized society; summarizing 15 years of implementing Resolution 7 of the Central Committee (10th tenure) on building a contingent of intellectuals in the period of promoting industrialization and modernization of the country; summarizing 10 years of implementing Resolution 8 of the Central Committee (11th tenure) on the Strategy for protecting the Fatherland in the new situation; Planning of the Party Central Committee, 14th tenure;...
The General Secretary affirmed that the 8th Conference of the Party Central Committee (13th tenure) with many important decisions was a great success. The results of the Conference demonstrated the sense of responsibility and high solidarity of the Central Committee, and will certainly contribute significantly to consolidating and promoting the very valuable results and achievements that the entire Party, people and army have strived to achieve since the beginning of the term, contributing to creating a new spirit and new impetus for the cause of continuing synchronous and comprehensive innovation, building a clean and strong Party and political system, developing the country quickly and sustainably for our beloved Vietnam.
